Motion by Mr. Schofield, seconded by Chair Syme, to approve the minutes from March 19, 2019. All voted in favor.
3. Public Hearing on the Annexation Policy Plan.
Chair Syme opened a Public Hearing by consent with no objections.
Public Comments:
Gordon James, West Weber resident, said he has no objection to annexing into Marriott-Slaterville City if West Weber does not incorporate.
Dan Hammer, West Weber resident, has no objection to incorporating and asked that our City consider including them any way.
Becky Hammer, West Weber resident, said she is all for being part of Marriott-Slaterville City. She is concerned that West Weber would not have enough of a tax base to support a new city.
Cara Warren, Marriott-Slaterville City resident suggested that we invite West Weber residents to our City Council Meeting to hear a presentation on agri-commerce.
Katrina Miller, West Weber resident said she is neither for or against the annexation. She would prefer that West Weber incorporate, but felt annexation would be the next best option.
No further public comments were offered. Chair Syme declared the Public Hearing closed unless there were any objections, which there were not. Commission returned to a Public Meeting.
4. Discussion/action on Public Hearing.
Mr. Morris responded to the Public Comments as follows:
He agreed with Mr. James' comment.
He had no objection to Mrs. Miller's comment regarding the possibility of a boundary adjustment, saying that this is an option that could be explored.
In response to Becky Hammer's concern about not having a tax base to support incorporation, Mr. Morris said a feasibility study could be conducted to determine what the future costs would be. He said the incorporation could be a several year process and Marriott-Slaterville City would be willing to help West Weber with the incorporation process.
In response to Mrs. Warren he said the agri-commerce presentation will be moved to our City Council Meeting on May 16, 2019. Staff gave a brief description of what it would entail.
Mrs. Miller said she would love to be part of Marriott-Slaterville City.
Chair Syme invited West Weber residents to visit with Mr. Morris if they have any questions.
Mr. Schofield commented that he was impressed with West Weber resident's desire to be part of our City.
Motion by Mr. Schofield that we recommend to the City Council approval of the Annexation Policy Plan. Seconded by Mr. Tobias. All in favor, none opposed.
5. Commission and staff follow-up.
The Arbor Day presentation will be held during City Council Meeting this week on April 18th.
The Transient Activity Ordinance will be also be presented at City Council this week.
Staff said the secondary water systems are now turned on in the subdivisions for pressurized water, except Morris Meadows which is not yet completed.
Both of the parks are now open for the summer.
Staff reported on the recent FEMA Training. Among other things he said it was estimated that thirty (30) homes would collapse and be demolished beyond repair. 30% of homes would sustain structural damage and an estimated 30 to 60 people would be injured. Pioneer Elementary School would not fare well because it was built in the 1960s under building codes without the seismic updates. Train disasters may occur on the railroad tracks. Most commercial buildings will fare fairly well. Pineview Dam is not expected to fail. Roads and bridges will be damaged.
There may be no water available for about one (1) year. There will be no electricity for three (3) months or more. No sewer for several years. Mr. Schofield pointed out that the infrastructure for Ogden City is very old. Mr. Morris will be updating our disaster plan as a result of what was learned from the training, which will take some time.
Our CERT training programming is now handled by Jeremy Mecham. Staff noted that the City has sandbags in storage in the event of flooding.
Mr. Schofield asked what improvements have been accomplished since the last flooding in 2011. Staff said that the Weber River was dredged and streams were cleaned. The river has not silted in during the last five (5) years, but is expected to eventually. Beaver dams are an ongoing problem.
Peterbilt is still not ready for site plan at the Slaterville Commercial Subdivision. Brookside Subdivision received preliminary approval last month, but the developer has pursued no further action at this time.
Chair Syme thanked staff.
6. Adjourn.
Being no further business, Chair Syme adjourned the meeting at 7:34 P.M.
