III. BUSINESS
Torrey's Apple Days - Colleen Duddleston.
Colleen Duddleston and Cassie Johnson were present to invite Bicknell Town to join in with the activities in Torrey's Apple Days in July. They want to get a team from each town to compete in a few old fashion games against each other. It will be a triathlon, with prizes. The members on the team will be picked by the council, but it is not necessary to be a part of the council, however, only persons from their town can be on the team. The council committed to getting a team together. Colleen and Cassie thanked the council and excused themselves.
Mark and Beverly Hagel Property. Mayor Johnson reported to the council that Mr.& Mrs. Hagel would like to receive two cemetery plots in exchange for their property that the Heritage Monument will be constructed on. The council discussed the proposal and felt it was a fair exchange. Kerry made the motion to make the exchange, Weston seconded, all ayed. Noreen and Scott will meet with the Hagels to determine which plots they will be given.
Color Country Animal Welfare. Representatives from the animal shelter came to the town council meeting in January. After explaining their vision for the shelter, they asked the town for donations to help with their cause.
The council told them they would vote whether or not to give them some funds when they had a full council. After some discussion, Weston made a motion for the town to donate $500 towards the shelter, Brian seconded, all ayed. The donation will be included in the budget in the new fiscal year.
Bicknell Town General Plan. Mayor Johnson gave each member of the council a copy of the proposed Bicknell Town General Plan composed by the Planning/Zoning Commission. Gregg Anderson was here to answer any questions. Mayor Johnson asked each member to read it over and come prepared to take a vote on it at the next council meeting in May.
The next items the Planning/Zoning Commission will be asked to work on will be updating the building and zoning ordinances.
Brigg Blackburn -Annexation. Brigg showed the plans he has for annexing his property. There are certain legal steps which have be taken in order to annex a property. Colleen Duddleston has a step by step list that Torrey's compiled for annexation. She said she would email Connie a copy so the town and Brigg will know what has to be done. Ellen Anderson said the town does have an Annexation Policy in place, but it needs some updating. The first step for Brigg will be to present his plan to the Planning/Zoning Commission next week.
Rhett Jackson. Mr. Jackson asked the council if they were going to issue him a penalty for not paying his building permit yet, he is waiting for his loan to go through. The council assured him there will be no penalty fee, but it will have to be paid before construction begins. He asked if the installation of his meter is included in the price of the permit, it is not, he will have to pay $250 to have the meter installed. The property already has a culinary water connection, but no meter has ever been installed.
IV. MEMBERS REPORTS.
Scott's Report. Scott reported the mountain springs are producing 33 gallons a minute. The tank is down about two feet. Brinkerhoff Springs pumped about 250,000 gallons this month. Scott fixed the fence by the Brinkerhoff Spring that some cows had damaged. He has made a frame for the cement pad for the generator down at Brinkerhoff Springs. It is 8' x 14'. He said a prefab shed/lean to was more that he thought. The council suggested the possibility of Scott building said lean to. He will check out some prices for materials. This item will probably have to wait for the new fiscal year budget. Scott read the meters. Scott picked up the irrigation pump and also the lawn mower deck. He has installed the deck on the lawn mower. He ordered a crusher screen from M&D for the bonnet in the irrigation pond. Scott will work on the main street project the next couple of days.
Mayor Johnson. Mayor Johnson said a copy of the Inter-local Agreement between Bicknell Town and the Fire District was in the drop box. This agreement was signed when Gil Hunt was in office. It talks about 'Exhibit I', but there was no copy of that. Some research will be done to find that.
Mayor Johnson said she had received an email from Zack with Six-County, about a Pre-disaster meeting which will be held in the Community Center on April 23rd, from 9-12. She invited members of the council to attend.
Mayor Johnson talked with USDA to see how the application for ECWAG for the town was coming along, because she hadn't been able to make contact with Kelly Chappell from Ensign Engineering. She was not happy with the results and let them know it. Shortly thereafter, Kelly called her and said the application had been submitted. However, he said 1 report is missing before USDA will consider the application. He will put some pressure on the person who is making the report to complete it. The town received a bill from Ensign Engineering, but wanted some confirmation of work done before paying them. The town wants the application fully submitted as soon as possible, so the council will know whether they get the grant or not.
to know whether the town will get the grant or not Mayor Johnson reported that while at the public hearing for the proposed Bicknell Town General Plan, Steve and LeAnn Albrecht offered to be on the committee for the Heritage Monument. Laura Lasco also volunteered her services. Laura has stopped by to talk with Mayor Johnson numerous times about ideas she has for the town, along with the heritage project. Mayor Johnson has had to rein her in a little, because of available funds and such, however, she did agree to talk with the council again about an organized town clean-up with a lunch served. After some discussion with the council it was determined that they would have a project for cleaning around the DUP building for the town clean-up day. Mayor Johnson will talk with Elvon Jacobs, who is head of the DUP in Bicknell, about what they would like accomplished around their building. She will order a modest lunch for about 40 people for that day. Pictures will be taken of persons cleaning around the DUP building, which will help with the grant the town wants to get to work on the Heritage Monument. The clean-up will be on Saturday, May 18th.
Building permit applications were approved for a garage for James Roche, a storage shed for Mark Smith, and inside renovations for Nancy Noble's property.
Brian. Brian asked when the council wanted the culinary water turned on at the park. He was told it can be done whenever he wants, just let Scott know when to do it.
Connie. Connie told the council to be thinking about what they want included on next year's budget. The tentative budget meeting will be included at the council meeting in May.
Financial. A list of the bills were presented to the council for payment approval. Kerry made the motion to pay them, Brigg seconded, all ayed.
