Those present at the City Council meeting were Mayor Kim Soper, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Council Members Rick Miller, Trudi Owens, Paul Dastrup and Alan Johnson. City Attorney Barry Huntington. City Council Member Lloyd Brinkerhoff was absent.
Others present were Dutch Deutschlander, Nancy Dalton, Carla Farnsworth, John Talbot, Dave Dodds, Casey Charles, Justin Peterson and Jonelle Molenda.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council Member Trudi Owens conducted the opening ceremony.
ADOPTION OF THE AGENDA
Trudi Owens moved, seconded by Rick Miller to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Alan Johnson moved, seconded by Rick Miller to approve the minutes. The motion passed with all in favor.
BUDGET UPDATE
City Treasurer Carla Farnsworth reviewed the budget with the City Council. The City is at 75% of the budget year. The general fund revenue is at 75% and expenditures are at 50%. The water fund revenue is at 76% and the expenditures are at 80%. The sewer fund revenue is at 75% and the expenditures are at 81%.
PATCHWORK PARKWAY HIGHWAY 143 ANNUAL CONTRIBUTION
Nancy Dalton the byway coordinator went over the projects the Patchwork Parkway Highway 143 committee has completed and is working on.
Trudi Owens moved, seconded by Paul Dastrup to contribute $1500 to the Patchwork Parkway Highway 143 committee. The motion passed with all in favor.
MASTER PLAN BID AWARD
The master plan is an overall plan that deals with water, sewer, roads, flood mitigation and other needs of the City. Proposals were received from Frandsen Engineering, WCEC Engineering, Jones and Demille Engineering and Sunrise Engineering.
Paul Dastrup moved, seconded by Trudi Owens to award the master plan bid to Jones and Demille. The motion passed with all in favor.
CITY OFFICE REHABILITATION BID AWARD
One bid was received for the city office rehabilitation.
Paul Dastrup moved, seconded by Rick Miller to award the contract to Dodds and Talbot construction. The motion passed with all in favor.
CAMERON MOTEL PROPERTY PURCHASE
Justin Peterson voiced to the City Council his concerns of the City using tax dollars to purchase personal property. He voiced concern of the cost of purchasing the property, the cost of tearing down the Cameron Motel and landscaping. He feels there could be better things that the tax payer's money could be spent on.
MARILYN BULKLEY MEMORIAL PARK
Marilyn Bulkley helped organize and create the science park at Panguitch Creek. There is a class at SUU that does recreational projects, they also find grants to pay for the projects. The Mayor would like to see if they would be willing to rehabilitate the park.
Trudi Owens moved, seconded by Paul Dastrup to name the park at Panguitch Creek the Marilyn Bulkley Memorial Park. The motion passed with all in favor.
INDUSTRIAL LOT PURCHASE
Rick Miller moved, seconded by Trudi Owens to approve the sale of an industrial lot to Zac Knight. The motion passed with all in favor.
TRIPLE C CONCESSIONAIRE
Alan Johnson moved, seconded by Rick Miller to approve Ralph Perkins as the new Triple C Concessionaire. The motion passed with all in favor.
OPEN MEETING TRAINING
City Attorney Barry Huntington reviewed the Open Meeting Act with the City Council.
PENDING BUSINESS
Bike Path - The County will be starting the bike path.
Blights and Abatements- Larry Prince would like to repair his home and two other the homes will be demolished. Letters will be resent to the remaining home owners on the blights and abatement list.
Spring Rehabilitation - Sunrise Engineering will begin spring rehabilitation this summer.
DEPARTMENT REPORTS
Triple C - The wind has ripped off a piece of the siding on the Triple C Arena.
Splash Pad - The splash pad will be turned on as soon as weather permits.
Pickle Ball Court - The Pickle Ball Court needs one final surface coat.
Well Rehabilitation - The bid for the rehabilitation of the lower well has been awarded to Canyon Country Drilling.
Sewer Certification - Kaden Hall passed his sewer certification. He is now water and sewer certified.
ULCT Spring Conference - The ULCT midyear conference is April 24-26, 2019 in St George.
EXECUTIVE SESSION
Alan Johnson moved, to enter into an executive session discussing real estate and personnel. Those in attendance were Barry Huntington, Rick Miller, Trudi Owens, Kim Soper, Tyrissa Howell, Paul Dastrup, Alan Johnson and Lori Talbot.
Rick Miller left the executive session at 8:41 pm.
Trudi Owens moved, seconded by Alan Johnson to exit the executive session. The motion passed with all in favor.
Rick Miller returned to the City Council meeting.
CAMERON MOTEL PROPERTY PURCHASE
Trudi Owens moved, seconded by Paul Dastrup to get an appraisal of the entire lot. The motion passed with all in favor.
CITY EVENT CORDINATOR
Trudi Owens moved, seconded by Paul Dastrup to approve the hire of Rick Miller for the City Coordinator/Maintenance position. Alan Johnson voted in favor. The motion passed.
ADJOURNMENT
Alan Johnson moved to adjourn at 9:00 pm.
