II. ITEMS FOR DISCUSSION/CONSIDERATION FOR APPROVAL 1. Resolution 4-9-2019-1 Revising Community Reinvestment Agency Policies - Chairman Lyman Mr. Redd began the discussion on policy revisions by stating the revisions would simply tighten up the language in the policy. The changes give more clarity to how funds can be used, which include horizontal infrastructure, public utilities and reasonable civil costs. Boardmember Shumway expressed his feelings that private development is not the role of government. The role of the CRA should be to help development comply with City policies and ordinances, such as roads and utilities. Items such as parking lots and landscaping should not be included in the CRA, because they are not going to be owned by the City. Boardmember Bowers disagreed saying that the CRA is a tool used to incentivise development in a community. Putting too many restraints on how those funds are used may deter development. Mr. Deeter shared that currently the City gets $580 in property tax revenue on the project area. During the next 20 years that amount would increase to approximately $4000 and after that about $17,000. There is a benefit to the community in using the CRA to incentivise development. Chairman Lyman stated that funds should be limited to only those items that will be publicly owned. Boardmember Shumway commented that 'subsidizing' new development could have an adverse effect on other locally owned businesses. Boardmember Bowers responded that it might actually encourage them to improve their properties to compete. Phil Lyman, project developer, was asked for his comments on the discussion. Mr. Lyman stated that the CRA actually is used as a leverage for the developer while they are seeking funding. The City isn't investing anything, nor are they losing anything. The CRA approved project becomes a public/private partnership. By working together they are able to offer something that the City will benefit from.If the City has no interest in the CRA it will not deter the project, simply change the scope. Boardmember Shumway moved to adopt the changes to the policy. No second was given. Boardmember Bowers made a substitute motion to table the item for further discussion. Boardmember Shumway seconded the motion. Chairman Lyman repeated the motion and asked for discussion. Hearing none, he called for a vote.
