CITY OF OREM CITY COUNCIL MEETING 56 North State Street, Orem, Utah April 09, 2019 This meeting may be held electronically to allow a Councilmember to participate. 3:00 P.M. WORK SESSION - CITY COUNCIL CONFERENCE ROOM DISCUSSION - Continued Participation in Utah Valley HOME Consortium (30 min) The City Council will discuss continued participation in the Utah Valley HOME Consortium and approval of an Inter-local Cooperating Agreement with Provo City, Lehi City, and Utah County for the new qualification period (Federal Fiscal Year 2020, 2021, and 2022). Presenter: Daniel Gonzalez, HOME Program Administrator, and Kena Jo Mathews ANNUAL REPORT - Open Meetings and Ethics Training (30 min) The City Attorney will conduct the annual training for the City. Presenter: Greg Stephens DISCUSSION - Proposed changes to the City's Landscaping Ordinance (30 min) Staff will review and discuss proposed changes to landscaping requirements. APPOINTMENTS TO BOARDS AND COMMISSIONS Reappointment to the CDBG Advisory Commission - Kenneth Ransom Appointments to the Recreation Advisory Commission - Deborah Shuman and Rex Alan 10. SCHEDULED ITEMS 10.1. PUBLIC HEARING - The City will receive public comment on the Community Development Block Grant (CDBG) Projected Use of Funds for Fiscal Year 2019-2020 The Community Services Manager recommend that the City Council hold the first of two public hearings to receive public comment on the projected uses of the funds for the 2019-2020 Community Development Block Grant and review the recommendations of the CDBG Advisory Commission. Presenter: Ken Ransom, Chairperson of the CDBG Advisory Commission, and Kena Jo Mathews 10.2. PUBLIC HEARING ORDINANCE - Amending Section 22-11-17(B) of the Orem City Code by adding Standard Land Use Code 7425 Gymnasiums & Athletic Clubs and Standard Land Use Code 7426 Health Spas as permitted uses in the PD-5 zone The Planning Commission recommends that the City Council amend the Orem City Code by adding Standard Land Use Code 7425 Gymnasiums & Athletic Clubs and Standard Land Use Code 7426 Health Spas as permitted uses in the PD-5 zone. Presenter: Jason Bench 10.3. RESOLUTION - Approving conditional use permit for an accessory structure located at 1387 North 430 East in the PD 14 Zone The Planning Commission recommends the City Council approve the conditional use permit for an accessory structure containing a basketball court, garage, and storage area, located at 1387 North 430 East in the PD-14 Zone. Presenter: Jason Bench 10.4. RESOLUTION - Authorizing the Mayor to execute a development agreement between the City and ESAD Investments, LC regarding the operation of a transfer station at approximately 679 North 1500 West The City Attorney's office recommends that the City Council authorize the Mayor to execute a development agreement between the City and ESAD Investments (Mike Dunn) regarding the operation of a transfer station at approximately 679 North 1500 West in Orem. Presenter: Steve Earl 11. COMMUNICATION ITEMS 11.1. MONTHLY FINANCIAL SUMMARY - January & February 2019 For Review 12. CITY MANAGER INFORMATION ITEMS This is an opportunity for the City Manager to provide information to the City Council.
