1. CALL TO ORDER, ROLL CALL, WELCOME & PLEDGE OF ALLEGIANCE
Mayor Justice welcomes everyone and calls the meeting to order at 7:00 pm.
The Roll call noted the following:
Present: Council Member Fox, Council Member Trenery, Council Member Price, Council Member Richman, Council Member Mead.
Council Member Price leads the pledge.
CONSENT AGENDA
2. APPROVAL OF MINUTES DATED DECEMBER 13, 2018
No corrections were needed.
3. BOARD OF EQUALIZATION REQUESTS
There were no Board of Equalization requests.
Council Member Fox moved to accept the Consent Agenda. The motion was seconded by Council Member Trenery. The motion carries with Council Members Fox, Richman, Price, Trenery and Mead all voting aye.
GENERAL BUSINESS / DISCUSSION ITEMS
4. ITEMS PULLED FROM THE CONSENT AGENDA
No items are pulled from the Consent Agenda.
5. CITIZEN RECOGNITION
Council Member Fox nominates John Healy. He has written tree grants and raised
money to help out with Arbor Day. He has contributed greatly to Ferron City being
classified as a Tree City for the past eight years.
6. PUBLIC COMMENTS
No public comments.
7. APPROVAL OF CITY COUNCIL MEETING SCHEDULE
The dates for the city council meetings for 2019 are January 10th, February 14th, March 14th, April 11th, May 9th, June 13th, July 11th, August 8th, September 19th, October 10th, November 14th and December 12th.
Council Member Fox makes a motion to accept the schedule for 2019. Council Member Trenery seconds the motion. The motion carries with Council Member Fox, Richman, Price, Trenery and Mead all voting aye.
8. WADE PASKETT - DISCUSSION REGARDING DOE ARCHERY HUNT
Wade Paskett is not present at the meeting. Council Member Mead talked to him about this subject. Mr. Paskett would like to have an early hunt to take care of the deer who stay in town all year round. Maybe have a select few skilled archery hunters to take care of them. He is not recommending an open hunt. The council agrees it is worth discussing.
9. KAELYNN WINN, KATHY PERKINS, AND SUZANNE LARSEN- DISCUSSION OF NEW WELCOME SIGNS FOR FERRON CITY
Kathy Perkins, Kaelynn Winn and Suzanne Larsen have put together a group and would like new welcome signs in Ferron. They've talked to Grant Nelson and he is willing to donate property for the sign that'll be on the north end of the city. The Mayor thinks that they might need approval or clearance from UDOT.
Kaelynn Winn says they want to install two welcome signs on either end of Ferron. She believes it'll help improve the look of the town. Maybe it could establish a better image that'll be something the residents can take pride in. They will try to come up with a good design and then the cost of supplies and labor will hopefully be donated. They do have some ideas for fundraisers. They talked to Eldon Holmes who did the rock art signs for Cleveland. They don't necessarily want to copy that, but he gave them an idea of what some materials may cost. They are proposing to submit three designs and have the council decide which one they like best. They want to have it complete by May.
The Mayor tells them there are some funds in the budget for this. There has been since before Susan Peterson died. She had been planning on doing this before she died, and the money has been there waiting for someone else to do it.
John Healy wants to refurbish the old sign which was an eagle project. We could move it to the West end of town near the lake.
Council Member Richman would like to know a ball park amount for the building materials. Ms. Winn has some emails that Mr. Holmes sent her. The most expensive is probably concrete at about $1000. The next expensive would be sheet steel at around $500. We won't know until we settle on a design.
The committee has checked, and the timing is wrong for someone else to use it as another eagle project.
The Mayor says there is about $3000 in the budget.
The group discusses ideas. Ferron City is not branded so not limited to that.
The Mayor would like to try to have the official unveiling during the Arbor day celebrations. The group is thinking they could get it done quicker since they have the funds now and won't need to raise it like they had previously expected.
RESOLUTION
10. RESOLUTION 2018-9, A RESOLUTION ESTABLISHING FINES AND ADOPTING A FEE SCHEDULE FOR PARKING VIOLATIONS
The Mayor says reasoning behind this is that there was an incident where a trailer was parked in the road for a long time. When it came time to enforce it being moved it was discovered that we didn't have fines in place.
Council Member Fox makes a motion to accept Resolution 2018-9. Council Member Trenery seconded the motion. The motion carries with Council Member Fox, Richman, Price, Trenery and Mead voting aye in a roll call vote.
REPORTS
11. MAYOR AND COUNCIL REPORTS
Council Member Trenery asks if the Mayor has heard anymore on the Service District inspections. The Mayor replied she hasn't heard anything, and she was unable to attend the last meeting.
Council Member Price wants more info on Peach days because she's already getting asked about it. The Mayor says that she assumed we would go forward with what we did last year since it seemed to work. We need to check for grants to help with the financing and start advertising earlier than we did last year. The Mayor also comments how she's had requests for something else on Friday night so we can have the dinner in the park again (Last year we had the dedication of the new Veterans Memorial). It is recommended that Council Member Price start meeting with her committee soon because we are for sure doing the mud bog. We need better planning for seating and handicapped access.
Council Member Richman went to the rec board meeting where they passed their budget for this year. The Mayor said she heard they were cutting the budget for the rec board. Maybe capping it at a percentage. Council Member Richman thinks it might actually be more than last year because they'll be getting more of the mineral lease money.
Council Member Fox says that he hasn't heard that the horses on Bench Road have been any more of a problem. The goats are still getting out and not being fed. He believes we need to pursue that problem with Langston. The Mayor says that we need to issue a citation on the goats. We need to gather all the documentation before we go to Langston. Council Member fox finishes by saying the Cemetery looks nice for winter.
Mayor Justice has been asked to sign a proclamation commemorating the week of January 20th through the 26th as Ferron City School Choice Week. It is to bring attention to the importance of education in our city. She is debating on signing that. Council Member Fox would like to do something with each school that week. The Mayor states that she has thought of speaking with the principals to see if they would like to be involved in a project with the city. She gives the example of how the elementary in Orangeville did their Christmas program in conjunction with the city's Christmas party. Council Member Richman suggests getting the kids involved in Arbor Day or Peach Days. The Mayor says it might be a hard sell because the teachers have rejected the idea in the past.
12. MAINTENANCE AND GOLF COURSE REPORTS
Rick Price reports that the snow plow is going now. They've also been taking down Christmas decorations. They've been trying to get Sid Swasey's truck heater to work. It wouldn't be a big problem except he needs to be able to defrost the windshield.
Sherrie Swasey reports that she hasn't seen any cops on the Thursdays when she is working as the crossing guard. The trucks have been barreling through town way too fast! Council Member Fox suggests we write a letter to all the trucking companies about the speeding. Ms. Swasey asks if we could get a sign showing speeds.
The Utah League Of Cities And Towns has sent us the dates for the meetings. The Midyear Conference that is held in St. George will be April 24th through the 26th. The Council Members need to let the Recorder know whether they plan to attend.

Council Member Fox moves to enter a closed session to discuss the purchase, exchange, or lease of real property. The motion was seconded by Council Member Richman. The motion carried with Council Member Fox, Richman, Price, Trenery, and Mead voting aye.

Council Member Fox motions to reconvene the regular meeting at 8:02 p.m. The motion is seconded by Council Member Richman. The motion carries with Council Member Fox, Richman, Price, Trenery, and Mead all voting aye.
14. BUDGET REPORT
The Recorder reports that we did get the insurance check for the golf course. The Mayor wonders if there is a solution to help with our repeated issues with lightning strikes, like a lightning rod. She also mentions that the golf course is still only at 42% in revenue and 51% in expenditures. We need to keep a watch on it.
15. APPROVAL AND PAYMENT OF WARRANTS
Council Member Trenery moves to approve the payment of warrants. The motion is seconded by Council Member Mead. The motion passes with Council Member Fox, Richman, Price, Trenery, and Mead all voting aye in a roll call vote.
16. ADJOURNMENT
Council Member Richman moves to adjourn the meeting. Council Member Price seconded the motion. The motion passes unanimously with Council Member Fox, Richman, Price, Trenery, and Mead all voting aye.
