Description/Agenda
Marysvale Town Board meeting minutes for November13, 2018 at 7:00 p.m. Attending: Mayor Janet Fautin, Council Members Kristie Dixon, Gloria Fox, and Milo Medley. Not attending: Council Member Ann Kennedy Submitted by: Wendy Steed, Town Clerk Mayor Fautin said that it is world kindness day and if you didn't do a kind deed today if you would please do it tomorrow. Gloria made a motion to accept the minutes, Kristie seconded, passed. Milo suggested that we change the order of the agenda because the second issue will probably be a longer discussion. It was agreed to make the change. 1. Topic-easement-EB Blevins Discussion-EB Blevins has a home located at 390 S Bullion Canyon Road that she is trying to sell. Her driveway crosses the town's property and she is asking for an easement from the town to be able to have access across the town's property. It was decided that she needs to have her title company write up the easement. Action-Milo made a motion to make EB's request official and have it recorded with their deed, Gloria seconded, passed. 2. Topic- water update-Jeff Albrecht Discussion- Jeff wasn't able to attend the meeting because of hospitalization of his wife so Ryan Savage is representing Jeff. Ryan handed out a culinary water master plan book for Marysvale Town. He went over the three alternatives that they suggest. Alternative 1 consists of increasing the capacity of the existing well, running a dedicated well line, constructing a chlorination building, upgrading distribution lines to meet fire flow requirements, installing two booster stations to transport water from the lower to the middle zone, and implementing a new SCADA system. Alternative 2 includes installing a booster station from the lower to the middle zone, upgrading the water source of the well, constructing a dedicated well line, and implementing a new SCADA system. Alternative 3 would be the no action alternative. The town's fire flows in town will remain well below the State minimum valve of 1,000 gpm. The upper zone will not support any additional building permits with storage values governed by State Drinking Water standards, and the middle zone will only support an additional 17 connections before violating water source requirements issued by the State. Ryan said that the town needs to decide which alternative the town wants to pursue before the next step can be taken. Mayor Fautin said that it is tradition that the board take off the month of December but she said that she would like to have the public meeting concerning the water plan. Action- Wendy will run some copies off of the alternatives of the water solutions and put them at the post office for the public. Mayor Fautin will also be in her office this week so anyone can come and look at the water plan. Ryan will e-mail Wendy the notice that will need to be posted for the next meeting. Milo made a motion to pay the bills, Kristie seconded, passed. Discussion- Ann texted Wendy before the meeting to ask if the board wanted her to line up Santa to go to the grade schoolers homes and take them candy as it has been done in the past, the board agreed to have Ann proceed with getting Santa. Also the board agreed to give Oscarson Elementary a donation toward their candy as they have done in the past. Mayor Fautin said that they are going to be paving the roads tomorrow. Nathan will be patching pot holes in the roads. The doors and windows have been ordered for the dance hall. The mayor reported that hopefully they can be installed soon and get it enclosed for the winter. Mayor Fautin said that she received an email that the town should put a Transient Room Tax of one percent on room rentals, tourist homes, trailers courts, or campgrounds. This is something that will be addressed at a future meeting. The meeting was adjourned at 7:45 p.m.
