- Public Hearing The Francis City Council will hold a public hearing on February 14th, 2019 at 7:00 p.m. in the Francis City Community Center, located at 2319 So. Spring Hollow Road. The purpose of the hearing is to discuss a code text amendment to the Planning Commission By-Laws. These changes would allow the chair to make and second motions and remove the need to open and close public hearings with a motion. Published in the Summit County News February 1st, 2019.
