City of Aurora City Council Meeting December 17, 2018 Page 2 2- OPEN SESSION- Thurel Mason approached the council to discuss the military monument at the Aurora City Cemetery. Mr. Mason expressed some concern that many members of the community who have served in the military do not have a paving stone in place with their name and the branch of service. Mr. Mason wondered if the $100 cost of a paving stone was too much for some people to be able to afford and have the names of their loved ones placed at the monument. The council discussed the financial status of the military monument and the procedure one goes through to have a paver placed at the monument. There was a concern about allowing anyone to have their names placed at the monument with no charge, offending those who have paid for such a paver. The council questioned the number of veterans who live in Aurora or who were from Aurora that would still need to have a paver placed in their names. City Recorder Clint Johnson was directed to get a list from Kerry Sorenson of the names of individuals who have flags placed by their graves at the city cemetery and City Council Member Nancy Kennedy was directed to get with the American Legion and determine the number of veterans that have served from our area. The council will then determine if a waiving of the fee would then be appropriate. 3- WATER PROJECT/ WELL REBUILD- Mayor Quarnberg informed the City Council that Aurora City had paid their first payment request to Grimshaw Drilling. The Mayor informed the Council that they are still working to get the casing cleaned and see how the perforations were on the casing. Also, some of the old pump material still needed to be removed from the well. 4- LOST CREEK INTERSECTION PROJECT- Mayor Quarnberg explained that the Lost Creek intersection project is moving forward but with the delay and the request for turning lanes, the project may slip into the next year's funding cycle which will prolong the project. 5- COX PROPERTY DISCUSSION- City of Aurora City Council Meeting December 17, 2018 Page 3 Mayor Quarnberg informed the Council that Aurora City has been approached by law enforcement agencies that the old Cox home located on Main Street has been a constant magnet for crime in the area. The law enforcement agencies were hoping that something could be done from Aurora City to make sure that no one can live at that location. Parole officers have had requests from parolees to live at the home but currently there is no running water service at the home which prohibits anyone from living there as per Aurora City ordinance. Discussions with other communities and law enforcement agencies have given Aurora City the advice that going through the Central Utah Health Department would be the most productive way to solve the problem. Typically the Health Department has a lot of power when it comes to allowing people to live or not to live at certain locations due to health risks. Mr. Johnson will make arrangements with the Health Department to see what can be done. 6- DEPARTMENT REVIEWS- Buildings- Council Member Jim Harrison stated that there were a few maintenance issues at the city buildings but that they were being taken care of shortly. Planning Commission- Council Member Nancy Kennedy discussed that the planning commission were continuing to work on Section 8 - Nuisance Ordinances. The planning commission had run into some problems with the junk car portion of the nuisance ordinance and were seeking further information from Richfield City, law enforcement officers and other individuals as to a workable junk car section. Fire Department- Council Member Denton Mason informed the Council that the Fire Department was sponsoring its' annual Sub-for-Santa program this year and that arrangements had been made to help families in the area for Christmas. Maintenance- Maintenance Supervisor Dan Rasmussen informed the council that he was getting the Denmark Wash back together after the damage that was done. He mentioned that it would take 40 yards of cement, and 4 Bricks to repair the damage. Mr. Rasmussen also noted that the new sewer pumps had arrived and that they would be installed soon. The city council also gave Mr. Rasmussen permission to attend the Water Convention in St. George sometime in February. The Council also discussed seeking bids from local business to do a crack seal project on the Aurora City streets sometime this Spring. The Mayor directed Mr. Johnson to prepare the public notices requesting bids and have the bids ready so that they can be opened at next month's city council meeting. Mr. Johnson stated that he will have the report ready for next month's city council meeting and the council can review the findings then. A public hearing will be needed for the review of the audit and then the council can accept the findings. 10. ITEMS FROM THE MAYOR- Mayor Quarnberg asked the City Council if they felt it would be appropriate for Aurora City to donate money for the fund raiser for the wife of Jeff Albrecht. Mrs. Albrecht has been battling a strong form of cancer and the Albrecht's are raising money for medical bills. Mr. Albrecht has been very helpful for Aurora City and Mayor Quarnberg felt the city should do something. City Council Member Kelly Mason moved that Aurora City make a $500.00 cash donation to Jeff and Anikca Albrecht. City Council Member Denton Mason seconded the motion. The motion was approved by members: D. Mason, Harrison, K. Mason, and Kennedy. 11. EXECUTIVE/CLOSED SESSION The city council had no need to go into a closed meeting 12.
