1. Roll call: Tracy Potter, Don Gomes, Paula Pace, Mary Bedingfieldsmith, Richard Jensen Pearl Thorndal-Stewart (Late) Amanda Brown
2. Motion to approve the November minutes made by Don Gomes, seconded by Tracy Potter all were in favor motion carried.
3. The commission welcomed Amanda Brown to the planning and zoning.
4. The commission began working on incorporating the public input from the open house. Mary gave a report prioritizing the concerns of the public. The highest concern was zoning. Mary gave each member present a stack of worksheets to go through and compact the thoughts of the public comments and give a short report of the findings. Each member reported on their stack. Several recommendations were made by the commission and discussion was heard. Mary will take all the suggestions and incorporate them in to the next draft and present it to the council in February. A public hearing will be held on the 20th of February. It was suggested that a time line be included in the appendix of the general plan. Hopefully the plan could be approved in the March council meeting. Paula will get hard copies to the council for the January meeting so they can have a chance to look it over and make suggestions.
5. Mary gave a report on the town and county sales and tax distribution and from Bill Barrett. The categories were general sales, groceries, transient rooms, restaurant and short-term leasing. Mary said she would make a copy and give one to the members of the commission. Torrey can assess a resort sales tax independent from the county and she felt we should revisit it again and see if the town could now qualify for the resort tax even though it was once investigated, and we did not qualify.
6. The procedure for the P&Z to bring ordinance violation was discussed. Mary asked if there were any issues the commission would like to bring up as a violation. Mary had one issue and said she would like to talk to the person before a written complaint is issued.
7. P&Z meetings will be held at 5:30.
8. Next meeting will be held January 16th at the town hall.
9. Motion to adjourn Made by Tracy Potter and seconded by Don Gomes. All were in favor. Meeting adjourned.
