Mayor Updates: A Letter was sent to Mayor Ogden in support of the Community Center.
Planning Commission: Howard Hatch was present and sent a letter prior to the meeting proposing that the town ok'd him putting a home on a lot he owns with only a 2 inch water line. The mayor stated that he had read the letter and went over old records from the previous meetings with Mr. Hatch and found a letter stating that he would put in a 8 inch line before any building would be done. It was signed by Mr. Hatch. Mr. Hatch said that an 8 inch line is only required for new subdivisions and his is an existing one which was approved by the previous administration. He also stated that there are existing homes being fed by the 2 inch line. Doug said that Mr. Hatch has already been denied this by the court. Mr Hatch said that the court substantiated the position of the town in refusing him a building permit, but he said the real issue is how can the town require someone who owns lots in the town to upgrade the water system, that the town already put in that serves 3 or 4 people already. Troy asked what administration approved that. Hatch asked if it mattered. Troy said it mattered because that may have been what the ordinance was back then, but it wasn't what the ordinance was now. Mr. Hatch asked if he could establish from a proper engineering company that the upgrade to the 8 inch line only applies to new subdivision, then will the town concede the issue? Doug and Troy both said no. Mr. Hatch said he acknowledges the fact that the line needs to be upgraded for fire protection, but that a fire hydrant needs only be 500 ft away and there is one. He also stated that the Elsinore addition is serving over a 100 people on a 2 inch line. Jared stated that they aren't allowing any more buildings. Howard said they are allowing buildings, but no more water meters are being installed.
Water; Doug mentioned that we have had an Emergency Plan for quite some time in case anyone says that we didn't. Marty documented what happened during the burn order and went over the notes with the council. He said the one spring is still being turned out, until they can find a source of the bacteria. Notes from Marty are with these minutes. The Health dept. Said they only had one complaint but there was no follow up with the complaint. Marty made a motion to include his notes in the minutes, Doug seconded the motion
Doug let everyone know that there was a leak up at Terry Smith's hydrant. Doug was able to tighten it and it stopped leaking.
BUILDING; The Christmas party is scheduled. Dec 17th. Ed Payette will be Santa Clause. Steve will take the suit to the dry cleaners.
Cemetery; A computer has been ordered and received for the cemetery. Haley and Natalie are gathering the receipts for the computer and the computer program and also the volunteer hours to turn in to the grant program.
Roads; Steve said the snow plow is ready to go.
Park;
Miscellaneous; It was decided not to do the bag of popcorn and candy from Christensen's this year. Some wanted to try something new. Haley said that she is checking with GG's to see if we can get plastic candy canes filled with candy for a $1.00 from them. It would be good to support them also.
Jared motioned to adjourn the meeting, Mayor seconded it.
