Reviewing the minutes will take place after the Public Hearing.
Jon Iverson is here to take time to explain the Water Capital Project. We are short 47,000 Gallons on storage. Got an emergency grant to build pump C, now that is done. The water is great. We have a 300,000 gallon tank, but the rules say we need another 100,000 gallon tank.
He talked about getting another CIB Loan or grant, 50/50 for another additional tank. In the next 20 years we will be short 166,000 gallons. He passed out some information on loans and what it would cost us to put in another tank.
We would have to apply soon with CIB if we choose to build the tank. The Town Council will need to make a decision on this situation.
We then went on to the Public Hearing. Brenda turned it over to Patricia Murphy. She went to a meeting at Six Counties and they have some money and they would like to have some suggestions for some items that are needed in Fayette.
These are the suggestions for Capital Improvements:
1. Water Tank-Too much money
2. Diesel or Solar Generator for water pumps--40,000 watts (back-up) (need shed)
3. Street Lights change to LED--- save us money
4. Drainage Problems ---needs a study
5. Town plow or Tractor
6. Computer Room
The discussion was talked about and got some good ideas for the needs of the Town.
Feasibility Statement states that the Water Tank was #1 on that list. So a CIB loan/grant
would be good to look at in the next year. Ended the Public Meeting and going to Town Council meeting.
Next we talked about the minutes from November 1, 2018. Brenda talked about the minutes. If the item is not on the Agenda we cannot put it in the minutes. The minutes didn't get approved, so Kathi will redo the minutes for November 1, 2018. Patricia made the motion and Brandon 2nd, Joan abstained and John abstained, so the minutes were tabled.
Our next item is Town Hall Cleaning. Jared Jenkins wants to clean Town Hall for Town. He will get paid $25 for each time he cleans it. Patricia makes motion to pay Jared upon request for each cleaning of the Town Hall. Brandon 2nd the motion and it passes.
Zion's Bank and Gunnison Valley Bank we want to know when it is moving to Zion's Bank. By the end of the year. We need to find out the people who pay the Taxes and Road money and change our account to Zion's not to Gunnison.
Consider the In and Out box, it is a box for non-perishables placed in the Post Office area.
The Post Office is cleaned by Town, but it is the Post Office property. Brandon made the motion for and In and Out Box contingent on what the Post Office says. If they say yes we will go through with it, if the answer is no then we will not do it. John 2nd it passed.
Consider the lock box for keys for Town. Pump House is a protected by law and it is Nathan's responsibility. Not necessary to have keys in office. Keys can be kept in office for restrooms, shed, lawn mower. Where would it be? John makes the motion to have a key board with labels, Patricia 2nd and it passed.
The Expenditures are now talked about. Joan said that it would take a PO for Ace Hardware to buy anything there. The Council went over the expenditures and asked any questions they had and all was ok. Security Deposits haven't been returned and we want to refund their money. We need to verify these Deposits and then reimbursed. Check into the Deposits and check next month. John made the motion to accept the Expenditures and Patricia 2nd and it is passed.
Brandon checked with Planning and Zoning, Trent Taylor with no response. We will continue to try to check with Trent.
Nathan says water is good and he now has a computer and all reports are caught up.
John brought up getting the fence being picking up at Hermansen's, please someone do it!!
Adjournment at 9:12 PM.
