held November 15, 2018
The meeting was held at the Oak City Town Hall beginning at 7:30 p.m.
The following were in attendance:
TOWN OFFICIALS
Mayor Ken Christensen
Council member Dave Steele Council member Warren Rogers
Town Clerk Karen K. Lovell
OTHERS
Shim Callister, Volunteer Fire Department Chief
Nathan Nielson
Council members Craig Dutson and Monica Niles were not in attendance.
The following agenda items were considered:
A. Invocation. The Mayor gave the invocation.
B . Adopt Agenda. Shim pointed out that the Audit is a Fire District Audit not an Oak City Volunteer Fire Department Audit.
Warren moved, seconded by Dave, to adopt the agenda as corrected. Roll Call Vote: Mayor Christensen- Aye. Dave-Aye. Warren-Aye.
C. Adopt Minutes of Town Board Regular Meeting held October 18, 2018.
Warren moved, seconded by Dave, to adopt the Minutes of Town Board Regular Meeting held October 18, 2018 as written. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Warren-Aye.
D. Present Fire District Audit Report/Shim Callister. Shim went over the Report quickly. There were no 'findings' this year. He presented the Audit Report to the Mayor.
Shim asked if Warren has test fired any fire hydrants? No. Warren will check with past council member, Jeff Lyman, to see which ones he had already done before leaving office so Warren can continue this. Will get the information to Shim also so he is aware of what has been done and what will be done.
Things kind of fell apart on Oak City's first responder program. Delta is offering an EMT class which Shim thinks Jamie and Kendall Anderson will be taking and possibly Seth Mclaws. Hopefully, this will get things back on track. On behalf of the Fire Department, Shim offered to refund the Town the money for the EMT course that it paid for but hasn't worked out. The Mayor stated that he didn't know if that was necessary as the Council knew that it might not work out. It is hard to get many people that will actually finish the training.
Chris Brewer has been very involved in the program but Shim isn't sure what credentials he has. The Mayor will check with him.
The Mayor asked about junking the gamma goats. Shim stated that there is certain protocol to follow. Need to be
looking into this. Shim will check with Kim Nielson to see if he might want them. (Rough Draft)
There is a new fire insurance program with the County. Dean Draper is trying to make the insurance a County policy rather than individual cities.
The Mayor mentioned that the University of Utah has some on-line fire training available. Shim will see if the fire department members might be interested in this.
E. Mandatory Review of Ordinance 2017-01 THE COMPENSATION ORDINANCE FOR
STATUTORY OFFICERS AND EMPLOYEES OF OAK CITY TOWN. Dave passed out copies of the Ordinance. The Social Security Administration is doing a 2.5% increase.
The Mayor suggested having DeAnn Steele, Town Treasurer, keep track of her hours for a few months to make sure she is getting paid fairly. He suggested a 3% increase for all positions except animal control as there isn't much going on there at this time.
Dave will create the new Ordinance and it will be presented for a public hearing in conjunction with the December Town Board meeting.
F. Discuss Ordinance 2018-02 Oak City Tree Ordinance. In order to apply for an arbor day application, an ordinance has to be passed. The Mayor has been working on this and has a proposed Ordinance ready. The Mayor will e-mail a copy of the Ordinance to each council member. Will have a public hearing on this in conjunction with the December Town Board Meeting.
Dave pointed out that, recently, someone got tired of some trees that were struggling but were located on Town property. They had them removed. Should they have contacted the Town first? The Mayor said that they should have.
G. Discuss Arbor Day Application. This was discussed along with the Ordinance.
H. Public Comment. There was no public comment.
I. Financial Report. The Financial Report was Read and Approved by Board Action.
J. Departmental Reports.
Warren Rogers.
A Mr. Quick called and wanted to buy four cemetery plots located together. Warren found a location. They have been paid for and are recorded on the Computer. Receipts have been issued. The Mayor wondered if the Cemetery information could be backed up as it would be a disaster if the information were lost. Dave suggested backing it onto a hard drive. Would need to remember to continue adding the current info onto that hard drive. Dave stated that there is a Cemetery module that DeAnn could get for her program. It would maintain financial records and location. Dave will order a hard drive and he will check what is available for the cemetery module.
Warren talked to Kim Nielson about the Bald Hill pump plans but he hasn't heard back from him. This probably won't happen until Spring at this point. The Mayor has ordered the booster pump.
Dave Steele.
Got indication back from Rocky Mountain Power that the Service Agreement for the Marion Ray Anderson power connection has been approved and turned into the Public Service Commission. At some point, Rocky Mountain Power will contact Dave and give him the go ahead to put in the power line. In the meantime, Casey Christensen has inquired about an outside power connection so will go through this process again if he decides to go through with it.
Flowell Electric came and installed the service to Dave's shop.
There were no known power outages.
Utah Associated Municipal Power Systems (UAMPS) and the Intermountain Power Service Corporation (IPSC) will both
be holding their annual meetings in December. Dave doesn't know if he can attend either meeting due to his work
schedule.
Prior to the meeting, Dave talked to the Mayor about having Penny's do some tree trimming. It will be $150 per hour. They did the last trimming the Town did about five years ago and did a good job. Is the Council okay with it? The Council okayed this. There are some trees located on private property that need to be out of the power lines. They will be done. Will also be removing two trees at 110 South Main Street (Garth Finlinson) and one at 160 South Main Street (Vance Finlinson). This one might cost more as it will probably be considered a hazardous tree. Flowell will probably need to take down the power line when this one is done. Will try to co-ordinate the tree trimming so Flowell can drop the line and put it back up on the same trip. Tree trimming costs will not always be able to come out of the electrical fund.
Will have Flowell check a couple of street lights that have been replaced and are acting up. They might not be LED
DeAnn is ordering the candy and peanuts for the candy sacking.
Monica Niles.
Monica let the Mayor know she got someone to do the Christmas Eve Program but the Mayor thought he was supposed to get someone so he got someone too. The Mayor will ask them to do it next year.
Got another bid on the sheet rock for the Hall.
The electrical work, at the Hall, will be finished up after Thanksgiving.
Have measured the Hall doors for replacement.
Craig Dutson.
Craig was not in attendance and had left no report.
K. Miscellaneous.
Nathan Nielson, Oak City Town Employee, got some ideas on how much it would be to do electronic meter reading. He reported the information to the Council at this time. Will get more details on this. Dave will check to see if it would be possible to get someone that does the electric meters and water meters both.
Karen Lovell.
The Sesquicentennial Committee asked Karen to check on getting the 150 banner, that was used at Oak City Days, for the Sesquicentennial Birthday Party on December 28th. The Mayor will get this to Karen. The Committee would also like to have the Town's Olympic flags out during that week if the weather is good.
The CERT team wanted to know if they could store a few more items in the Town Hall basement. The Council would rather not as the basement was just cleaned out.
L. Adjournment.
Warren moved, seconded by Dave, to adjourn. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Warren-Aye.
The meeting adjourned at 9:20 p.m.
Respectfully Submitted,
