MEETING
November 1, 2018
7:00pm
PRESENT; Mayor Jesse Campbell, Jared Campbell, Doug Nowell, Marty Anderson, John Spendlove, Howard Hatch
PLEDGE OF ALLEGIANCE; Marty Anderson
PRAYER; Doug Nowell
MINUTES; Minutes for the October 4 meeting were read. Doug motioned to accept them and Marty 2nd the motion.
MAYORS UPDATES; The town audit was done. The mayor wondered if Kimball had scheduled to come to the town council meeting. As far as he knows, the audit went well; however, the excess funds Kimball had seen did not include bills that had been paid, so there are no excess funds. Doug wondered when the payments from the state come in, but the council wasn't sure.
The Mayor asked John Spendlove and Howard Hatch if they had any business tonight. Howard would like to present the development of his 19 lots for affordable housing. The new state ordinance requires eight inch water lines for new construction, and these are only two inch lines. The State Health Department treated it as a new subdivision also, and required him to make the lots larger to put in a septic tank. He did accomodate for one lot and made it larger to develop. He believes these lots are not a new construction and should not have to change his lot size or water line size. He would like the town council to consider him being able to go forward with development with the existing water service. Howard mentioned the entire Elsinore Addition is all using a two inch PVC line and have no issues with water pressure. The mayor said he had heard otherwise, especially in instances of fires. Howard agreed that they have inadequate water when it comes to fires. Jared Campbell asked if we would not be liable for not providing adequate water pressure also. Doug told him the problem is the state requires an eight inch line. Howard maintains his construction is not a new subdivision. He will bring a formal proposal next month.
ROADS; The snowplow needs to be put on the truck. The mayor will contact Steve about it.
PLANNING COMMISSION; Gary and Polly had a building permit that was approved. A question from the Planning Commission meeting was is a building that is enclosed on three sides a carport? The question was if the Planning Committee should be concerned about classifying buildings. The question was about what to classify the Washburn's building, and if they need a building permit. Jared mentioned that when Jason Mackelprang came he said it didn't matter what size, they wanted a building permit on structures, there is no minimum size.
It was decided that The Mayor, Doug and Haley will sign building permits.
BUILDING; The Town Christmas party tentatively will be on December 17. The day to fill the candy bags has usually been the day before the town party. Doug said about 200 bags are usually filled.
The Councilmen Dinner and tree decoration with families will be before the December 6th town meeting at 5:30.
The Mayor will ask Toni Healey about doing the Christmas program for the town.
PARK; Bob Owen had the Scouts rake the leaves at the town park.
Doug mentioned about making a donation to the Scouts for the clean up.
CEMETERY; Ken Alder has an aunt that was cremated. He has her ashes and would like the bury them at cemetery on the Prisby property. Doug told him he needed a marker. Jared told Doug to have Ken talk to the cemetery committee about it.
It was decided the headstone for Richard Weber will stay in Steve's office until Steve is well enough to place it.
WATER; Doug made a motion that all members of the council take a turn handing out water shut off notices. Doug wondered about the water bill at Lance Lee's.
Farrell Gay did not have a leak, it was a waste gate that was not shut. There is not leak at Adam Smith's.
Doug drained the cemetery line. There are two drains at the restroom that he does not know where are. He drained the water out of the commodes, and put antifreeze in the waste. The mayor said we need to call Steve and find them.
Doug wondered if there were other meters that need insulated. The mayor said we also need to ask Steve about those.
Marty mentioned Steve asked him if the water fountain had been drained at the park. It needs to be done. Doug wasn't sure about the water fountain at the cemetery either.
Doug wondered if Victor had a leak, and to let him know he had an overage. The bills have been sent, and he should have it.
Marty mentioned he had talked to Haley about a form for those that would like to have their water bills emailed.
MISCELLANEOUS; PTO and vacation for Steve was discussed. Benefits of other towns were talked discussed to get ideas. The mayor was concerned about benefits being a big expense. Jared mentioned paying hourly could be a large expense also, if you get into overtime. The Mayor said it will need some more thought to make a decision.
The Mayor got a letter about the new Community Development Center from Mayor Ogden. Mayor Ogden would like the town to write a letter of support for the Center that would help them in seeking for funding. Marty made a motion to support the Community Center. Jared seconded it.
Jared motioned to adjourn and Marty 2nd the motion.
Haley Obray, Clerk
