4. TO CONSIDER INPUT REGARDING OPENING THE 2018-19 FISCAL YEAR BUDGET
Shala explains the changes that were made from the original budget. The expected Peach Days revenue from the original budget that was changed to reflect the actual revenue. Ferron City brought in more revenue from Sponsorships, Mud Bog, and vendors than expected. Some areas in the budget were increased and some were decreased to balance the budget from spending so far. She also explains that money was added to building and grounds for the new furnace at City Hall that had to be replaced immediately. Money was added to Planning and Zoning to cover the cost of the new approved Ordinance from last council meeting that now pays the Planning and Zoning Commission members. Money was added to Streets for repairs on the trucks as well as new tires on the tractor.
The Fire Department was able to bring in more revenue from their fundraiser breakfast
than expected, so that money was added to the Fire department budget.
The Golf Course continues to struggle, Mayor Justice explains that we are going to see a
bigger deficit in the Golf Course right now. Sand and Gravel purchases are higher than
anticipated. The plan is to use the sand and gravel to cover the greens and try and help
protect them through the winter. Changes were made in the budget to help reflect that
increase. Also, the board that controls the watering system had to be replaced, so money
had to be added to try and cover that cost. Mayor explains that an insurance claim has
been filed as lightening did hit the panel.
No public comment was given at this time concerning the budget.
Council Member Fox makes a motion to close the Public Hearing and enter into regular City Council meeting. The motion is seconded by Council Member Richman. The motion carries with Council Members Fox, Richman, Price, Trenery and Mead all voting aye by roll call vote.
GENERAL BUSINESS / DISCUSSION ITEMS
5. ITEMS PULLED FROM THE CONSENT AGENDA
6. CITIZEN RECOGNITION AWARD
Council Member Richman talks that there are always individuals in our community who
are willing to step up and help throughout the year, day or night. One of those great
individuals who has been willing to help out this year, and many years, is Stephanie
Chamberlain. Even though she has plenty on her plate with family, jobs, church ect, she
still is willing to help out at any time, with any function. Council Member Richman says
that we need to recognize her as the Ferron Citizen for this quarter.
Council Member Richman announces that he would like to recognize Rick Price as the
Employee of the Quarter. He states how Rick is always willing to put in time and has a
very strong work ethic. Council Member states that Rick is there to answer questions and
help whenever needed. We would like to thank him for all his hard work
Mayor Justice adds that she agrees with everything Council Member Richman said. She
expresses her gratitude to Stephanie and her husband for stepping up and helping,
especially with the Peach Days Dinner. Mayor also adds that there were many citizens
this year who helped and made Peach Days a success without even being asked.
Mayor Justice states that Ferron City would like to recognizer a citizen and Employee
each quarter. The next recognition will be in January and will be Council Member Fox's
choice.
7. PUBLIC COMMENT PERIOD
No public Comment at this time
2. CLIFFORD SNOW- DISCUSSION OF VETERANS MEMORIAL
Red Hess speaks first and states that there are about 15 names still needing to be added to the memorial. It will cost around $150 per name. He states that even though this seems like a bit, the initial projection was 300 names; there ended up being over 500 names. In order to fit all the names, the side panels for the memorial was raised and made bigger. Michael, who designed and made the memorial, did not add the change to his original cost. For these 15 names to be added now will be around $2,200.
Clifford Snow asks about putting more lighting on the Memorial. He expresser how
people cannot read the monument when they stop to see it in the dark. Mayor Justice
asks Council Member Mead to look at adding lights to the Memorial. Council Member
Mead asks about the flag light. Clifford responds that there is one, but that it doesn't
shine on the monument.
8. DISCUSSION AND CONSIDERATION TO ENTER IN AN AGREEMENT WITH ROCKY MOUNTAIN POWER CONCERNING MOVING POWER TO THE CITY SHOP
Brief discussion of the background and need for the agreement. Mayor Justice explains that when we signed the agreement with Justin Snow, we agreed to give him $2500 towards the removal of a power pole. The agreement with Rocky Mountain Power to change to un underground power connection is $11,209. Mayor states that we need to discuss with Justin to see if he is ok with paying the difference, or if he is looking at other options. Justin Snow has stated that he has talked to Emery Telecom about using the conduit that is on the pole already. Council Member Fox expresses his concern for the timeline and wants Justin to be able to move forward. The contract says that even after payment has been received, it could take at least 6 weeks. Council Member Fox says he has spoke to Justin, Justin knew he would have to cover any additional cost to the $2,500, but that this was more than he could do at this time.
Mayor Justice states that we need to stick to our agreement. If any more funding were to
go towards such a project, another public hearing would need to be held. We can't do
anything different than our agreement. She will meet with Justin to discuss options.
9. DISCUSSION ON BUILDING INSPECTION SERVICES
Mayor Justice states that she had talked to each of the City Council Members about Justin Snow wanting to use Sun Rise Engineering for any Building Inspection needs. As a result our City Inspector has sent a letter to discontinue his working relationship with Ferron City. Mayor spoke to Sun Rise Engineering earlier today and they are sending information. Richman asks if we need to put that out for bid. The Mayor states that she doesn't believe we need to on the Building Inspector, but that we will look it up to make sure. She states that in some instances we have to put things up for bid, but not always.
RESOLUTIONS
10. RESOLUTION 2018-6: A RESOLUTION AMENDING THE 2018-19 FISCAL YEAR BUDGET

REPORTS
11. MAINTENANCE AND GOLF COURSE REPORTS
Rick states how they have been winterizing everything. They are going to start getting ready for Christmas. Sid states they are going to get the poles finished in time for Thanksgiving. Mayor thanks them for the fence that was built for Kathy Jenkins. Rick states that there is still a little work to be done.
Mayor states that Kasey is planning to use sand to cover the greens for the winter to try and protect the greens. He was hoping to use the City dump truck to pick up sand and gravel in Green river for the Golf Course. Sid and Rick inform the Mayor that the big one won't make it to Green River and we don't have a dump truck that can do that. They suggest that maybe he can get a dump truck from Neilson's. Clifford Snow asks what the theory is with the sand? The Mayor responds that it is to protect the greens, so that when the greens are watered, the sand will keep the moisture over the Winter. She states that it won't stop the freezing, but that the hope is that it will act like a cover, because a cover is so expensive. Other courses have done this to great results. The idea is to insulate
Mayor and City Council reports
Council Member Fox states that someone has been throwing blocks from the top of the announcer booth. Fox talks about putting a door up there to try and keep kids out of the booth. The Mayor tells Fox to look at what we can do to fix that.
Council Member Fox discusses the goat problem that some citizens have complained about. If he won't pay for the Hay Nellie says she is going to take him to civil court. The mayor states that a civil suit has nothing to do with the city. Fox states that this is an animal control issue. The Mayor suggest writing them another letter discussing the problem. Rick said he went and talked to them. Not ok for the goats to be out. They need to keep them contained or animal control will pick the goats up.
Council Member Richman informs the council that JD Seely was sworn into the Planning Commission. Planning and zoning approved business license to Pitchforth to exchange the ownership of Main Street Market contingent upon them having their inspections.
Brief discussion about telling the public to keep their streets clear of vehicles or any other obstructions in case it snows. The Mayor states that we will put in the newsletter and on the Facebook as well.
Council Member Trenery asks if there was an inspection on the curb and gutter on Canyon Road. The Mayor states that she has not been made aware of such an inspection but will ask the service district at their meeting.
Mayor Justice reminds the Council of the Employee Christmas Party and to please RSVP. Golf course if no snow, City Hall if snow
The Mayor also announces the Christmas Party at the Emery County Care Center and gives a brief description of the events that will take place. She also talks about the hall of Wreaths. The Care Center sales the wreaths as a fundraiser. She informs the council that we did send them money to help with the activities. Last year was very successful.
Brief discussion about remote working location opportunities. Mayor Justice states that she signed up to take the class to see what could be available for citizens. She discusses that if citizens have any questions to have them call Mayor for more information. She says you sign up and take a 4 week class. They teach you what it takes to work from home. Once you take the course you can apply for jobs. They help you identify your skills and work from home. One asset we have is Emery Telcom having great, fast internet service. They help you find companies to submit resumes to. Goal is to bring more money into the community. Great opportunity for members of the community. Tami states that a job in Ferron is based on Ferron wages, remote location jobs are based on the wage of the base location. Looking to raise the income of Ferron and build the community. It takes around 20 hrs to go through the program. Initiated by the governor for rural Utah. They will do this until about March.
Mayor Justice discusses the Golf Course and the Good Life option. She says that she has been stuck looking for a place to put a fitness center, and asks if anyone has any suggestions? They are very interested in our golf course, but we need to find a location for the fitness center. The Mayor gives a quick synopsis of what Great Life really is and that anyone who buys a membership, that membership will be honored at any Great life center in the state. Questions concerning Great life arise including if the city need to own the building for the fitness center and if a long time lease a possibility? The Mayor states that Great Life still emails Mayor frequently saying how interested they are.
