OFFICIAL MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION BOX ELDER COUNTY SCHOOL DISTRICT The Board met previously at 4:30 p.m. for a tour of the North Support Services Building. At 5:30 p.m., the following principals reported to the Board in a work session: Mark Johnson, Garland Elementary, Jaimie Kent, Box Elder High School, Corynn Arehart, McKinley Elementary, and Shaylyn Ekins, North Park Elementary. Official minutes of a Regular Meeting of the Board of Education, Box Elder County School District, held Wednesday evening November 14, 2018 at 6:30 p.m. at Garland Elementary School. Those in attendance at the meeting included Board President Wade Hyde, Members Nancy Kennedy, Lynn Capener, Connie Archibald, Bryan Smith, Karen Cronin, Julie Taylor and Student Board Member Kaylee Munns. Also present were Superintendent Steven Carlsen, Assistant Superintendents Keri Greener, Gary Allen and Keith Mecham, Business Administrator Rod Cook, officers of the Box Elder Education Association, district employees, representatives of the press and interested citizens. President Hyde welcomed those in attendance and conducted the business of the meeting. After the prayer, which was offered by Nancy Kennedy, Keri Greener led the audience in the pledge of allegiance. Recognitions Connie Archibald recognized the following: Mary Ewing - Cook at Lake View Elementary Box Elder High School Drama Department and participants for Chitty Chitty Bang Bang musical production Utah School Boards Association for their training of board members AJ Gilmore, Alison Williams, Eldon Peterson for presentations last month in the board work session Lorica Pilivi, BEESPA, recognized the following ESP Employees: Noelle Christensen - Cook at Foothill Casey Andersen - Facilities Department Approval of Agenda Nancy Kennedy made the motion to approve the agenda. Connie Archibald seconded the motion, which passed unanimously. Public Comment Many Patrons had signed up for comment on Lacrosse. They were moved to that part of the agenda later in the meeting. Action Items Audit Report Business Administrator, Rod Cook, introduced Fred Burr from Wiggins & Co. who presented information on the audit and the Management Report to the Board. Rod Cook then presented the overall final numbers as a presentation to the Board. He thanked Wiggins and Co. and his staff for their hard work and dedication. Connie Archibald made the motion to accept the audit as recommended. Karen Cronin seconded the motion, which passed unanimously. Approval of Definition of Students at Risk of Academic Failure Assistant Superintendent of Elementary Curriculum, Keri Greener, presented the recommendation to the Board of the definition of Academic Failure for Students at Risk. Karen Cronin made the motion to approve the recommendation as presented. Lynn Capener seconded the motion, which passed unanimously. Three Mile Creek Elementary Trust Lands Amendment Assistant Superintendent of Elementary Curriculum, Keri Greener, presented the Trust Lands request submitted by Three Mile Creek. Julie Taylor made the motion to accept the Trust Lands modification for Three Mile Creek as recommended. Bryan Smith seconded the motion, which passed unanimously. Information/Discussion Items School Trust Training Assistant Superintendent of Elementary Curriculum, Keri Greener, presented training for the Board on the Trust Lands Program. This is a yearly requirement as part of the receipt of Trust Lands Funds for the school district. Monthly Financial Report Business Administrator Rod Cook presented the October Financial report to the Board noting there were no new cautions on the report. Policy Review Delete Policy Policy 5300 Student Discipline - Corporal Punishment First Reading Policy 2175 Buildings and Grounds - Energy Conservation Policy New Policy 4037 Early Literacy Program Policy 5005 Safe Schools - Student Behavior Policy 5027 - Foreign Exchange Students Second Reading Policy 1030 Qualifications for Board Members Policy 1160 Superintendent Termination Policy 1180 Business Administrator Policy 2030 Procurement-Purchasing Karen Cronin made the motion to approve the above policies for deletion and on first and second reading as presented with the recommendation to table Policy 5005 until next board meeting. Nancy Kennedy seconded the motion, which passed unanimously. Board Discussion Items Lacrosse Discussion Keith Mecham, Assistant Superintendent of Personnel, addressed the Board about the need for the Board to declare the intent of the School District for the start of the season for the 2019-20 through the Utah High School Athletic Association. Many parents spoke in support of sanctioning the sport for Boys and Girls in Box Elder School District. President Wade Hyde said the information presented would be reviewed and cost estimates reviewed, with a recommendation being made in the December Board Meeting. Board of Education Handbook Board Goals Review Review of 'Appreciate' Chapter 7 and 8 Comments were made by three board members about the chapters in appreciation that included 'Celebrate Careers' and 'Rise in Value.' Consent Calendar Karen Cronin moved to accept the consent items. Bryan Smith seconded the motion, which passed unanimously. The Consent Calendar included the following items: Approval of the minutes of the working and regular meetings of October 10, 2018 Approval of claims numbered 00027355-00027714, 01101018, and the District Foundation and ACH payments as well as School Activity checks for the month of October. Personnel Items 150 Mile Requests Adjournment With the announcement that the next meeting will be held on Wednesday, December 12, 2018, at Independent Life Skills Center, President Hyde adjourned the meeting at 9:05 p.m. APPROVED: December 12, 2018 ATTESTED: School Business Administrator President, Board of Education Box Elder School District
