Board Meeting Agenda - October 22, 2018 1. Attendees Jeff Bradshaw Bruce Strom Ryan Starks Mark Nelson Steve Farrell Jessica Broadhead Kevin Stocking Corbin Gordon Laura Kent Dallin Koecher Lisa Christen 2. Welcome Mark Nelson 3. Approval of Minutes for September a. Mark Nelson, TED Board Chairman - Bruce motion to approve September minutes, Jeff second - unanimous except Steve Farrell who was not at the meeting. 4. Review Financials - Jessica Broadhead a. Profit and loss statements Steve motion to approve financials, Bruce second - approved unanimously. 5. Wasatch Arts Coalition Update - Mark Nelson HVTED helped fund a feasibility study for the Arts Center. Now that the study is complete the management of the coalition have met and are working to define next steps to share with the stake holders. Mark Ryan and Dallin have seen the plan. Group is looking for names of individuals to participate to help move forward. 5 or 6 years out. Private center in Midway is moving forward. Coalition is working on a community center, Sue Waldrip is working toward a private center. Group is in support of Sue's privately funded facility. Community facility is much larger. Group is going to come back later this year and present to county council and other groups to begin fundraising. Corbin asked what study said, the study said how much the center was going to cost, how big it should be, what the floor plan should look like, two theaters, needs to be filled 80 percent of the time to be sustainable. From a tourism perspective, the center adds some stickiness. Also looking to work with school - if high school builds another facility - partnering with them. Corbin Gordon not sure OM would be covered - even if $25 million was donated. Phil Jordan manages 5 of these facilities in Utah - he is a pro and knows what it takes to build one. Real level of professionalism - works for Salt Lake County. Does this community have the population to support the theater?? Community theater has more potential than privately funded - Corbin. Message from County - no appetite among the council to fund the arts center. Went through the steps anyway so it could be possible in the future. 6. Tourism and Economic Development update - Ryan Starks a. 2019 marketing plans 25k Jobs retreat- full house at UVU earlier this year. State is willing to accommodate the needs of rural Utah. Program guide is an incentive guide for Rural Utah. Charleston Town enterprise zone - Vertical gardens looking to amend the zoning. Business is now eligible for tax credits. b. Open house at Delta Stone - Ryan is working with Delta Stone to be eligible for enterprise zone tax credit. Delta Stone will be the recipient of the business of the year award. c. Jerry Zenger - All that Stuff in the Barn, Slim and Knobby's both recognized as business of the month. d. Shop Local Saturday and Tree Lighting in Midway We will own the Shop Local Saturday event and Midway City will own the Tree Lighting event. Midway Business Alliance and Tax Advisory Board have been created. HVTED board said Midway City needs to work with our office to promote the Valley as a whole. We want to be there to support but we aren't going to promote Midway as a separate entity. 90 percent of the TRT is generated by St Regis. Shop Local Saturday and Midway Tree Lighting will split - Mayor of Midway was willing to spearhead the Tree Lighting with our assistance. e. Ultimate Family Reunion Giveaway - Partnered with the Homestead. Showed giveaway video from Facebook. f. Cowboy Poetry this week. Corbin is on the open mic stage Friday at 4:30 pm and Saturday at 3:30 pm. PRCA rodeo finals happening the weekend after - tremendous boost to local economy. Working with John and Adaire to promote rodeo. 7. 2019 Budget Proposal - Ryan Starks - hoping to expand the size of the TAB board. Purpose is to provide more input. More opportunity for input from partners. Bruce has been the chair of TAB - Would like to establish baseline based off TRT received in 2017. Proposing an increase to be at 45% of the 2017 total. $200,000 to events center, paying bonds on events center and arena. We are hoping with remaining money we can promote the Valley more. $497,660 to be spent on tourism marketing. Maintenance and operations 45% Economic Development 6%. TRT number is trending up, but could drop. We have already received a grant of $92,0000 from the Utah Office of Tournament. Chamber is self-sustaining. This year in-state and out-of-state message and campaign. Nov 15 - March 2019 - Winter Wonderland to highlight winter activities. Also capitalizing with Deer Valley. Three season campaign spring, summer and fall. Mountain Meetings in Midway - vetted by tourism partners understanding their needs. Working with media to fine tune numbers. Special events. We have shifted a lot of the budget to tourism marketing. Mark asked if we have ever asked Washington County how much they are spending on marketing. Aligning our messaging with the State for all campaigns. Changing the TAB board from 5 -9 requires a change in the code. Will be presented and voted on in the next board meeting. Our organization has evolved with staff and programs. We are putting a lot of time and effort into this and have built relationships. Dallin took Ski Utah on a FAM tour today. Quickly Jordanelle area will start needing more support from our office. Do have representation from Deer Valley on the board from that area. Budget represents a significant increase. County manager and council are looking at other things that are much higher. Mike Davis has the authority to say whether we will receive a budget increase. Kevin motion to approve the budget as written, Jeff Bradshaw second - approved unanimously. Board Reports: a. Jeff Bradshaw - Heber City Update - New restaurant called Old Goat in Old Town. Blue Rooster restaurant is starting to build. Tom Stone has been involved with the Old-fashioned Christmas with the Tree Lighting in Heber City. CAMS organization has three committees including Events, Art, and Beautification. Flyer will include shop Local Bingo and community events. b. Corbin Gordon - Update - real estate is slowing down - pricing is leveling off. c. Kevin Stocking - Chamber Update - Successful golf tournament, Shop Local Saturday with coupons in the wave and on location. Christmas Gala at Zermatt Resort on December 6. UVU is allowing us to use the room upstairs and allow more people. d. Lisa Christen - Midway City Update - Corner opens tonight - grand opening. Good things happening on Main Street. Midway business alliance is struggling. Maxine has offered to step up as President. Food is really good. Parking code needs to be changed in Midway - trying to fix the problem. 15 parking spaces were required for Corner Restaurant. Code is per square foot in the building. Midway Mercantile doesn't have enough parking. Midway doesn't have property for parking. e. Steve Farrell - Wasatch County Update - pass. f. Mark Nelson - Wasatch County Update - pass. g. Bruce Strom - TAB Report - Met a couple times over the last few months - redid the application for marketing grants, added scoring sheet to avoid difficulties we had last year. Great new members, good meetings, need to look at what to do with unspent TAB funds. 8. Next Meeting Time: a. November TBD - November 12 is a holiday. November 19 wont work for Mark or Jeff. November 19 at 12:00 Ryan offered to buy Jimmy Johns. Supposed to be public hearing - hopefully we will have a response back from the County.
