NOTICE OF REGULAR MEETING OF THE VINEYARD TOWN COUNCIL November 12, 2008, 7:00 PM _______________ Public Notice is hereby given that the Vineyard Town Council will hold a regular meeting on November 12, 2008, starting at 7:00 PM, in the Vineyard Town Hall; 240 East Gammon Road, Vineyard, Utah. This meeting may be held electronically to allow councilmembers to participate via phone. The agenda will consist of the following: AGENDA 7:00 PM REGULAR SESSION 1. CALL TO ORDER/PRAYER 2. MINUTES REVIEW AND APPROVAL • September 24, 2008 Council Minutes • September 24, 2008 Combined Meeting Minutes 3. PLANNING COMMISSION UPDATE AND RECOMMENDATIONS TO THE COUNCIL: Planning Commission Liaison Norman Holdaway 4. STAFF REPORT • Planner – Nathan Crane • Engineer – JUB Engineers • Water Operator Technician – Sullivan Love • Attorney – David Church • Utah County Sheriff Department 5. BUSINESS ITEMS: 5.1 Public Hearing; 7:00 PM, or as soon as possible thereafter: ZONING ORDINANCE TEXT AMENDMENT TO SECTION 3002 ? The Vineyard Town Council will hold a public hearing to receive public comment on a Planning Commission recommendation regarding a text amendment to amend Section 3002 of the Vineyard Town Zoning Ordinance relating to definitions for complete and incomplete applications. Recommendation: The Planning Commission recommended approval of the Zoning Ordinance Text Amendment to Section 3002. 5.2 Continued Discussion and Action: SPECIAL ASSESSMENT AREA FINANCING ? The town council will continue to discuss and possibly act to approve the details of the Special Assessment Area proposal. Background: The Town of Vineyard received an official proposal on September 13, 2008 from Developer Anderson Development regarding a special assessment area to be applied to the Homestead Development. 5.3 Discussion and Action: APPOINTMENT OF TOWN REPRESENTATIVE FOR THE UTAH COUNTY DISPATCH SPECIAL SERVICE DISTRICT ? The town council will discuss and possibly appoint a representative to serve on the Utah County Dispatch Special Service District. Background: On September 10, 2008, the town council approved by resolution to be part of the Utah County Dispatch Special Service District. 5.4 Discussion and Action: RELOCATION OF TOWN MONUMENTS ? The town council will discuss and possibly approve new locations for the “J Rulon Gammon - Vineyard Town Heritage Park” monument located on the north end of Holdaway Road and the “Welcome to Vineyard” monument located on the corner of 400 South and Geneva Road. Background: UDOT is scheduled to begin construction on Geneva Road in the spring of 2009. Due to this construction, the “Welcome to Vineyard” monument will need to be relocated. The “J Rulon Gammon - Vineyard Town Heritage Park” monument was placed temporarily in its current location due to planned construction on Gammon Road (Center Street). With finished construction around the location of the park, the town council has been asked to determine the permanent location of the monument. 5.5 Discussion: VINEYARD TOWN ROAD MAINTENANCE ? The town council will discussion the need for additional road maintenance in preparation for winter. Background: Councilmember Grant Holdaway, who is appointed to oversee Vineyard Town roads, is concerned that some of the road maintenance that was planned to be taken care of by developers has not yet happened. He is concerned that the roads will need the necessary maintenance before winter and asked to discuss the issue with the council. 6. OPEN SESSION: Citizen’s Comments (Please see note below) 7. Other Information
NOTE: “Open Session” is defined as time set aside for citizens to express their views. Each speaker is limited to three minutes. Because of the need for proper public notice, immediate action will not be taken in the Council Meeting. If action is necessary, the item will be listed on a following agenda, however, the Council may elect to discuss the item if it is an immediate matter of concern. The Town Council may vote to go into executive session pursuant to Utah Code 52-4-5.
