City Council Meeting-
Mayor Daven Quarnberg welcomed everyone to the city council meeting at 7:00 p.m. Mayor Quarnberg informed the public that the time place and agenda of the meeting had been placed on the state notice website and provided to the Salina Sun newspaper via the state website notification system. Each member of the city council also received notice of the meeting and agenda at least two days prior to the meeting. The notice and agenda were also posted at the Aurora City Office Building, the US Post Office lobby and on the auroracity.org website. Jim Harrison offered an opening expression of choice.

1- APPROVAL OF CITY COUNCIL MINUTES
The Aurora City Council reviewed the minutes of the September 19, 2018 meeting.
Council Member Andy Rasmussen moved to approve the minutes. Council Member Denton Mason seconded the motion. The motion was approved by Council Members K. Mason, Kennedy, D. Mason, Rasmussen, and Harrison.

2- SWEARING IN OF NEW AURORA CITY POLICE CHIEF - MATT MCLEAN
Mayor Quarnberg preformed the swearing in of new Aurora City Police Chief, Matt McLean. Chief McLean introduced himself to the Aurora City Council and explained his background and his desire to do a good job for Aurora City. Mayor Quarnberg expressed his appreciation to Officer Harvey for his years of service to the community
3- OPEN SESSION-
No one from the community came forward during open session.
4- ANIMAL CONTROL ISSUES - TAMMY SCOTT-
Mrs. Scott addressed the city council with some complaints about dogs in her neighborhood. Mrs. Scott explained that she felt targeted in the community and hasn't felt welcomed since they moved to Aurora. She mentioned that there are numerous dogs in her neighborhood that are constantly causing issues with her yard and garbage. The council explained that animal control issues are always coming forward and that the city is constantly trying to improve the animal situations. The issue of dogs not being on leashes and running at large were discussed. The issue of dog bites and the need for proof of rabies vaccinations were also discussed. Mrs. Scott felt that the city needs to re-double their efforts in controlling animals. Mrs. Scott asked that the city to remind citizens of animal control requirements. Mr. Johnson stated that he would put a reminder on the city utility bills asking citizens to be mindful of neighbors and animal control ordinances. Mayor Quarnberg expressed his desire to see that everyone is happy and that animal control ordinances are enforced. The Mayor explained that in the past Mickey has done her best to address issues whether it be posted on facebook when dogs are picked up and explaining requirements to the citizens. Funding for a full time animal control officer is not currently available but that the city is doing their best. The Mayor said this is not an overnight fix.
5- WATER PROJECT/ WELL REBUILD-
Mayor Quarnberg informed the council that a request for bid would be sent forth for a company to test the current well and see if the flow could be increased. The bid would ask for the company to pull the current pump, check the casing, put a test pump into the well,

pump the well up to 96 hours and then see what the recovery rate would be. That information will be helpful in making future decisions regarding culinary water in Aurora City. The bids will be opened on Nov 2nd and should come in at around $100,000.00.
6- LOST CREEK INTERSECTION PROJECT-
Mayor Quarnberg explained that the Lost Creek intersection project is moving forward. Most of the legal work has been completed and they are waiting for the decision of the Judge regarding the property ownerships in the area affected. Mayor Quarnberg committed to keep the City Council informed.
7- ENCROACHMENT PERMIT REVIEW-
The Aurora City Planning Commission presented to the City Council their version of the new encroachment permit for utility companies working in Aurora City. Council Member Nancy Kennedy explained that these permits have been used by Sevier County for many years but that the planning commission changed a few things to make them fit Aurora City. The Mayor stated that he would like a month to review the permits and see if any changes should be made. The item will be placed on next month's agenda for approval.
8- SIDEWALK PROJECT -
Mr. Johnson informed the City Council that he finally had received the paper work from UDOT to proceed with the proposed sidewalk project. Mayor Quarnberg discussed the area where the new sidewalk would be placed and culverts placed across Main Street. Maintenance Supervisor Dan Rasmussen stated that it would now be better to do the project next Spring.
9- DEPARTMENT REVIEWS-
Buildings- Council Member Jim Harrison stated that things are doing well with the city buildings and that he has visited with both BeLinda and Julie and that they were doing fine.
Planning Commission- Council Member Nancy Kennedy discussed that the planning commission were continuing to work on Section 8 - Nuisance Ordinances. The Planning Commission gave the garbage section of Section 8 to the City Council for their review. There was some discussion regarding manure and burning of refuse. No decisions were made and the

Mayor requested that the planning commission look again at the manure section and the burning section of the proposed ordinance.
Court- Mr. Johnson explained that court has been very busy the past few months. Court days have been added to the calendar to keep the wheels of justice moving. The Judge has not complained about the added days and hopefully when things calm down the court will appreciate it.
Parks and Recreation- Council Member Denton Mason informed the City Council that he felt things were running smoother than ever with North Sevier Recreation. Mr. Mason also discussed the sand that has been placed at the West Park and how it is a good start but that eventually more will be needed.
10. REVIEW OF CULINARY WATER USE REPORT AND PAST DUE ACCOUNTS-
The city council reviewed each report.
11. REVIEW OF FINANCIAL INFORMATION, BUDGET AND EXPENDITURES
The city council reviewed each report.
12. ITEMS FROM THE RECORDER- Mr. Johnson reported he had been contacted by Rocky Mountain Power asking if Aurora City would like a donation for their community Christmas program. Mr. Johnson stated that it could be used by the fire department for their Sub for Santa program.
13. HONOR FLIGHT PROGRAM-
Mayor Quarnberg informed the council that he is participating in the Honor Flight Program for veterans coming up on Oct 17th. He has asked the Aurora City Fire Department to have the fire trucks and flags up so that they can give a good send off to the veterans heading to Washington D.C. at around 6:45 pm that evening.

City Council Meeting-
Mayor Quarnberg welcomed everyone to the emergency meeting at 7:00 pm. Mayor Quarnberg stated that Aurora City had followed the rules regarding emergency meetings and that this meeting so qualified.

1- AWARDING OF BID-
Mr. Albrecht explained to the city council the procedure the city had gone through to receive bids for the testing of the Aurora City well. Mr. Alton from Grimshaw Drilling was also in attendance at the meeting to answer any questions from the council regarding the work that was going to be done.
Mr. Alton stated that the work would be done as follows:
A- The old pump would be taken out of the well
B- A video/camera would scope the well to see what the condition the casings were in and if it was a straight shot down to the 340 foot water level.
C- If the video determined problems then a new casing or cleaning could be required.
D- The installing of a test pump to see how much water the well can pump and what the recovery rate of any pumping would be. Ideally the city would like to see 1,000 gallons per minute pumped out of the well because the state of Utah will allow 70% of that amount to be pumped regularly which would give us 700 gallons per minute rather than the 240 gallons we are currently pumping.
E- Once the test has been completed, the test pump will be pulled and the old pump will be placed back into the well. (There was some discussion about replacing the old pump depending upon the condition of the old pump.)
City Council Member Andy Rasmussen moved to award the bid to Grimshaw Drilling for $101,800.00 and to allow for any change orders that may arise during the testing process. Council Member Nancy Kennedy seconded the motion. The motion was approved by members Rasmussen, Kennedy and Harrison.
The bid documents were signed and the meeting was adjourned at 7:50 pm.
