MONA CITY COUNCIL MEETING OCTOBER 23, 2018 MAYOR WILLIAM MILLS CALLED THE COUNCIL MEETING AT 7:30 P.M. PRESENT: William M Mills - Mayor Micheal Stringer - Councilmember Frank Riding - Councilmember Randy Christensen -Councilmember Jonathan Jones -Councilmember Katrina Long - Councilmember GUEST: Colter Whiteley, Ash DeGrey, Cooper Auregen, Micheal Bailey, Bryson Clyde, Zack DeGrey, Alex Rugg, Tyler Fadis, David Clark, Natalie Anderson, Patricia Dalton, Max & Connie Jolley ALSO PRESENT: Rebecca Dopp - Times News Reporter Lyla Spencer -City Clerk/Recorder, Everd Squire Director of Finance, OPENING PRAYER: Councilmember Jonathan Jones APPROVAL OF OCTOBER 09, 2018 CITY COUNCIL MINUTES Councilmember Jonathan Jones moved to make a motion to accept the minutes of October 09, 2018 City Council minutes with a minor correction. A second was made by Councilmember Micheal Stringer. The vote was unanimous, motion carried. (1st Motion) PLANNING AND ZONING: No Report DELEGATIONS: No report DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 10/10/2018 to 10/23/2018; there was one question on check #3034 issued to Stallings Sheet Metal in the amount of $950.00. The question was answered sufficiently. There were two checks over the allotted amount of $2,000, with each councilmember's initial attached for approval. The report was approved as presented with no further questions. MONA CITY COUNCIL MEETING OCTOBER 23, 2018 Secretary /Treasurer Michelle was not in attendance to present her report which was presented by Mayor William M. Mills. Mayor Mills asked for council approval on the purchase of approximately 48 water meters to be replaced, brought up to date and programmed. The cost for the installation will include the Sensus Single Port Radios along with the Sensus Technical Support Call (On-site Troubleshooting), will be $8,632.00; Mountainland Supply Company will be installing the 48 water meters. Secretary Dalton has added an alert system for the city, similar to what Mona Elementary has programmed. This system is a reverse 911 call. Please contact the office for additional information and to sign up. City Recorder Lyla R Spencer No Report COUNCIL BUSINESS: There were no fence permits or new business licenses to approve. Councilmember Jonathan Jones: Councilmember Jones rescheduled the Water Meeting for November 13 at 6:00 p.m. prior to city council. Urban Planning LLC, Inc, the BYU Firm updating the Mona City's General Plan presented their 2nd public open house meeting prior to city council. The purpose for this public session was to present the seven (7) areas of concern to the public for input. Dr. Michael Clay Professor of Urban Planning at BYU and BYU students who are working on Mona City's General Plan presented 7 (seven) areas as follows, Environment, Transportation, Annexation, Land Use, Historic Preservation, Housing, Public Facilities and Economic Development. They are currently in the process of writing the plan, and hope to get it through the adoption process before their semester is over; the last day of class is December 13th. The plan will be to present to Planning & Zoning December 5th and adopted by City Council on December 11th. The work will be shown via email to Planning & Zoning and City Council before the above meeting to receive the needed feedback. The draft will be emailed by Monday November 12 and request feedback before Friday November 16th in order to stay on schedule. Councilmember Micheal Stringer: Councilmember Stringer reported the ATV drivers are getting out of control in the city; hopefully something can be done with the help of the Sheriff's department to correct this ongoing problem. Councilmember Katrina Long: The committee is preparing for the holiday season. On December 1st Santa will be visiting, hot chocolate and cookies will be served, it will be held in the Community Center, from 6:30 p.m.to 8:00 p.m. Councilmember Long will be working on the holiday lights and asked the council if she should hire the person who has done it for the last two years. Mayor Mills suggested the new business Junk Hunks might be interested in helping with the lights and decorations. She will contact them. Councilmember Frank Riding reported cows invaded the cemetery; one grave stone was broken with a few that were tipped over. Mayor Mills ended the council session by informing the council and those present the city is currently checking to see if there is interest in a school crossing guards. There MONA CITY COUNCIL MEETING OCTOBER 23, 2018 are five (5) that have shown interested. Mayor Mills wants to make sure the guards are properly trained. Mayor Mills reached out to those present asking them to please be cautious during Halloween night, there will be a lot of kids out he reminded them! Natalie Anderson not on the agenda had concerns in regard to the fire hydrant near her house, asking if reflective tape/flag could be added to the hydrant . FYI: There were two (2) motions voted upon and passed, a motion to approve the October 09, 2018 City Council minutes, and a motion to adjourn this meeting of October 23, 2018. PAY FINANCES ADJOURNMENT: Councilmember Katrina Long moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Jonathan Jones, all were in favor, the vote was unanimous, motion carried. (2nd Motion) The city council meeting was then adjourned at 7:58 p.m., with no further comments.
