- NOTICE OF COTTONWOOD HEIGHTS CITY COUNCIL WORK SESSION AGENDA (AMENDED) Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at 5:00 p.m. on Tuesday, November 13, 2018, in the Cottonwood Heights City Council Work Room located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah WORK SESSION 5:00 pm 1. Public Relations Report - Dan Metcalf (Public Relations Specialist Dan Metcalf will provide Cottonwood Heights his monthly media report with Staff follow-up, where needed.) 2. Review of Business Meeting Agenda (Mayor Peterson will review the upcoming Business meeting agenda with the City Council.) 3. City Council and Staff Reports (Each week City Council and staff provide informational reports as a method of keeping up on the day-to-day activities of the City. ADJOURN COMMUNITY DEVELOPMENT AND RENEWAL AGENCY Notice is hereby given that the Community Development and Renewal Agency of Cottonwood Heights will hold a Business Meeting beginning at 6:30 p.m. on Tuesday, November 13, 2018 at the Cottonwood Heights City Council Chambers located at 2277 East Bengal Blvd. Cottonwood Heights, Utah. 6:30 p.m. 1.0 WELCOME 2.0 ACTION ITEMS 2.1 Consideration of Resolution 2018-06 Electing Officers and Appointing Staff (By this resolution, the board will appoint Tim Tingey as the agency's chief executive officer, approve the appointment of Scott Jurges as the agency's treasurer, and approve and ratify all of the agency's current officers and staff). 2.2 Consideration of Resolution 2018-07 Authorizing Preparation of an Amendment to the Project Area Plan for the Canyon Centre CDA. (By this resolution, the board will authorize the preparation of an amendment to the project area plan for the Canyon Centre CDA pursuant to Utah Code Ann. 17C-4-108. Following enactment of this resolution, the proposed second amended project area plan will be finalized and put out for public review during the statutory 30-day noticing period leading up to the required public hearing on or after 18 December 2018). 2.3 Approval of November 13, 2018 Minutes (The agency's board will approve the minutes of their November13, 2018 meeting through the following process. The recorder will prepare the minutes and email them to each member. The members will have five days to review the minutes and provide any changes to the recorder. If, after five days there are no changes, the minutes will stand approved. If there are changes within those five days, then the process will be followed again until the changes are made, and the members are in agreement, at which time the minutes shall be deemed approved by the board.) 3.0 ADJOURN CDRA MEETING COTTONWOOD HEIGHTS CITY COUNCIL AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at 7:00 p.m. on Tuesday, November 13, 2018, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. 7:00 p.m. 1.0 WELCOME/PLEDGE 2.0 ACKNOWLEDGEMENTS 2.1 Introduction of Officer Kyler Burroughs by Police Chief Robby Russo and administration of Oath of Office. (Chief Russo will introduce the newest member of the Cottonwood Heights Police Department, Officer Kyler Burroughs, after he will take his oath of office.) 3.0 CITIZEN COMMENTS (Please note: In order to be considerate of everyone attending the meeting public comments will typically be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. Comments which cannot be made within these limits should be submitted in writing to the City Recorder prior to noon the day of the meeting.) 4.0 STANDING MONTHLY REPORTS 4.1 Police Report - Police Lieutenant Dan Bartlett (Review of the Police Department statistics for the month of October.) 4.2 Public Works Report - Public Works Director Matt Shipp (Presentation of the monthly public works report detailing the status of various public works and capital projects throughout the City.) 5.0 ACTION ITEMS 5.1 Consideration of Ordinance 309 Approving Master License Agreement with ExteNet Systems, Inc. (By this ordinance, the council will authorize the city's entry into a master license agreement granting ExteNet the right to install, maintain and operate 'small cell' wireless facilities in the city's right of way as authorized by SB 189 enacted by the 2018 Utah Legislature). 5.2 Consideration of Ordinance 310 Granting Amended and Restated Telecommunications Franchise to ExteNet Systems, Inc. (Pursuant to Ordinance 307 enacted in September 2018, the city granted a franchise to ExteNet to install a fiber-optic cable telecommunications system in the city's right-of-way to service future 'small cell' facilities authorized by SB 189 enacted by the 2018 Utah Legislature. This ordinance will amend and restate Ordinance 307 to expand the scope and types of 'small cell' wireless facilities to match the scope and types of such facilities as are authorized by SB 189 and are covered by the 'Master License Agreement' with the city approved by Ordinance 309). 5.3 Consideration of Resolution 2018-67 Approving Statutory Bonds for Elected and Appointed Officers. (This resolution will provide the required reciprocal approval of the statutory bonds for the city's mayor and council, and the council's approval of the statutory bonds for certain of the city's appointed officers, pursuant to Utah Code Ann. 10-3-819 and 10-3-8222, and Cottonwood Heights Code 2.10.050). 5.4 Consideration of Resolution 2018-68 Approving Entry into An Amendment to the Interlocal Agreement with Salt Lake County for the Grant of TRCC Funds for Improvements to Mountview Park. (By this resolution, the council will authorize the city's entry into an amendment to the 10 April 2018 interlocal agreement whereunder Salt Lake County granted $105,000 in funds pursuant to the Tourism, Recreation, Cultural, Convention, and Airport Facilities Tax for use in improving Mountview Park with expanded restroom facilities and shade structures over the play areas for children). 6.0 CONSENT CALENDAR 6.1 Approval of the City Council Business Meeting Minutes of June 19 and October 23, 2018. Also, approval of the Work Session Minutes of August 28 and 31; September 4, 9 and 18; and October 2, 9 and 23, 2018. 7.0 Closed Meeting to Discuss Litigation, Property Acquisition and the Character and Professional Competence or Physical or Mental Health of an Individual 8.0 ADJOURN BUSINESS MEETING AND RECONVENE WORK SESSION On Thursday, November 8, 2018 at 3:45 p.m. a copy of the foregoing notices (Work Session, CDRA and Business Meeting) was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder.
