BICKNELL TOWN COUNCIL MEETING 4 October 2018 7:00 P.M. I. ROLL CALL Mayor Noreen Johnson called the meeting to order at 7:10 p.m. Council members present were: Weston Johnson and Brigg Blackburn. Kerry Stevens came in later. Connie Durfey was present to record the minutes. Scott was present to make his report. Also present were Greg & Ellen Andersen, Michael Blackburn, Emil Brinkerhoff, and Kade & Jamie Blackburn. II. APPROVAL OF MINUTES The minutes of 10 September 2018 were reviewed. Weston made the motion to approve them. Brigg seconded, all ayed. III. BUSINESS Short-Term Rental Ordinance. Each council member was given a copy of the proposed ordinance drafted by the Planning/Zoning Commission. The PZC had a public hearing for this ordinance and the official zoning map ordinance on 13 September 2018 in the town hall. Ellen Anderson went over the ordinance, explaining how they came up with the decisions for sections of the ordinance. She explained to the council that the commission tried to follow the desires of the town citizens according to the questionnaire which was sent out earlier. The majority of the people wanted the short-term rentals limited to the Commercial & Residential Zone, which is basically on main street. They also wanted a limit set for the number allowed, the council agreed on 15. The Short-term rentals are residential property used as a business. The attorney told the commission to keep the ordinance as simple as possible and make hard lines. There was some more discussion with comments from residents, pro and con. (Kerry entered) There was a little more discussion. Connie requested Ellen explain to Kerry about the ordinance that he missed. She gave a condensed version. Weston made a motion to adopt the ordinance, but no one would second it. Some members of the council weren't sure about the zoning and wanted more time to consider it. It will be tabled until the next town council meeting. Next Thursday, the 11th, there is going to be an open house for residents to come and give their input as to what they see for the future in Bicknell, sort of a wish list for the town. The Planning/Zoning Commission will then begin work on a General Plan for the town, and make a color coded map showing all the different land uses. An invitation to all was sent out with the September water bill. Michael Blackburn, Emil Brinkerhoff, Kade & Jamie Blackburn excused themselves. Ellen & Greg Anderson talked a little more with the council about zoning, the survey questionnaire, and the zoning map. Members did not realize that the Commercial & Residential Zone included most of main street and the 1/2 block behind it. Official Zoning Map Ordinance. The council went over this ordinance and the map which accompanied it. This zone was basically set up in 1995, but a map was not included. The rest of the town is in the Residential Agricultural Zone. The Planning/Zoning Commission drew up a map to include with this ordinance. After the council reviewed it, Kerry made the motion to adopt the Official Zoning Map Ordinance for Bicknell, Weston seconded it, all ayed. Ellen and Greg excused themselves. Culinary Water Project. On 25 September 2018, the council met informally with Curtis Ludvickson from the Rural Water Association. Mr. Ludvickson had contacted Mayor Johnson and told her there was emergency grant money available for developing or redeveloping culinary water sources. He explained the program ECWAG (Emergency Community Water Assistance Grant) to the council. Because of Bicknell's median income, he was sure Bicknell could quality for the grant, which is up to $1,000,000 per recipient. The Town would have to have an engineering company begin the work. He has a list of companies who RWA had worked with before. He gave a copy of the list to Mayor Johnson and an RFP (Request for Proposal) to be sent to each company to be filed out. Everyone agreed it was a good idea to try for the grant. Letters will be sent out with a deadline for an answer on 2 November 2018. Jeff Albrecht's company, Savage Albrecht Engineering, will also receive the letter. IV. MAYOR REPORT. Council Meeting in November. The council decided to have the council meeting moved back a week, from the 1st to the 8th of November, so they would have all the responses from all the engineering companies who might be interested in helping Bicknell get the grant money for the culinary water source development. Council Assignments. Kerry was asked to look over the signs in town and make a note of those that need to be replaced, also to come up with some ideas of how the traffic on 1st north could be slowed down. Brigg is to get with Scott in the morning to be shown the irrigation valves and the running of the pump, so he can fill in while Scott is on vacation. Brian will be told to make preparations for closing the park for the winter. The Sanitary Survey for the culinary water system will be done on the 6th and 7th of November. Weston is to be with Scott for this survey. Newsletter/website. Mayor Johnson had a copy of a newsletter Torrey puts out for their citizens once a quarter. She wanted to know if the council wanted to do something like this, or to have a website for the town. There was some discussion about it, but no decision was made at this time. It might require hiring someone part time to help with it, but it is not in the budget for this year. Veteran's Memorial. Mayor Johnson asked the council if they would like to consider having a veteran's memorial for Bicknell. They all were agreeable to having one in the future. Funds would have to be secured through donations and such before it could be done, but it is something to think about. There are 78 veterans in the Bicknell Cemetery. Filing cabinet. The Planning/Zoning Committee have requested a filing cabinet. One of the council said they had one they could have. It was suggested the small room in the town hall, which chairs are stored in, could be made available for them to use for their purposes. Boone Taylor. Mr. Taylor complained to Mayor Johnson that the town's drainage ditch was plugged and water jumped the road and flooded into his field. Scott said a big piece of cardboard had covered the opening with leaves on top. He has removed the problem. Scott was told to make sure all the drainage ditches in town were clear. V. MEMBERS/STAFF REPORTS Scott's Report. Scott reported the mountain springs are producing 26 gallons a minute. The culinary water tests for September and October were okay. Scott ordered chlorine for the Brinkerhoff Spring, but has not received it yet. There was a big leak in the water line north of Matt Webster's which has been fixed. The irrigation water will be turned off on the 10th or 11th of October. Scott has a hand pump for the diesel tank, so the stored diesel can be used. Scott dug graves for Hilma Brinkerhoff, Jerry Ellett, and Dewey Woolsey in September. Scott will be on vacation off/on throughout October. Connie. Connie gave each of the council a copy of this quarter's budget report of expenditures/revenue, July 1st - September 30th. It was discussed and questions answered. Financial.
