Expenditures was moved to last so we moved on to Zion's Bank. The Town clerk, needed to have members of Town Council resign the signature card for the Bank. She will turn it in as soon as we get all to sign. Next we talked about the Cemetery, a work in Progress. Town council member said that she got called into the Detective's office and was interviewed for her part in the Cemetery Project. She doesn't want to continue until all is settled with this situation. The T,C, person in charge said that someone turned Brenda in for misuse of Public funds. As a result, the Fayette Mayor is being investigated and in doing so the Cemetery funds were also being looked at, so it ended up bringing in another Town Council member We thought that it was already handled in Town Council. Could we get a copy of the receipt from Oasis Sprinkler? Is the Cemetery Project finished? Town Council member was asked if she was going to finish it now and she said 'No', that the system is shut down and it will be finished in the Spring when this thing is over. No decision has been made in the investigation of The Mayor T.C would still do the Flags in Cemetery. Fayette Town got approved for FEMA!!! All citizen's can now apply for Federal Flood Insurance through their own Insurance agents. This Town Council Person worked very hard for this and did a Great job. The Council wanted to know about the Town Christmas Party. Usually they do a town dinner, which the Town provides meat and town people bring pot luck. Council isn't really agreeing on the dinner. A suggestion was made of donating baskets for Christmas. Joan would like to give the baskets. One T.C. and The Town Clerk will do Baskets for the people in Town. They can use the Stipend, $60 plus $250 form the Culture Fund. Joan makes motion to take $310 for baskets, Brandon 2nd and Council passes it. We can have Hot Chocolate and cookies at our next Town Council Meeting. One T.C. member said that she attended a Six County meeting and they want to know what we as Fayette needs to improve or do to improve our Town. She wanted to know if she can hold a Public meeting along with the dinner. Patricia has 3 Ideas for the money: 1) an ex-mayor mentioned putting in LED lights in Town Streetlights 2) Diesel Generator for the Pump Houses 3) Drainage Project for flood Control Consider our Conditional Use Permits. Where are the ordinance's? General Plan for Town? Planning & Zoning needs to be holding meetings. We need to have P&Z for the Town so we can access the Grants that are needed. T.C. member will check on P&Z and they need to have meeting once a month. On October 10, 20183 Town Council members went to court where ex-Town Clerk pled guilty to 3 counts of misuse of Public Funds. November 21, 2018 will be her Sentencing date. The County attorney wants to get full compensation, but the Judge will make the decision on that matter. There is $20,000 in a trust fund right now for the Town. The Town Council was allowed to write up a victim's statement and one Town Council Member read the statement request. 10 October 2018 I'm a Town Council Member speaking on behalf of the Town Council and the citizens of Fayette. I would first like to thank the court for the opportunity to make a statement as the victim of these crimes involving our former town clerk. This incident has had a major impact on this small community, and in trying to recover, we feel that the following items need to be addressed: - Restitution of funds - As a town we feel that the full restitution of funds should be required by the courts and paid in a timely manner. Since the amount requested is only a fraction of what was taken, (due to statute of limitations)we ask that it be paid within a year. - So much of the towns money was taken, we ask to know where the money went for possible liquidation. - Upon quitting the former clerk kept a good majority of town documents, maps, tools and equipment at her residence. She also has confidential files and information on her personal computer that should be returned and deleted. She should not have confidential citizen records. It will be fiscally difficult and time consuming to recreate most of the recent items and the loss of historical records will be impossible to recover. - This incident has caused a division amid residents of our small community. We as Town council believe that the former town clerk should issue a letter of apology to the town, something that can be sent out in the town newsletter, confessing her guilt, stating why she did it, what happened to the money and that she is truly remorseful. This would provide closure and eliminate the inaccurate statements being spread. - If the former Town Clerk can comply with these requests we ask that prison time be waved and minimum jail time required. Thank you again to the court for allowing us to make this statement and on behalf of the Town of Fayette we would also like to thank the law enforcement officers and the county attorney's office for all the hard work they have done. Thank-you. Turn the time to Council Member's to report on their own assignments. one T.C.member had some pictures for the Park. Another member was not present , but 6 sheep were killed. One sheep was eaten and 5 killed. Maybe dogs, but most likely coyote's, especially little cubs. In and Out box: non-perishables. one T.C. member made motion to share a bin, Town Council approved the box or bin. What about the Post Office? Try it and see what happens. Now about the Expenditures, we want to talk about the bills Patricia makes motion to except the Expenditures and Joan 2nd the motion and the Council passed the motion. Adjournment at 8:47pm
