Description/Agenda
TOWN COUNCIL MEETING October 4, 2018 7:00pm PRESENT; Mayor Jesse Campbell, Jared Campbell, Doug Nowell, Troy Campbell, Marty Anderson PLEDGE OF ALLEGIENCE; Jared Campbell PRAYER; Troy Campbell MINUTES; Minutes for the September 6th meeting were read. Mayor motioned to accept them and Marty 2nd the motion. MAYORS UPDATES; The cylanoid had a loose wire, so it did not tell the tank to kick on when it got to 7 feet so it ran the lower tank out of water. The Indian Village was without water. Tyler Moore from Elsinore came and fixed it. He will be back the next week to check it. Marty has been checking it daily and said it's been running 750 gal a day our of the well. According to Steve and the log book at the tank that is normal. Gary Reed supposedly come by on a Monday to look at hooking up a radio. The Mayor gave him Steve's number. ROADS; Steve trimmed the tree by the Avis' that Terry Balch had concerns about. Nothing will be done about cleaning out the covert until next spring when there is more water. PLANNING COMMISSION: Meeting was canceled again this month. BUILDING; The Halloween carnival will be October 29th. The Joseph ward will help with cost for doughnuts. Randy and Laura Obray are willing to make those. They suggested Chili. We will have sign up sheets at the Flying U and possibly the Relief Society. Steve's family wants to do a fundraiser, dinner & dance for him. They asked if they could use the building. Jesse said that was ok. Not sure when yet. He may be out 2 more weeks. PARK; Trunk- or-Treat is on Oct 31st @ 5:30. We need to have an Arbor day get together before Dec to get started. It was decided to show a video on trees during the Halloween Carnival, let kids color Halloween tree pictures for a prize, and possibly have a pie cooking contest. Tree Boarder Department will be Jared Campbell & Marty Anderson. CEMETARY; The YM & YW planted some trees and bushes for the memorial garden for a service project. They also placed some paving stones. Mr. Keach will hopefully be here in 2 months to radar the cemetery. WATER: The water bill for Di Petersons' rental was paid in full by her. The new renter also paid $150 for the utility deposit. Steve Weston lived in the house to the South of the Flying U. He moved and has not paid his bill for $81.67. The council was unanimous about writing the bill off after several attempts to contact him. Lance Lee's bill was $52 when he died. His daughter Jessica asked that the water be left on because she was getting the house and needed to take care of it. It is now up to $279. The bank is foreclosing on the house. The water is turned off. It was decided that if she would pay $150 we would write the rest off. Victor Gutierrez was turned off, he had contacted Haley and the Major to let them know 6 Counties was supposed to send a payment and his water should be turned on. The town had not received anything. 6 Counties called The Mayor to let him know that The Town of Joseph was not in their system so the check was not cut when Victor thought. They assured the Mayor that because the a pink paper had been signed by everyone (Not Us) it would be cut and sent on October 8th. The water was turned back but he was told not to be late again or it would be turn off again. MISCELLANEOUS; Jared brought it to the councils attention that the RV hook ups that Ray Owens told us about, last meeting, is being used for his son and his wife who are living there. It is not just temporary. Steve is on salary so he will continue to get his paychecks. It was suggested that we look into putting together PTO or vacation time. The council needs to think over it and come up with something more solid for Steve and for the future. Jared motioned to adjourn and Doug 2nd the motion. Haley Obray, Clerk Town of Joseph
