This notice is to inform you that a public hearing will be held to receive comments concerning and to consider the adoption of the project area plan and budget for the Fairbourne Community Reinvestment Area. The hearing will be held on December 11, 2018 at 6:30 P.M. at West Valley City Hall, which is located at 3600 Constitution Boulevard, West Valley City, Utah. The adoption of the project area plan or budget would not create a tax increase. Rather, property tax revenue resulting from an increase in valuation of property within the project area would be paid to the Redevelopment Agency of West Valley City for project area development rather than to the taxing entity to which the tax revenue would otherwise have been paid if the taxing entity agrees to share property tax revenue with the Agency under an interlocal agreement and if the budget provides for the Agency to receive tax increment. The Redevelopment Agency of West Valley City has requested $27,789,023 in property tax revenues that will be generated by development within the Fairbourne Community Reinvestment Area to fund a portion of project costs within the Fairbourne Community Reinvestment Area. These property tax revenues will be used for the following: affordable housing projects ($2,778,902), project administration ($833,671), county administrative fees ($152,125), development incentives ($8,000,000) and public infrastructure improvements ($19,000,000). These property taxes will be taxes levied by the following governmental entities and, assuming current tax rates, the taxes paid to the Agency for this project area from each taxing entity will be as follows: Salt Lake County $4,898,813, Granite School District $12,030,772, West Valley City $7,857,778, Jordan Valley Water Conservancy District $690,549, Granger-Hunter Improvement District $1,124,926, and Salt Lake County Library $1,186,185. All of the property taxes to be paid to the Agency for development in the project area are taxes that will be generated only if the project area is developed. You are invited to attend the hearing and offer any comments concerning the proposed project area plan and budget. Any person objecting to the proposed project area plan or contesting the regularity of any of the proceedings to adopt the proposed project area plan may appear before the board at the hearing to show cause why the proposed project area plan should not be adopted. All concerned citizens are invited to attend the plan and budget hearing scheduled for the time and place listed above. A copy of the Fairbourne Community Reinvestment Area project area budget is available at the Agency offices at 3600 Constitution Boulevard, West Valley City, Utah 84119. You can also submit comments to the Agency before the hearing for consideration. Please send any such comments to the Agency offices. You may also obtain a boundary description of the project area at www.wvc-ut.gov or by calling 801-963-3600. The proposed project area plan is also available for inspection at the Agency offices.
