Call to Order- Mayor Lynn Chamberlain; Pledge of Allegiance-Mayor Lynn Chamberlain; Invocation-Councilmember Ty Bringhurst 2. Disclosures and Declarations of Conflict from Council Members 3. Requests for Statements of Belief B. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from the Special Business Meeting held on September 13, 2018, Regular Work Meeting on October 4, 2018, and Regular Business Meeting on October 11, 2018. 2. Review and possible approval of City Expenditures from October 2018. C. CITY DEPARTMENT REPORTS: 1. Zoning Administrator, Mike Vercimak 2. Planning Commission Representative, Manning Butterworth 3. Hurricane Valley Fire Department, Merlin Spendlove 4. Public Works Director, Lance Gubler 5. City Attorney, Heath Snow D. Discussion and Possible Action on a Zone Change Application submitted by Jeff Fry located at 1180 South Cholla Drive, Toquerville, UT 84774. Tax ID# T-110-A-1. Property is currently zoned A-1: Agriculture (minimum lot size of one acre). Proposed zoning is Single Family Residential, R-1-20 (minimum lot size of 20,000 square feet). PC recommended approval 5-0. 2. Discussion and Possible Approval of a Binding Memorandum of Understanding Between Toquerville City and Lowe Land TK, LLC 3. Discussion and Possible Action on Resolution 2018.XX ~ Eminent Domain to Acquire Real Property for the Purpose of Building a Bypass Road for Utah Highway 17 4. Discussion and Possible Appointment with Consenting Vote to designate an Appeal Authority 5. Discussion and Possible Action on Ordinance 2018.XX ~ Special Event Business License 6. Discussion and Possible Action on Resolution 2018.XX ~Floodplain Manager and Emergency Management Coordinator Appointment 7.
