TOWN COUNCIL
MEETING
SEPTEMBER 6, 2018
7:00pm
PRESENT; Steve Healey, Troy Campbell, Dennis Cup, Ray Owens, Terry Balch, Jared Campbell, Mayor Jesse Campbell, Doug Nowell
PLEDGE OF ALLEGIENCE; Jared Campbell
PRAYER; Troy Campbell
MINUTES; Minutes for the August 2nd meeting were read. Jesse motioned to accept them and Doug 2nd the motion.
MAYORS UPDATES; The mayor asked if Natalie and Haley were able to work on the FEMA map for the flooding. They were not sure of the exact locations that needed to be marked. The town only received half of the tax increase that was ok'd by the council because of miscommunication between Haley and the tax division. The town will get the full amount next year. The mayor also mentioned needing to get an extra signature to Mistee at the building department so there are more than just him that can sign off on the permits.
ROADS; We were able to get tires for Steve's truck through GCR Tires in Salina for $566. Cutting the price almost in half from our first bid.
Terry Balch had concerns about fixing the roads and sidewalks in our town. He wondered what happened to the grant we had and why we weren't using it. The council explained that in order to use the grant we would also have a portion to pay off and we did not have that income coming in. He asked that a pot hole outside his house be fixed. Steve will fix it. He also had a concern about the tree in front of the Alvey's house. It was brought to his attention that we are in the process of becoming an Arbor Tree Town and they will help with the tree concerns. He was also concerned about the ditch being blocked off by the vacation rental and the irrigation pipe going under the road on 100 North. He was told to do what he had to do to get his water from the ditch. We can try blowing the covert out with the fire hydrant so the water can pass.
Steve had concerns with mowing weeds around the ditches on 200 East. He will contact Scott Mills or Tom Jones before they dig in the spring and follow them with his truck to get rid of the debris.
PLANNING COMMISSION; September meeting was canceled this month. Ray Owens wanted the town to be aware of a irrigation line and electrical hookup for RV's of friends and families that come to visit. He also had concerns about a resident that started a trash fire here in town. He was advised to call dispatch and have an officer come out. It is not burn season and your aren't supposed to burn trash ever.
BUILDING; The building needs a new vacuum. The council ok'd the purchase. Dennis Cup came by to 'Case the place' and see where the best place to put a emergency radio in our town. It was discussed that putting it in Steve's office would be the best place for it.
PARK; We will be changing the insides of the meter so it will work. It won't cost as much as we thought it was going to.
CEMETARY; The committee decided to go with Ensign Engineering for the cemetery program. It was going to cost $500 a year for a log on, but we already have one with the water, so we won't pay that.
WATER: Victor Gutierrez, Lance Lee, and Lynn Avis water have been shut off. Waiting to hear from Victor about his bill. There was a lock put on the meter because the meter reading went up. The Avis are out of town. The Lance Lee home has two mortgages on it. Not sure who will get it. Haley was told by his daughter that she would be getting the home.
The old Chadwick home is behind on their bill again. Di Peterson owns it and has been getting the bills along with the tenant. Just found out Tami Robinson moved out and a new guy is moving in. The town council agreed that we can just shut the water off if the balance is due and no payments are being made. It is up to the owner to make sure the bills are being paid.
MISCELLANEOUS; Doug questioned how long we had to wait until we figured out our budget. Jared explained that its been worked out, we just have to wait to see that we are spending where we need to be spending and putting the money in the correct places. He wondered how much money we received in Class C Roads as well.
Jared talked to Pat Payne. They are purchasing from a new distributor. Other towns in the county are also trying to go with them. Pat will give them Jared's number and we'll get them ordered.
Jared motioned to adjourn and Troy 2nd the motion.
