BICKNELL TOWN COUNCIL MEETING 10 SEPTEMBER 2018 7:00 P.M. (This meeting was originally scheduled for 6 September 2018, but not enough members could be there to make a quorum, so it was rescheduled for tonight.) I. ROLL CALL Mayor Noreen Johnson called the meeting to order at 7:00 p.m. Council members present were: Kerry Stevens, Brian Brill, Brigg Blackburn and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to make his report. II. APPROVAL OF MINUTES The minutes of 2 August 2018 were reviewed. Brian made the motion to approve them. Weston seconded, all ayed. III. BUSINESS Planning/Zoning Compensation Resolution. A resolution was presented for compensation for the Bicknell Planning/Zoning Commission. It stated that each member of said commission would be paid $25 per meeting in attendance, with a maximum amount of $50 per month. Brian made the motion to adopt the resolution. Brigg seconded, all ayed. Fire Hydrant Restriction Resolution. The resolution stated that no one could use the fire hydrants without permission of the town council and mayor, and if given permission the water would be metered. Anyone taking water from the hydrants without permission will be fined $150 for the first offense, and the fine will double each time thereafter. The Wayne Fire Department is the exception to this resolution, they may use the water when needed to fight a fire, prior permission is not needed. Weston made the motion to adopt this resolution, Kerry seconded, all ayed. IV. MAYOR REPORT. Short-term rentals. Mayor Johnson gave each person present a copy of the proposed Short-term rental ordinance the Planning/Zoning Commission have been working on and also an ordinance to establish an official zoning map of Bicknell. Mayor Johnson asked the council to look over the ordinances. There was some discussion about whether a business license was needed for each dwelling, or if one business could have several dwellings under one license. The council all felt that each dwelling should require its own license. The council decided to allow a maximum of 15 short-term rentals in town, which will be corrected in the proposed ordinance. The Planning Zoning Commission is going to have a Public Hearing on the proposed ordinances, this Thursday, 13 September 2018 at 7:00 p.m. in the town hall. Council members were encouraged to attend said public hearing. When this ordinance is completed and adopted the Commission will work on a General Plan for Bicknell. Jeff Albrecht. Mr. Albrecht's wife is having some serious medical issues right now, so he may or may not be to the next council meeting. The council felt he should take care of his family first, then work on the culinary water project. He will keep the mayor informed. Wayne County Public Hearing. Wayne County is having a public hearing this Wednesday at the court house to discussed the inventoried closed roads on the surrounding mountains, this may open up some of the areas that actually do have logging roads already on them. AA Meetings. AA meets on Sunday and Wednesday night each week in the town hall. They are not required to pay a fee. (The town gets the Liquor Fund Money to help compensate for this) When AA first began using the building for their meeting they made an agreement with the town that they would keep the building clean. They have not been living up to their agreement. Members of AA have changed so it was suggested they be contacted and have a representative at the next council meeting and discuss the issues. Main Street Project. The main street projected is not completed and needs to be done. Scott asked the council if they would be willing to help him complete the project in the evenings. It shouldn't take more than a few evenings. The council all agreed to help. Mayor Johnson told Scott to set up a schedule for next week. She would like the projected completed before Scott goes on vacation next month. New Generator. The new generator that will be purchased with a grant from the Special Service District will be shipped on the 11th of October and should arrive in Bicknell about the 18th. Scott has a pad ready for it by the Brinkerhoff Springs. Land Use Training. Mayor Johnson and Weston Johnson attended the on line land use training on August 25th. They said it was very informative. Tree in Asphalt. There is a sucker tree growing through the asphalt by Doug Jones's that needs to be removed. V. MEMBERS/STAFF REPORTSScott's Report. Scott reported the mountain springs are producing 25 gallons a minute. The Brinkerhoff spring is still running. Scott has had trouble with the lawn mower and the street mower. The lawn mower is fixed and he is working on the street mower. When the town rented the generator last month during the power outage, Scott had about 100 gallons of diesel put in a tank at the town shed. In order to use this fuel for town purposes he needs a pump on the tank. Kerry said he might be able to locate a used one from the Forest Service, he will look into it.
