Call to Order -Mayor Lynn Chamberlain; Pledge of Allegiance-Justin Sip; Invocation-Paul Heideman ; 2. Disclosures and Declarations of Conflict from Council Members 3. Requests for Statement of Belief B. PRESENTATION: 1. DC Young to present awareness of the Alpha-1 Antitrypsin Deficiency a genetic condition, and request proclamation by Toquerville City to declare November as Alpha-1 Awareness month. C. STAFF REPORTS AND UPDATES: 1. Ash Creek Sewer District Representative 2. Fire District Representative, Merlin Spendlove 3. Planning Commission Chairman, Manning Butterworth 4. Public Works Director, Lance Gubler D. BUSINESS: Council Discussion followed by public input after each item. Please limit 90 seconds per person and two minutes per organization. 1. Discussion of Resolution 2018.XX-National American Indian Heritage Month. 2. Discussion of Engineer Expenditure-Revision of Standards and Specificiations Manual. 3. Discussion of City Code Title 3-Business and License Regulations. 4. Discussion of Modifications to Policy and Procedure Manual. 5. Discussion on Rocky Mountain Power Street Lighting Facilities Purchase and Sale Agreement. 6. Discussion of Street Expenditures-Chip Seal Project Overage. 7. Discussion of Ordinance 2018.XX - Special Event Business License. 8. Discussion of Ordinance 2018.XX - An ordinance revising and restating in its entirety Sections 3 and 4 of Chapter 17 of Title 10 as well as amending Chapter 3 of Title 4, and Chapters 2, 9, 10, 12 and 22 of Title 10 of the Toquerville City Code for the purposes of eliminating the concept of bed and breakfast transient lodging use and bringing their regulation under the umbrella of amended and expanded regulations regarding the nightly rental of dwellings within the city.
