PUBLIC NOTICE is hereby given that the Board of Duchesne County Commissioners will meet in special public session on Monday, October 01, 2018 in Conference Room of the Duchesne County Centennial Event Center, 60 West 400 South, Duchesne, Utah commencing at 6:00 P.M. Public Hearing - NOTICE OF INTENTION TO ESTABLISH GATEWAY RECREATION AND WELLNESS DISTRICT NOTICE IS HEREBY GIVEN that, a petition has been filed with the legislative body proposing the creation of Gateway Recreation and Wellness District a special service district. The special service district shall provide the service of the operation of a recreation district. DESCRIPTION OF THE PROPOSED DISTRICT The district shall have the following boundaries: Beginning at the Northwest Corner of Section 22, Township 2 South, Range 9 West of the Uintah Special Base and Meridian which is on the boundary between Duchesne and Wasatch Counties; Thence Easterly 8 miles to the Northeast Corner of Section 23, Township 2 South, Range 8 West; Thence Southerly 6 miles to the Northeast Corner of Section 23, Township 3 South, Range 8 west; Thence Easterly 11 miles to the Northeast Corner of Section 22, Township 3 South, Range 6 West; Thence Northerly 2 miles to the Northwest Corner of Section 11, Township 3 South Range 6 West; Thence Easterly 2 miles to the Northwest Corner of Section 7, Township 3 South, Range 5 West; Thence Northerly 5 miles to the Northwest Corner of Section 18, Township 2 South, Range 5 West; Thence East 1 mile to the Northeast Corner of said Section 18; Thence South 1 mile to the Southeast Corner of said Section 18; Thence Easterly 3 miles to the Southwest Corner of Section 14, Township 2 South, Range 5 West; Thence North 1/2 mile to the West 1/4 Corner of said Section 14; Thence Easterly 2 miles to the East 1/4 Corner of Section 13, Township 2 South, Range 5 West; Thence Southerly 1.48 miles to the Northwest Corner of Section 30, Township 2 South, Range 4 West; Thence Easterly 2 1/2 miles to the North 1/4 Corner of Section 28, Township 2 South, Range 4 West; Thence South 1/2 mile to the Center 1/4 Corner of said Section 28; Thence Easterly 1 1/2 miles to the East 1/4 Corner of Section 27, Township 2 South, Range 4 West; Thence Northerly 1 1/2 miles to the Northwest Corner of Section 23, Township 2 South, Range 4 West; Thence Easterly 2 miles to the Northeast Corner of Section 24, Township 2 South, Range 4 West; Thence Southerly 6 miles to the Northeast Corner of Section 24, Township 3 South, Range 4 West; Thence Easterly 2 miles to the Northeast Corner of Section 20, Township 3 South, Range 3 West; Thence North 1 mile to the Northwest Corner of Section 16, Township 3 South, Range 3 West; Thence Easterly 4 miles to the Northeast Corner of Section 13, Township 3 South, Range 3 West; Thence Southerly 8.87 to the intersection of the East line of Section 25, Township 4 South, Range 3 West and the South boundary line of the Uintah Special Meridian; Thence Southerly and Westerly following said Meridian Line 51.83 miles to the Duchesne and Wasatch County line; Thence Northerly and Westerly along said County and Meridian Line 3.85 miles to a point in Section 3, Township 7 South, Range 9 West; Thence continuing along said County and Meridian line, Northerly 12.63 miles to a point on the North line of Section 3, Township 5 South, Range 9 West; Thence West 0.24 miles along said Township, County, and Meridian line to the Southwest Corner of Section 34, Township 4 South, Range 9 West; Including Duchesne City Thence Northerly 15 miles along said County and Meridian Line to the POINT OF BEGINNING. Containing 598802 acres, or 936 sq miles more or less. PROPOSED SERVICES The district will be authorized to provide recreation services within the boundaries of the district, together with acquisition of all properties, facilities, equipment and appurtenances therefore. METHODS OF FINANCING AND GENERAL POWERS Pursuant to Utah Code Annotated Section 17D-1-105 the district may annually impose fees and charges to pay for some or all of the services to be provided by the district. It may also annually levy taxes upon all taxable property within the district to provide the proposed services, and exercise any and all other powers set forth in Utah Code Annotated Section 17D-1-105. PROTESTING AGAINST THE CREATION OF THE SPECIAL SERVICE DISTRICT OR AGAINST A SERVICE THE SPECIAL SERVICE DISTRICT IS PROPOSED TO PROVIDE An interested person may protest the creation of the special service district or a service that the special service district is proposed to provide. Each protest shall be in writing, shall be submitted to the Board of County Commissioners of Duchesne County no later than 60 days after the public hearing described herein and shall explain why the person is protesting. A person submitting a written protest may withdraw the protest, or, having withdrawn a protest, cancel the withdrawal, no later than 60 days after the public hearing described herein.
