Lovell Council member Monica Niles was not in attendance. OTHERS Nathan Nielson The following agenda items were discussed: A. Invocation. Warren gave the invocation. B. Adopt Agenda. Adopt Minutes of Town Board Regular Meeting held July 19, 2018. Warren moved, seconded by Dave, to adopt the Minutes of Town Board Regular Meeting held July 19, 2018 as written. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Warren-Aye. Craig-Aye. D. Oak City Day Discussion. The Council discussed a few last-minute details on this. E. Public Comment. There was no public comment. F. Financial Report. The Financial Report was read and approved by Board Action. G. Departmental Reports. Dave Steele. The Mayor first reported that he got the letter back from the Intermountain Power Association (IPA) saying that they received the Town's paperwork as to whom our IPA representatives will be. Dave stated that they said they sent a letter acknowledging the receipt of that document and requesting the Town to acknowledge receipt of that document. This will be done. Had a street light cable go down on the corner just past Second North past the corner (Arnold Talbot). In order to put this back up, there needs to be some major tree removal done. Dave will talk to some tree removal companies and get some bids on this. This line is probably the worst power line on the entire system. The wooden poles are in bad shape and some are tipping. Dave feels it needs to be redone from 300 North back to around 175 North Main (Arnold Talbot) then back on Second West over to 40 West 200 North (James Anderson) and over to 245 East 200 North (old Sandra Mork home). The cost of this project would be at least 50 to 60 thousand dollars. Dave will get a bid on this from Flowell Electric. Dave would also like to move the power line out closer to the road in the area near 55 East 200 North (Brian Coles area). He will talk to the property owners involved to see if they are okay with it. He knows Brian is okay with this. It would be nice if the property owners were okay with going with underground power. Mark Shipley has some trees located in the area that would probably need to be removed. Could either see if the trees could be moved or the Town could pay to replace them. The Mayor pointed out that the Town needs to increase the power rate soon and continue increasing by a small amount annually. Marion Ray Anderson requested power to his home site up the Canyon. It is out of the Town's boundary so this needs to be permitted by Rocky Mountain Power. Dave has actually sent in the petition to Rocky Mountain. Tom Nielson wants power by his pond so he can put in a well. Does the Town want to protest the well? The pond is barely out of the Town's boundary. Is it worth going through the process with Rocky Mountain Power to serve him if it is decided to do so? Dave presented a drawing of the area. Could go off the existing pole if he would be okay with that. Dave Taylor talked to Dave about a leak the Canyon near the Ragsdale property. Dave has not been able to locate the leak. The Mayor reported that he had talked to Town Employee, Nathan Nielson, about this and found that there is a small leak there. The leak will be repaired in the Fall. DeAnn Steele, Town Treasurer, received a letter from the Town's attorney. It was actually all the signed and sealed documentation on the IPA paperwork. Dave wondered if the attorney had sent the paperwork into the IPA also? Karen Lovell stated that she had called the attorney's office and asked his secretary if he had sent the paperwork in and she said she would ask him. If he hadn't done so she would either call or make sure it was sent in. Karen had heard nothing back on this so she figured it had been taken care of. Dave will contact the IPA to make sure they received the paperwork. Warren Rogers. The funeral for Arlene Copeland was held and the grave was filled in. Was informed that Peter Therianos had passed away and that the funeral might be on or before Oak City Days. However; the funeral will not be held until Saturday of next week after all. Warren hasn't heard anything further on the Bald Hill pump project. What is going on? The Mayor said the pump people are being slow so this hasn't gone anywhere yet. Craig Dutson. Got a new battery and new brakes in the dump truck. Smith's had their oil truck in Oak City ready to do the road but the truck had a leak so they will come back next week. Still on a list to receive a speed limit sign. Monica Niles. Monica was not in attendance and had left no report. H. Miscellaneous. Note: The special meeting referred to in the July 19, 2018 Minutes was held but was not an official meeting as it had not been properly Noticed. Therefore, it became an informational meeting only. I. Adjournment. Craig moved, seconded by Warren, to adjourn. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Warren-Aye. Craig-Aye. The meeting adjourned at 8:38 pm. ___________________________________________ Karen K. Lovell, Oak City Town Clerk Approved by: __________________________________ Kenneth Christensen, Mayor
