- The Willard City Council of the Willard City Corporation will hold a meeting on Thursday, September 27, 2018, at the Willard City Hall, 80 West 50 South. The meeting will begin promptly at 6:30 p.m. The agenda will be as follows: 1. Call to Order a. Invocation b. Pledge of Allegiance 2. Business a. Troop 147 - Scouts First Aid Fair b. Terryl Warner, Director Victim Services - Cache County Attorney's Office - Presentation on Cache Achieve Program. c. Chris Breinholt - Jones & Associates - Presentation of 500,000 gallon tank design and possible approval to proceed to bid process. d. Mitch Zundel - Request for approval of Resolution 2018-10 to Create a Box Elder County CRA to fund an upgrade to the Willard City Water System for the Willard Common TOD and authorizing the Mayor to enter into an interlocal agreement with Box Elder County for the CRA e. Planning Commission 1) Zane & Camille Fairbanks - Request to waive curb, gutter and sidewalk for subdivision of parcel 02-051-0013 (55 S 200 W). 2) Randy & Karla Chambers - Request of waiver for curb, gutter and sidewalk for subdivision of parcel 02-047-0131 (61 N 100 W). 3) Review and request for approval of an Amendment to the Develop Agreement Between King Ranch Development and Willard for the Willard Estates Development (Doug Young) dated September 28, 2010. f. Approval of Minutes - September 13, 2018 meeting. g. Financial - 1) Warrants 2) Vouchers 3) Reports 3. Department Reports a. Maintenance Department 1) Purchase approvals b.
