1. Topic-Jeff Albrecht-water study and flood zone
Discussion- Jeff is with Savage Engineering out of Richfield. He would like to write a grant and do water study for Marysvale Town. It has been at least twenty years since a water master plan has been done. He is confident that we will get a 100 % grant to pay for it. It usually takes about three months to complete the water study. The water study looks at the five points of the water system. It looks at the water storage, water distribution, water treatment, and water rights. It develops water option for the future growth and the state requires a water emergency plan. He will develop a plan for the town. The governor has passed a plan that he wants the communities to have a water conservation plan in place. Once Jeff establishes our needs then a plan will be made to meet the needs of the town. Jeff will help prepare an impact fee for future growth. The last thing on the grant is to get the water system mapped.
Jeff didn't know that we needed work on our flood zone. He will research this issue.
Action-Milo made a motion that we approve the plan for Savage-Albrecht to go ahead with the water master plan under the conditions the grant applied for and covers the cost, Gloria seconded, passed unanimously.
2. Topic-Sam and Skyler Steed-subdivisions continue from last meeting.
Discussion-Sam presented the preliminary plan for the subdivisions. The plans have been put in phases to help with the water system. He presented the cost estimates. The infrastructure will be put in but there will not be a grantee for a water meter. A person will buy the lot and then they will apply for a water meter. Mayor Fautin asked about the fire hydrants. Milo said that a fire hydrant would have to be put in every five hundred feet. The mayor said the town would put in the fire hydrants. Sam asked if anyone had any questions about the plan before the discussion moves to the availability of the water. Milo asked if he was willing to put up a bond that is good for two years to guarantee the completion of the project. Sam asked if we have two years to put the infrastructure in and if we don't make that deadline then we can come back in and ask for an extension. Milo said yes. Sam said that we would like the approval from the council tonight and also recognize that they are going to phase the subdivision. The mayor said at this point that Jeff had a little bit he wanted to present to us regarding the preliminary work. Jeff said the town was divided by zones. The upper zone is supplied by springs and lower zone that is supplied by the well. There are 133 connections on the upper zone and there are 177 connections on the lower zone, which the lower zone can pump about 480 gallons per minute when it was created. He said that the state says that every connection you need 800 gallons per day for a water source. This is part of the water master plan that will be done for the town. He figured it out that there are about 17 connections available on the upper zone. Mayor Fautin asked if anyone had any questions for Sam or Skyler about their subdivision.
Action-Milo made a motion that we approve the preliminary plan for the subdivisions that was presented to us and it does not depend on the water availability because we have an obligation to approve something that has been presented that complies with all the rules so I make a motion we approve preliminary plan for these subdivisions, Gloria seconded, passed unanimously.
3. Topic-Chuck and Brooke Eckley-building variance and new water meter.
Discussion- Mayor Fautin said that Chuck and Brooke are on the agenda for a variance but it isn't really a variance they need because everything they need complies with the ordinance. David Pratz reported that they originally were going to build a home and two cabins with no bathrooms in them but now they want to do cabin rentals. David said that it was explained in planning and zoning board meeting that they would need two water meters, one for a residence and one commercial for the cabins. Milo read out of the ordinance book on page 200. It was decided that they could use the same water meter for both structures.
Action-Milo made a motion to grant Chuck and Brooke Eckley one water meter upon payment of the connection fee to provide water for everything on their lot, Gloria seconded passed unanimously.
4. Topic-Fire Department Grant
Discussion-Mayor Fautin reported that Wade has obtained a grant for the fire deptarment for equipment. The mayor said that we need to get the approval of the council that as they get the equipment that the town will pay for it and the town will get reimbursed. The amount would be $10,000.00.
Action-Gloria made a motion that we accept the reimbursement grant for the fire department to buy the equipment as needed, Kristie seconded, passed.
Ann made a motion to approve the bills as presented, Kristie seconded, passed.
Discussion-
Milo asked about our building inspector. Mayor Fautin reported that Gaylen Mathenson is not going to be the building inspector for our town. He will finish up the projects that he has started then Jim Johnson from Panguitch will do the inspections.
Milo said that John Ek got a permit for a barn with no plumbing and now he has plumbing in it. Milo said he thinks he is out of compliance with his building permit.
Mayor Fautin reported that the dance hall is coming along. The roof is completed and the electrical is almost done.
The community garden is planted and everyone is welcome to come and help weed it. It is weeded because the mayor weeded it.
There will not be a 24th of July dance this year. The band couldn't come this year but maybe next year they will come and play. The town will have the fish rodeo, parade, the boy scouts will have their dinner. The mayor would like to promote the parade and have everyone participate.
Mayor Fautin reported on the water system. The upper water tanks ran out of water. The first step was to stop all outside watering. The tanks recovered after some time then the water restrictions went to watering outside on certain days. The lower side of town hasn't had an issue with the well. The weather has been very hot, windy and no moisture.
Mayor Fautin reported that the well that was drilled up in the Marysvale Firemen's Park is not usable. It is not an approved well. Jeff Albrecht did some research on the well and reported his findings that the well is not useable right now at the present time.
Mayor Fautin said that we needed to wait until Jeff Albrecht gets the water study done then the board can make some decisions to get more water sources for the future.
Mayor Fautin has been talking with the EPA on the cleanup work at the Marysvale Firemen's Park. The initial cleanup was $48,000.00. They wanted us to split the cost with the other mine claim owner but she told them that the town couldn't afford it. She told them that the town was expecting to pay around $6,000.00. She is working on getting an agreed amount. She will keep the board informed of the updates.
The meeting was adjourned at 8:30 p.m.
