The planning commission reviewed the comments and made revisions to the proposed ordinance. (See attached revised ordinance.) It will be recommended to the town council on August 9, 2018. Via phone, Eric Torgersen and Scott Chestnut provided answers to questions that arose.
During the revision discussion, it was moved by Tracy and seconded by Aaron that the commission suspend the discussion to address the sign request of Duane Platt. Motion passed unanimously.
Duane presented his sign plan. Questions from the commission revolved around the materials of the sign, the design of the sign beyond the sketch provided by Duane, and the text.
The sign will be a monument sign made of wood. The name of the business will be at the top. The remainder of the text will be on vinyl signs, which will be changed according to the menu offerings of the business.
The recorder ran out of battery power, so the end of the conversation is missing.
It was moved by Donita and seconded by Tracy to approve the sign. Donita, Mike, Richard, Tracy, and Aaron voted in favor. Don and Mary voted against because there was not enough information about the sign text, materials, etc. Motion carried.
Duane was asked to present more information to the town council when he presents to them in August. He should have information such as business name, examples of materials, what will be on the interchangeable canvas 'menus,' etc.
The remainder of the commission agenda was addressed as follows:
It was moved by Tracy and seconded by Don that we approve the June minutes. Motion passed unanimously.
Don reported an ad hoc committee consisting of Mary, Don, Ted Winder and Chip Ward developed a survey to gather thoughts from Torrey Town and Torrey Water District residents regarding various issues related to the general plan. The survey was delivered to residents in the July water bill. The deadline for response is July 20. Responses can come in hard copy form or online via Survey Monkey. These responses will be used to help review and revise the general plan.
Don reported the general plan revision ad hoc committee, consisting of Mary, Don, Steve Bradley, Dan Jensen, Ann Torrence, Aaron Torrey, Aaron Jensen, and Linda Townsend, has met once and will meet 4 more times. A draft general plan will be developed by this group and will be presented to the planning commission by ?
Other comments from commission members
Donita suggested we ask the town council to consider a review and redesign of the town web page, particularly a section devoted to planning and zoning issues.
Mary announced there will be a Main Street Planning Workshop to be held on August 23 from 9 AM - 3 PM and asked for a representative from the commission to attend. Richard said he would do it. Aaron suggested someone outside the tourist business be invited, perhaps Tyler Torgersen.
The next planning and zoning commission meeting will be Wednesday, August 15, 2018, at 6:30 in the DUP building.
It was moved by Tracy and seconded by Aaron to end the meeting. Motion passed unanimously.
