BICKNELL TOWN COUNCIL MEETING
5 JULY 2018
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the meeting to order at 7:00 p.m. Council members present were: Brian Brill, Brigg Blackburn and Weston Johnson. (Kerry was on fire patrol) Connie Durfey was present to record the minutes. Scott was present to make his report. Jeff Albrecht from Savage Albrecht Engineering was present. County Commissioner Dennis Blackburn was also present. Emil Brinkerhoff came later in the meeting.
II. APPROVAL OF MINUTES
The minutes of 7 June 2018 were reviewed. Weston made the motion to approve them as corrected. Brigg seconded, all ayed. The minutes of 14 June 2018 were reviewed. Brian made the motion to approve them, Weston seconded, all ayed.
III. BUSINESS
Culinary Water - Jeff Albrecht. Mr. Albrecht brought copies of the Bicknell Springs Redevelopment Report which Sunrise Engineering developed in 2012. At that time the mountain springs were redeveloped, hoping the town would get more water. They did gain about 10 gallons a minute, but that was all. As Bicknell is looking for more water source, Mr. Albrecht came here to discuss the town's options. There are three: (1) Develop additional Spring Water to Culinary Standards near the Brinkerhoff Springs, to the north and west of the present spring. (2) Pursue a Water Conservancy District Project where the County would supply water to municipals in the area. There appears to be sufficient source on the North end of the county. A regional Water Master Plan would need to be conducted to determine the feasibility of creating a conservancy district culinary water transmission line. (3) Drill horizontal exploration wells in the Sandstone feature near Sunglow, south and west of Town. Deep wells are not recommended as an alternative for Bicknell Town. There is a large amount of water in the first 100 feet of the basin, but there does not appear to be a large amount of water deeper that this level. The council discussed the options. #2 would have to be agreed on by Loa and Fremont, who have the majority of water, this option is probably years down the road. The other two options were discussed, pros and cons of both. It was decided the first thing that needs to be done is to update the Culinary Water Master Plan which was made in 2012. Mr. Albrecht will contact the Division of Drinking Water and see if the town can get a grant for that. Mr. Albrecht thanked the council and excused himself.
Dennis Blackburn, County Commissioner - Fire District. The county has set up Special Service District # 3 (Fire District). From now on this District will be responsible to pay for all expenses for the different fire stations throughout the county. In the past each town has paid all the bills and the county has given them a rent payment each year to help cover the costs. Mr. Blackburn will contact Garkane Energy and have the power bill sent directly to the Fire District. The water bill will also be sent directly to them. If any other maintenance or fuel oil bills come to the town for the fire station, they will be forwarded to the Fire District. Mr. Blackburn thanked the council and excused himself.
Culinary Water Generator. With the fire last week that disrupted the power in our area, the town could not pump water from Brinkeroff Springs into the tank. There was only 29 gallons of water coming from the mountain springs into the water tank, with the balance of water needed being supplied from Brinkerhoff Springs. This put Bicknell's ability to furnished water to the town in a very precarious situation. There is no hook up for a generator at the spring to provide the necessary power in case of an emergency. There are generators to rent, in case of such an emergency, but the town will have to put in a transfer switch. The estimated cost of said switch is $4200. It is critical for the town to be able to furnish its residents with water and also to be able to pump water for a fire if there is a power outage. After much discussion Weston made the motion to buy the transfer switch, Brian seconded, all ayed. The council will keep their eyes open at Government Auctions and State Surplus to see if a generator can be found at a bargain price. The rental for a generator for a week is about $730
Park Fee. The council discussed the possibility of raising the rental for the town park. Right now the town charges $25, with a $50 deposit. Torrey Town charges $75. Connie found out Lyman Town charges $25, Loa Town $10, and Hanksville doesn't charge anything, unless the fire station is used too. The council determined no raise for rates would be done at this time.
IV. MAYOR REPORT.
1% transient tax. Mayor Johnson said it is possible for the town to set up a 1% transient tax . She wasn't sure what the process for doing that is. She will look into that.
Building Permit. The county has been giving the town some flack about their building permits and forms, so the town has ordered their own forms. They are exactly like the county's, but with Bicknell at the top of the page. From now on, persons wanting a building permit application for Bicknell will have to come to Bicknell for the form.
Mark T. Elmer. Mayor Johnson was informed that Mark T. Elmer is considering buying Lila Johnson's property and wants to set up a double decker food truck/resturant bus accommodating seating for 26. The council would have to have more information before approving such a business. It would have to be determined if business would be mobile, if it had restroom facilities, if a culinary hook up would be necessary, and so forth. Mr. Elmer will have to come before the council and explain what he wants to do, so the council can discuss it.
Trailers. There is a travel trailer set up outside of Michael Blackburn's basement rental house. There is a power cord connected to it. It is unlawful in Bicknell for a trailer to be set up and lived in on any property, except in a designated trailer court. The only exception is if someone is building a home and stays there temporarily, while the home is being built, with permission from the town. A letter will be sent to Mr. Blackburn instructing him to remove the trailer. Stella Edward's son is back in town and may be living in a trailer on her property. This will be checked out, if so, a letter will be sent to her also.
V. MEMBERS/STAFF REPORTS
Brian Brill. Brian said the service window inside the park pavilion gets slid up so far, that access to closing it is very difficult. Scott said he use to have a block of wood glued onto it so that couldn't happen, he will look into it. Brian also told Scott the door on one of the restrooms still needs to be installed and the toilet fixed. There is a town party on the 24th of July, so this needs to be done by then. The playground at the park needs some more sawdust/chips. Noreen will contact the School District to see where they got theirs from and the cost.
Brian informed the council he is going to have a community event, Hot Rods & Classics, on 4 August 2018. It will be in and around the theatre. He would like to have permission from the town to close center street from main street to 1st north, alongside of the theatre to display the vehicles and have some vendors. He will be showing 2 different hot rod movies. It will be just for that one day. Connie will contact ULGT, who the town's liability insurance it through, and see if they can umbrella the event with the town's policy or if he will have to have his own insurance.
Scott's Report. Scott reported that the mountain springs are producing 29 gallons a minute. Brinkerhoff Spring is pumping to fill the gap. The county has fixed the leak at the swimming pool. Scott filled the pool with water, it took 215,000 gallons. Scott took an investigative water sample and it was okay, so he will take the official one and deliver it to Richfield when he returns the rented generator. Because of the emergency with the power outage and water situation, Scott informed Jackson Excavation that for the present, they cannot use any culinary water to fill their trucks from the fire hydrant. Scott suggested for future use, a meter be put on the fire hydrant, so that there will be an accurate amount of gallons billed. A 3' meter will be ordered for that hydrant. Scott said occasionally someone uses the fire hydrants without getting permission from the town. He suggested the town instigate a fine to stop such usages. During the emergency with the power outage and water situation, Scott informed Lee Taft that he would have to choose between running his car wash or making ice, he couldn't do both. Mr. Taft chose to close the car wash. (He has been given permission to turn back on his car wash)
