TOWN COUNCIL MEETING July 12, 2018 7:00pm PRESENT: Mayor Jesse Campbell, Doug Nowell, Marty Anderson, Troy Campbell, Steve Healey, Edward Payette, Daniel Allen PLEDGE OF ALLEGIANCE: Marty Anderson PRAYER: Troy Campbell MINUTES: Minutes for the June meeting were read. Marty motioned to accept them and Doug seconded the motion. The council was unanimous. MAYORS UPDATES: Watershed meeting report attended by the mayor, Haley and Marty. They are looking for money on the Flat Canyon project through NRCS. They are putting plan together and once a plan in is place, they will see if they can get funding. There were over 80 applicants across the country, they chose nine and the Flat Canyon project was one of the nine. They asked the neighboring towns if there were any projects that could go on their list and would be blanketed under their studies. The mayor, Haley, and Marty talked to them after the meeting and discussed the town being on the flood plain. They took a list of the town's concerns. If accepted they would pay 100% of costs for flood mitigation. A map needs to be printed and sketched with areas of concern. Change town council meetings to Thursday. Doug mentioned it needs to be advertised in the newspaper. The town needs to find someone willing to take over the fireworks for Gary Washburn. He has been doing it for 35 years and is done. ROADS: The GMC needs new tires. Steve said he should be okay for a month, but they need to be replaced. The mayor said he would look into tires. PLANNING COMMISSION: Edward Payette was welcomed as a new member of the planning commission. Brad and Amanda Carter are building a new fence. Amanda met with Peggy and got it okayed, the mayor will sign off on it. Doug mentioned storage containers around town that did not get building permits. It is a county ordinance. Jason Mackelprang will be at the August 1st meeting to talk about county ordinances, and what the town should do. CEMETERY: The cemetery grant was approved for $6,100. Gina is sending the paperwork in for the application and vendor number. It is a reimbursement grant, so all cemetery expenses need to be tracked. Doug talked to Gina who had talked to Alison Leavitt and suggested that a computer be bought for cemetery purposes only, along with the Generations program. BUILDING: PARK: Daniel Allen presented the Tree City, USA program. Daniel is our Urban Forester and resource for tree help, even if we do not do the program. Trainings are available to become certified arborists. Grants are available through this program to help get more trees in town, or to take care of the trees that we have. The requirements for becoming a Tree City, USA are to have a tree board or department, writing a tree ordinance, budgeting $2 per capita for trees, and holding an Arbor Day. The mayor liked the program, but was worried about budgeting money. Marty mentioned that he would look into the budget and Daniel said money that we are spending on trees now could be used towards that budget. Applications are submitted in December, after the four requirements are met, and approved in January. If the town waits to do it, it would be postponed until next December to submit the application. Daniel said he would help get the requirements met and would keep in contact with Marty and Jared. WATER: The mayor asked Steve if the town needed to put up water restrictions. Steve said that the water is still good and to hold off. Mr. Johnson was going to come Friday and check the well with Steve to check the water level. The well is pumping between 1200-1500 gallons a day.The spring is running about 55-60 gallons per minute. The upper tank is still averaging 10-11 feet. Steve checked for a leak at the Avis's house again, there was no leak found. The water meter between the neighbor and Edward Payette's house was checked. It belongs to Payettes. MISCELLANEOUS: Natalie Campbell was welcomed as the new part time clerk. The mayor made notice that Haley Obray and Marty Anderson were the hiring board. 4th of July was a success, Steve mentioned we forgot to put the donation jar at the Flying U for fireworks. The mayor wondered about the total revenue and expenses, but there was not a total yet. The mayor noticed a gate on the canal and wondered if it was okay. It's not a town issue and should be checked on by the canal company. Doug mentioned a new tax bill being passed by the state to collect tax on online sales. It would collect tax through the state and give the money back to the towns. The budget hearing for the town's new tax increase will be in August to approve the new budget. Troy motioned to adjourn. The mayor seconded it. The council was unanimous. Natalie Campbell Clerk
