East Carbon Planning and Zoning work meeting: In attendance: Jennifer Carter, Patricia Heady, Rayleen Hardy, Miranda Robinson, Bob Martinez, Michael Bryant. Called to order by chair Jennifer Carter at 6:02 pm. Committee discussed whether or not chapter 17 'Property Maintenance Standards' is redundant because of the fact that the EC ordiancne #2018-01 'Nuisances', passsed by the EC City Council, has many of the same sections included in it. Patricia Heady expressed concern with 17.3.4 which states that any zoning administrator shall carry proper ID when reviewing or investigating property. The EC nuisance ordinance states that the code enforcement officer will be an employee of the city. If a member of the Zoning Commission is asked to be a code enforcement officer, he or she should be compensated for their time. It was decided by the commission to forgo discussing chapter 17, 'Property Maintenance Standards' and accept the city's nuisance ordinance instead of chapter 17. Mike Bryant from the county reviewed the correct procedure for conducting a public hearing. It should be formal and use correct rules of order. All comments from the public and commission members need to be addressed through the chariperson. By our next meeting committee members were asked to review any changes to our notes included with the chapters already discussed by Planning and Zoning before presenting to the city council for approval. Next work meeting scheduled for July 23, 2018, with the next public hearing tentaviely scheduled for August 22, 2018. Motion to adjourn by Patricia Heady at 6:37 pm 2nd by Rayleen Hardy.
