Motion by Mr. Pitcher, seconded by Mr. Schofield to approve the minutes dated May 15, 2018. All voted in favor of the motion. 3. Discussion/action on one (1) lot subdivision by Steve Slater at 2660 West 200 South. This property is zoned A-1 and located on an existing road with utilities. The developer proposes a minor lot subdivision with one (1) new lot. The proposed use conforms to the General Plan. Steve Slater addressed the Planning Commission and said that after reviewing the City Engineer's memo dated June 19, 2018, he has an issue with some of the requirements. He reviewed the issues before the Planning Commission. Motion by Vice-Chair Meyerhoffer to approve this subdivision application contingent on the following: 1. Compliance with requirements of the City Engineer. 2. Compliance with affected entity, staff, and agency requirements. 3. Plan and development to conform to Municipal Code requirements. 4. Adequate water shares to be provided. Motion seconded by Mr. Neal. All voted in favor, none opposed. 4. Public Hearing - Update to the Marriott-Slaterville General Plan. Motion by Vice-Chair Meyerhoffer that we leave the Public Meeting and enter a Public Hearing regarding the update to the General Plan. Motion approved unanimously, Public Hearing in session. Staff reviewed a power point presentation on updating the General Plan consisting of procedure and state law. The General Plan addresses long range planning for the entire community and will contain the state required elements and other long-range planning topics. The current map is available online. The City contracted with Rural Community Consultants to prepare a draft updated plan and present it to the community. Comment from this Public Hearing will be sent to the consultant who will soon commence the update. There will be an additional Public Hearing before adopting the updated General Plan. Vice-char Meyerhoffer asked for comments from the public. Gerald Bischoff, resident, feels it is critical how we manage our open spaces and preserve them as much as possible. Cluster subdivisions result in smaller lots and provide additional open space. We need to make sure this does not take away from our rural atmosphere. He would like the City to be wise in developing commercial areas. He thinks existing developments have been planned very wisely. He would like more attention to proper placement of curb and gutter so that it is not in areas where it will not be needed. He suggested creating an open space recreation area and using irrigation ponds for community fisheries. Lastly, he would like to see the City ensure that the developers live up to their commitments. Scott Taylor, local veterinarian, wants to have his property placed in the General Plan under a commercial zone rather than the current A-1. This would help keep the local roads less busy and preserve the rural residential areas. He feels like the Willard Canal lends itself to being a natural buffer between commercial and residential zones. He said he has no plans at this time to sell his property for commercial development, but he thinks the demand for commercial development will increase as the BDO continues to grow. Danny Brown, resident, supports the original of the City to keep our the community rural and maintain one (1) acre lots minimums rather than letting them become smaller. He is disappointed with the open areas because they end up being situated behind cluster subdivisions. He would like to maintain larger lots and confine commercial development to the areas presently planned for commercial. Also, recreational areas should continued to be crated and improved. He feels that the majority of the residents in the City want to live in a rural area. Brent Perkes, resident, commented that the traffic is becoming terrible. He feels that we will have to look at other main roads in the future due to the increased traffic. He thinks that if we extend 2nd Street through the BDO that will help alleviate some of the traffic on our roads. He also asked if there was some way we could incorporate a requirement that the subdivisions have a rural entrance rather than a typical 'subdivision' entrance. Orma Bischoff, resident, agreed with Mr. Perkes, suggesting that they install a round-about on 400 North and a new road on 1200 West at 2nd Street to help alleviate the traffic. Carl Parker, resident, said he feels it would be a good idea to follow through with the proposed plans of making safer and remove the road curves on Pioneer Road due to the traffic. Dennis Miller, Mr. Parker's son, asked about the Pioneer Road project. Staff responded that at this time the city does not know when the next phase will occur or even exactly how it will change. Mr. Miller feels that the road planned to the north of Pioneer Road behind the Butler and Coleman residences is the best plan rather than trying to revamp the corner. Barbara Brown, resident, said she is in favor of maintaining our rural community. She is opposed to more commercial development. She would also like to see a traffic light installed on 700 South and 1900 West. Staff noted that this intersection is under the jurisdiction of UDOT. Jennifer Coleman, resident, said she thinks people fear the Phase II project on Pioneer Road because it create change. She feels the curves should be eliminated and a traffic light installed for safety. Rob Smout, resident, reflected on the comments made tonight which indicate that as a City we want to maintain our rural atmosphere. He recommends not to make any significant changes to the General Plan. He understands that the City need to update it, but pointed out that we do not have to make significant changes. He personally likes the current plan and the larger lots, but suggested that an entire acre does not have to be manicured. No further public comments were offered. Motion by Mr. Schofield to close the Public Hearing and reopen a Public Meeting. Motion seconded by Vice-Chair Meyerhoffer. Mr. Morris said staff will review the comments made and submit them to the consultant. Anyone who want to make comment after this meeting is free to email comments to them to Elijah Brandley at elijah@mscityut.org. Comments should be made before August 1, 2018. Staff responded to some questions raised during the hearing and other that are commonly received at the office. First, UDOT controls state roads such as 1900 West (S.R. 126), including installing traffic signals. Residents can contact UDOT to request widening and signals for state roads. Second, it was indicated that 1200 West is planned to be widened from the Farr West border south to 400 North in 2023. Third, Pioneer Road - Phase I will commence soon and be completed over a 2 year period to allow time for the fill in the relocated road to settle. Next, the 17th Street is in designed with the committee of resident and will begin after sometime after the 1200 West project is completed. Further, it was noted that one-third (1/3) of the City is within the FEMA Flood Plain and is not developable. Lastly, another Public Hearing will be held within the next few months, with another one to follow, before any changes occur. Mr. Schofield felt we should note that this General Plan update is to bring the code to the new state law. Vice-Chair Meyerhoffer thanked the public for attending the meeting. 5. Commission and staff follow-up. The trailer on Sean Hart's property is in the process of being moved. He has been served with a lawsuit but has not yet responded. Homeless people are moving back in behind Old Castle so staff will reach out to the Railroad Police and ask them do a sweep of the area. 6. Adjourn. Being no further business, the meeting adjourned at 7:55 P.M.
