APPROVAL OF JUNE 12, 2018 MINUTES:
Councilmember Jonathan Jones moved to make a motion to accept the minutes of June 12, 2018 as corrected. A second was made by Councilmember Micheal Stringer. The vote was unanimous, motion carried. (1st Motion)
WATER WORK SESSION MINUTES:
Councilmember Katrina Long moved to make a motion to approve the minutes of June 12 for the Water Work Group, with a second by Councilmember Frank Riding. Vote unanimous, motion carried. (5th Motion)
PLANNING AND ZONING:
Planning & Zoning Chair Lynn Ingram presented information on their monthly planning meeting held on June 26, 2018 at 5:30 p.m. as follows: Discussion and Possible action Items - Mike Kay Accessory Building, & Jeff Kay - building permit.
Ingram presented J.M. Kay Construction application for a building permit, lot 13, in the High Meadows Subdivision, location 713 E 50 S and recommended the council approve by motion a building permit for J.M. Kay Construction as presented. Councilmember Jeffrey Hearty moved to make a motion to issue a building permit to J.M. Kay Construction as presented, with a second by Councilmember Micheal Stringer. Vote unanimous, motion carried. (6th Motion)
Lynn then presented another building permit application from Mike Kay for an accessory building, location 200 S, across 200 West that would cover up a proposed roadway. Lynn told the council they did have some concerns that the location will cover

that proposed roadway and asked the council's opinion. Ingram highly recommended not putting the building at the location Kay designated, since there are plenty of other locations on the property where the building could be built. Ingram told the council Planning & Zoning is not denying Kay a building permit, the problem is the location; their concern is simply that the building will cover up a proposed roadway. He then asked the council; do you want to dedicate this as a dedicated projected roadway? After some deliberation from the council and Lynn Ingram, Councilmember Micheal Stringer moved to make a motion to approve the building permit for Mike Kay with the condition he change the location and build outside the roadway; with the council's decision to designate that road as a dedicated projected roadway, with a second by Councilmember Katrina Long. Councilmember Jeffrey Hearty voted no on the motion. Motion carried, (7th Motion)

DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT:
Director of Finance Everd Squire: Mayor William M Mills presented The Mona City Disbursement Listing for checking dated 06/13/2018 to 06/21/2018; the report was approved as presented with no questions.
Mayor Mills asked council approval for Greg Ogden City Auditor to conduct the Mona City 2018 audit report. There was no motion on the request, voice approval only to allow Ogden to do the 2018 audit report. Council approval granted.
Mayor Mills then asked for a motion to approve Mona City General Plan Agreement between Mona City and Urban Planning International, LLC.
Councilmember Jeffrey Hearty moved to make a motion to approve the Mona City General Plan Agreement between Mona City and Urban Planning International, LLC. , with a second by Councilmember Jonathan Jones. Motion carried, vote was unanimous. (2nd Motion)
COUNCIL BUSINESS:
Mayor William Mills presented one fence permit for Mitch Frasers, 178 W 600 S. This will be a single family vinyl corner lot fence, Mayor Mills told the council, and then asked for a motion. Councilmember Jonathan Jones moved to make a motion to allow a fence permit for Mitch Frasers as described above, with a second by Councilmember Frank Riding. Motion carried, vote unanimous. (4th Motion)
One Solicitors License was presented for Martins Books, an Educational Books & Software Company owned by Martin Logins at 1968 Rainbow Road, Santa Clara, Utah. Mayor Mills asked for a motion to approve the above Solicitors License as presented. Councilmember Jonathan Jones moved to make a motion to approve the above Solicitors License as presented, with a second by Councilmember Katrina Long. Vote Unanimous, motion carried. (3rd Motion)
MONA CITY COUNCIL MEETING JUNE 26, 2018

Councilmember Jeffrey Hearty: Told the council he had a conference call with Travis, Paul and another gentleman, in reference to their CIB application, they wanted to make clear on what the city wants, they have set up questions that might come later. They have set a July 5th CIB board meeting in the Salt Lake City office, which Councilmember Hearty plans to attend to prove the cities case.
After their discussion, Councilmember Hearty felt they have a favorable recommendation from all the necessary parties, to fund the cities Grant Application. The funding itself will be approved in October. Councilmember Hearty doesn't feel that should be problematic. In the agreement when the General Plan is completed the city will pay for it at that time, with no money up front, one lump sum, Hearty told the council.
Councilmember Jonathan Jones: Don Yates will be the Grand Marshall for the parade; things are rolling along with the parade line.
They will hold a Table Top Exercise on Thursday July 5th. The location is unknown at the present time. If there is interest, let him know.
They are still working on the water rate plan, again, Councilmember Jones said the meters are a high priority, making sure they are all working and programmed.
He talked with Gordon Young and Kevin Stanley in regard to the leaks at the Pioneer Cabin and cemetery.
Councilmember Katrina Long: The Pioneer Celebration planning is coming along fine; she has some good helpers on the committee.
They are waiting until July 1st to order supplies.
Mayor Mills ended the council session by telling the council he has hired help for Tony Openshaw with mowing the roadways & etc.
Mayor Mills addressed the issue on alcohol and tobacco use along with drug use in and near the city center, park and office area. Mayor Mills suggested purchasing signs stating alcohol, tobacco and drug free zone. These signs are to be placed around the city center and park.

There were eight (8) motions voted upon and passed, a motion to approve the June 12, 2018 minutes, a motion to approve the Mona City General Plan agreement between Mona City and Urban Planning International, LLC, a motion to approve a Solicitors License Request, Martin's Books, Educational Books and Software, location is 1968 Rainbow Road, Santa Clara Utah, a motion to approve a single family fence permit for Mitch Fraser at 178 W, 600 S , a motion to approve the minutes of June 12 Water Work Group Session, a motion to approve a building permit for J.M. Kay Lot 13 at 713 E 50 S, a motion to approve a building permit with for Mike Kay with restrictions, a motion to adjourn this meeting of June 26, 2018.
PAY FINANCES ADJOURNMENT:
Councilmember Katrina Long moved to make a motion to pay the finances and adjourn, a second was made by Councilmember Jeffrey Hearty, all were in favor, the vote was unanimous, motion carried. (8th Motion) The city council meeting was then adjourned at 8:42 p.m., with no further comments.
