Minutes for the April 10th town council meeting were presented for approval.
Councilmember Pace made a motion to approve the minutes for April 10, 2018
Councilmember Yates seconded the motion. The voting was unanimous in favor
of the motion.
Item#1 Micha Capener was present to discuss the Elwood Acres subdivision. He gave the
Engineer's report and they have determined that they cannot afford the $273,000.00
required to build the road necessary for all 10 lots. He proposed that they forgo two

of the lots and the road, and plan on building on just 8 of the lots which would
necessitate another engineer's report which he will secure.
Councilmember Yates made the suggestion that perhaps they should wait to make
a decision on the matter until a new plat map had been drawn up. Steve Woerner
expressed the opinion that it could be kept the same but there would be no approval
given for building permits for the other 2 lots.
It was determined that the water drainage issues would need to be resolved. The
town requires 1/2 share of water for each lot and there is no secondary water system
in place at this time. Chris White from Hansen Engineering wants the approval of the
Elwood Drainage District and the ditch owners.
Kathryn Bodrero added some comments regarding the subject.
Mayor Nelson made the point that an upgraded escrow report would be necessary
before building permits would be issued. When asked by the Mayor about financial
arrangements, Mr. Capener said it was coming from private investors.
After the discussion, Councilmember Yates was satisfied with the 8 lot proposal and
made the following motion: To approve Elwood Acres 10 lot subdivision excluding
lots #7 and 4 and providing that we get the escrow amount approved by Chris White
and providing the ditch company and the Elwood Drainage District both approve.
The motion was seconded by Councilmember Pace and approved by all members of
of the Council.
Item #2 Cynthia Nelson-Proclamation Regarding Neurofibromatosis Awareness Month.
Cynthia Nelson was not present but Mayor Nelson made note of it.
Item #3 4th of July Celebration Survey
Councilmember Pace made a report to the Council on the Elwood 4th of July Survey.
In answer to a question by Councilmember Yates as to how it was distributed, he
mentioned them and stated that the response was good with suggestions of things
that could be eliminated from past years and new things that could be added, some
of which were a Dutch Oven cook off, horse shoe toss, bean bag toss and Bingo.
There was some interest in extending the activities later into the day.
Councilmember Pace also reported that he would be chair the event and that
volunteers were already in place. Councilmember Yates made the comment that in
the past the Town Council members had been in charge of the cleanup after
breakfast.

Item #4 Budget. Steve Woerner reported that the cost of a new mower would be $9400.00.
He also reported that he was still working on the tractor trade issue. The road bids
are still undecided. Councilmember Yates reported that the cost of sewer cleaning
is 45 cents per foot.
Item #5 Town Hall Addition
The topic of the addition to the Town Hall was discussed. It will be a 25x30 addition.
There was some discussion regarding the location of the rooms in the addition
initiated by Councilmember Pace. The added space will be 100-150 square feet.
The cost of the project was also discussed. According to Henry Thompson, a local
builder, the average cost is about $140.00 per square foot which would add up to
about $100,000.00. In answer to a question by Mayor Nelson about the cost to draw
up plans for the project, Councilmember Yates told him what the estimate would be.
He also told the Mayor that he would update the plans and send them to Gina.
Several building options were discussed. Bids for the project would be let out. Steve
Woerner suggested that the town could be their own contractor and sub out the
work.
At this point in the meeting, Mayor Nelson asked Planning Commission member, Kathryn Bodrero if the subject of secondary water had been discussed with the Commission and asked her to bring it up them and Gil Miller, the Town Planner.
This led into further discussion about the Highland Ditch project and how it might affect a
secondary water project for the town. The need for a secondary water plan for the town and various routes were discussed including 4800 going south or the one by the Rue Rasmussen property. The Mayor expressed a desire to move on it right away and hopes to collect funds for this purpose.
Other- not on agenda - Chase Burbidge Eagle Project - Elwood Town clean up
Chase Burbidge and his parents Eric and Tricia were present and he made a report
on his Eagle Project which was a town clean up. He said that there was a large
turnout of volunteers to help, including all members of the Elwood Youth Council.
23 large orange bags were collected which added up to 152 hours of donated labor.
Chase presented Mayor Nelson with a board containing a collage of pictures about
the project.
Item #6 Youth Council Report. No one from the council was in attendance but Mayor Nelson
was especially pleased to hear that all members of the Youth Council had showed up
to help with the Chase Burbidge Eagle Project.

Item #7 Planning Commission Report
Kathryn Bodrero was present representing the Commission. She reported that they
are presently working on Definitions and that will be followed by Subdivisions, Zoning
and Home Business License Ordinances. There was some discussion on the location
of a building for affordable housing. The concern was the impact of traffic on the
areas under consideration.
Jeff Starnes has been released from the Elwood Town Planning Commission and has
been replaced by Dakota Nelson. The Planning Commission is in need of more
members.
Mayor Nelson reported that he recently had a conversation with Dave Bingham
regarding the duties of the members of the Commission. Kathryn Bodrero made the
point that because of the lack of people everyone is just pitching in to get the work
done for whatever is needed.
It was noted that Kathryn Bodrero needs an updated copy of the Ordinance Book.
The Council also discussed the desperate need for a Planning Commission secretary.
It is a paid position and the person does not need to be a citizen of Elwood.
Item #8 Sargent Archuleta - Sheriff's Department report - Sargent Archuleta not present
Item #9 Curtis Crouch - Animal Control
Curtis Crouch was not present but several recent dog issues were discussed and it
was noted that the dog clinic held on April 28th was a success.
Water Steve Woerner reported that the water leak at the cemetery has been fixed but the
one on the cemetery road has not been repaired yet.
Sewer The sewer problem on 4400 West has been cleaned out.
Parks Steve said all is well there. Hansen Park is in good shape from the floods last year.
The park will be watered this week.
Councilmember Yates made a report on his attendance at the meeting of the League of Cities
and Towns. He reported while in attendance he had a discussion about high speed internet service with a man representing Utopia who told him that they would do a feasibility study for the town. It was decided that Councilmember Yates would contact him and invite him to attend the Town Council meeting in June.
Councilmember Nelson made a motion to adjourn the meeting seconded by Councilmember Pace and the remaining council agreed. The meeting adjourned at 8:15 p.m.
