PANGUITCH CITY COUNCIL MINUTES June 12, 2018 CITY COUNCIL - 6:30 P.M. PANGUITCH CITY OFFICE 25 SOUTH, 200 EAST PANGUITCH, UTAH 84759 ____________________________________________________ Those present at the City Council meeting were Mayor Pro tem Trudi Owens, City Recorder Tyrissa Howell, City Attorney Barry Huntington, Council Members Lloyd Brinkerhoff, Alan Johnson and Paul Dastrup. Mayor Kim Soper and City Manager Lori Talbot were in attendance by conference call. Council Member Rick Miller was absent. Others present were Sheriff Danny Perkins, Art Cooper, Casey Charles, Cairo Houston, and Troy Evans. The meeting was called to order at 6:30 pm. OPENING CEREMONY Mayor Pro Tem Trudi Owens conducted the opening ceremony. ADOPTION OF THE AGENDA Alan Johnson moved, seconded by Lloyd Brinkerhoff to adopt the agenda. The motion passed with all in favor. APPROVAL OF THE MINUTES Lloyd Brinkerhoff moved, seconded by Paul Dastrup to approve the minutes as corrected. The motion passed with all in favor. OFFICER REPORT Sherriff Danny Perkins stated that things have been busy and they are ready for the Balloon Rally. DONATION -GARFIELD TEENAGE REPUBLICANS NATIONAL CONVENTION Alan Johnson moved to donate $150 each to Garfield Teenage Republicans totaling $600. The motion passed with all in favor. CULINARY WATER ASSET MANAGEMENT PLAN Sunrise Engineering submitted a bid at $30,000. Jones and Demille Engineering submitted a bid at $29,800. Alan Johnson moved, Seconded by Lloyd Brinkerhoff to accept Jones and Demille's proposal as the lowest bidder. The motion passed with all in favor. BASEBALL FIELD DIRECTOR One application was received for the Parks and Recreation Director position. Paul Dastrup moved, seconded by Lloyd Brinkerhoff to accept Rawley Burningham's application. The motion passed with all in favor. VACATION RENTAL - LAURA SCHROEDER/PENNY'S PLACE AT 385 N 100 W Lloyd Brinkerhoff moved, seconded by Paul Dastrup to accept Laura Schroeder, Penny's Place at 385 N 100 W. The motion passed with all in favor. PENDING BUSINESS Bike path - City Manager Lori Talbot talked to Brain Bremner from Garfield County. The County is very busy and will get to the bike path as soon as they can. Blight and Abatements - Mayor Kim Soper is keeping in contact with the owner of the Cameron Motel. The owner of the Patterson house sent keys to the house so that it can be inspected. DEPARTMENT REPORTS/CALENDAR Splash pad - The power has been run. The meter will be going in tomorrow. The FCCLA will rake rocks. Kory has ordered 3 pallets of sod. Markey Englestead will be building a temporary fence around the pumps until a building can be built. Splash Pad USA will be here the end of the week to finish up their work. Rocky Mountain Power has stated that they are at max capacity at night, they would like the splash pad turned off at night. EXECUTIVE SESSION Alan Johnson moved, seconded by Paul Dastrup to enter an executive session with Alan Johnson, Lloyd Brinkerhoff, Trudi Owens, Paul Dastrup, Tyrissa Howell, Barry Huntington, Lori Talbot and Kim Soper in attendance to discuss the Main Street Board. The motion passed with all in favor. Paul Dastrup moved, seconded by Lloyd Brinkerhoff to exit the executive session. The motion passed with all in favor. Alan Johnson moved, seconded by Lloyd Brinkerhoff to enter the regular City Council meeting. The motion passed with all in favor. ADJOURNMENT Lloyd Brinkerhoff moved to adjourn 7:24 pm.
