D. Decide if the Town will Retain Membership in the Utah League of Cities and Town's by Paying the $278.57 Membership Fee. This was discussed. It was decided that membership was well worth the cost so will have DeAnn Steele, Town Treasurer, pay the membership fee.
E. Consideration and Action Regarding Resolution 2018-01 A RESOLUTION AUTHORIZING AND APPROVING THE CARBON FREE POWER PROJECT POWER SALES CONTRACT WITH UTAH ASSOCIATED MUNICIPAL POWER SYSTEMS; THE INITIAL BUDGET AND PLAN OF FINANCE FOR THE PROJECT; AND RELATED MATTERS. The Mayor has concerns about the amount the Town will be liable to pay. The construction cost will be due in about ten years and is over 3 million dollars. They don't even mention what the interest rate would be. Another issue is that if one of the other participants bows out, the other participants will be liable for about 25% of their share of the costs. The Town does need to raise power rates but no reasonable amount of increase would cover such costs. Dave wondered if the Town can't afford this, can it afford anything? He pointed out that there are off-ramps to get out of the contract in the future if desired. The Mayor pointed out, however; that the Town would need to pay the costs incurred even if it backed out of the Project at some point but it does look like the Town's money would be refunded. Craig stated that if the Town doesn't opt in now but wants to later, there is no way to buy in unless there are open shares. There are opens shares at this time but there might not be in the future.
The Mayor pointed out that the Town can go with its current power situation for about the next nine or ten years. At that point, the Town's coal-fired power will probably be gone. Would need to have other options such as buying into something or could start taking the Town's Intermountain Power Plant power instead of laying it off. The Mayor pointed out that the IPP power is available now where the Nuclear power might not end up being an option. The Town is liable for a percentage of the IPP power also which is now being laid off. However; in the future the Town might have to buy the power which might make it impossible for the Town to afford buying this power and being committed to buying the nuclear power also.
Dave stated that he would like to be a participant in the Nuclear Project but he knows the costs are substantial. He doesn't feel that the costs are much different than when the Town bought into the IPP Plant and the Colorado River Storage Project, which are both excellent sources now. The Mayor agreed but the difference for him is that this Nuclear Plant is speculative. They can't promise it will ever be built and the Town would be responsible for the costs up to the time the Project was either scrapped or successfully constructed and in service. Dave mentioned that they are trying to cover the communities as much as possible. One thing is that the Department of Energy is contracted to cover 50% of the licensing fees.
The Mayor stated that he would like to hold off on a decision until someone can come and make things a lot more clear to him. Dave was willing to put it off again and will have someone from Utah Associated Municipal Power Systems (UAMPS) come and go over things, then a decision will need to be made. The Mayor stated that it would need to be a special meeting as he won't be here for June's Regular Town Board Meeting. Dave will contact UAMPS and schedule a meeting for either May 30th or 31st at 6:00 p.m.
F. Consideration and Action Regarding Resolution 2018-02 A RESOLUTION APPROVING OF IPP ALTERNATIVE REPOWERING. Dave passed out copies of the Resolution to the council members. He went through it quickly. Basically the IPA has just changed the size of the project and exactly what they are building.
Dave moved, seconded by Craig, to adopt Resolution 2018-02. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Craig-Aye. Monica-Aye. Warren-Aye.
G. Consideration and Action Regarding Resolution 2018-03 A RESOLUTION APPROVING THE FIFTH AMENDMENT TO INTERMOUNTAIN POWER AGENCY ORGANIZATION AGREEMENT. Dave passed out copies to all the Council members. It was discussed.
Dave moved, seconded by Monica, to adopt Resolution 2018-03. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Craig-Aye. Monica-Aye. Warren-Aye.

Abby Finlinson was chosen for the ground's keeper position. The Mayor will contact her. If she is unable to fill the position after all, will go with one of the other applicants.

K. Departmental Reports.
Warren Rogers.
Went up Oak City Canyon to Dry Creek with Dan Hawley of Jones and DeMille and Nathan Nielson, Oak City Town Employee, to take some water samples up to the springs. These samples appeared very good but were sent to a lab to check for problems not visible to the naked eye. At this time, the Mayor asked Nathan to go up the Canyon tomorrow, if possible, and put all the water, from which the samples were taken, together into the pipes, and take a composite sample. Assuming that the lab finds the water samples good, Nathan and Dan both believe that Dry Creek Canyon can contribute as much water to Oak City Town as the Oak City Canyon does.
The Mayor asked Nathan to talk to Cameron Nielson about the cattle water connection to see if that is off or needs to be turned off.
The Mayor stated that the booster pump will be put in pretty soon. Hoping the water connection owners will do the labor. Will schedule a meeting with all of them and get it planned.
Warren and Nathan inspected the chlorine and water tanks along with a Circuit Rider from the Utah Association of Rural Water Systems. Repairs were needed to prevent a failure from occurring. At Warren's request, the Circuit Rider performed these repairs immediately. Therefore the chlorine injection mechanism should continue to function property for years. They do need some work.
Dave Steele had sent Warren an e-mail from a lady that wanted to know how to get a headstone placed on the grave of her daughter. Warren learned the process from Jeff Lyman, Warren's predecessor on the Oak City Town Council, and sent the lady the information as to what would need to be done and what Oak City would do. Warren is currently waiting for her reply. Warren looked at and marked the spot.
Warren wondered about the Memorial Day Program at the Cemetery. The Mayor told him that the American Legion does most of the program but that the Legion would want Warren to provide a musical number and possibly a speech. Warren will talk to Jeff Lyman, past Councilman, on this.
Craig Dutson.
Getting the truck either Monday or Tuesday. Can put a blade on it to plow snow.
The Mayor asked Craig to see if the County might work out a deal with the Town to grade Lovers Lane. Craig will check on this.
Will start mowing streets probably Monday.
Planted some flowers at the Hall.
The Mayor stated that the Oak City First Ward will be coming up to the Cemetery Monday night to clean the Cemetery.
Dave Steele.
There was a very brief power outage yesterday. (Rough Draft)
Got a call from someone trying to pay their utility bill but they couldn't as the Town's website site was down. Dave contacted the website hosts and left them a message about it. Within about a half hour, it was taken care of.
As far as the website goes however; Dave isn't comfortable maintaining it. Maybe a company should be hired to do this. Infobyts is the site host but their services are a little pricy. The Mayor thought Arvin Finlinson might do it. Dave felt he might not have enough expertise. The Mayor will talk to his son, Mckay Christensen, to see if he can set it up like it should be and then it should be okay to maintain it.
Monica Niles.
Got the Lisa Nielson Playground memorial plaque. The Mayor will advertise that a short ceremony will be held at the Park the morning of Memorial Day for this.
Right after Memorial Day, will get the electrical work done in the Hall at the Town Hall.
Will look into getting new front doors for the Hall.
L. Miscellaneous.
Mayor Christensen.
Will get the benches in at the Park.
Lynn Love sent the Mayor a map showing where the worst puncture weeds are. Nathan has sprayed for weeds.
Next month is the month to adopt the budget so DeAnn is asking for the Council members to get the departmental budgets into her by June 4th.
M. Adjournment.
Monica moved, seconded by Warren, to adjourn. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Monica-Aye. Warren-Aye. Craig-Aye.
The meeting adjourned at 9:52 pm.
