Description/Agenda

The Utah Board of Oil, Gas and Mining meets Wednesday, June 27 at 9 a.m., at the Delta City Municipal Complex Council Chambers located at 76 North 200 West in Delta. The meeting will be streamed live on the Department of Natural Resources YouTube channel with the Briefing Session available at https://youtu.be/YyY_p_mIdXc and https://youtu.be/tjvbzpx8490 Board Hearing. On Tuesday, June 26 the Board will tour mining sites in Millard County. The public is invited to attend but must provide own transportation and lunch. Please contact Board Secretary Julie Ann Carter at 801-538-5340 by close of business Monday, June 25 to RSVP. The tour will depart from the north parking lot of the Department of Natural Resources building located at 1594 West North Temple. The Division of Oil, Gas and Mining will conduct a Briefing Session at 9 a.m.: 1. Drilling and Spacing Unit Surface Location Discussion 2. Other 3. Next Month's Agenda and Division Calendar 4. Opportunity for Public Comment The Board will hear the following Matters at 10:00 a.m.: 1. Docket No. 2018-002 Cause No. 210-06 - In the matter of the Request for Agency Action of STATE OF UTAH SCHOOL AND INSTITUTIONAL TRUST LANDS ADMINISTRATION for an order of the Board requiring ENDURING RESOURCES, LLC, ENDURING RESOURCES II, LLC, and WESTSTAR EXPLORATION COMPANY to: (1) within 30 days file with the Division of Oil, Gas and Mining for wells located on School and Institutional Trust Lands all production and disposition reports for the months from October 2016 through December 2017; (2) within 30 days pay to the School and Institutional Trust Lands Administration all royalty proceeds for the sale of oil and/or gas from October 2016 through December 2017 derived from wells located on School and Institutional Trust Lands located in Section 36, Township 9 South, Range 23 East, Section 16, Township 9 South, Range 24 East, Section 36, Township 10 South, Range 22 East, Section 32 Township 10 South, Range 23 East, Sections 2, 36, Township 11 South, Range 22 East, Sections 2, 32, 36, Township 11 South, Range 23 East, Section 32, Township 11 South, Range 24 East, all in SLB&M; and (3) immediately shut in any wells located on the foregoing lands absent compliance with (1) and (2). (This matter was continued from the April 25, 2018, Board hearing). 2. Docket No. 2018-008 Cause No. 139-155 - In the matter of the Request for Agency Action of EP ENERGY E&P COMPANY, L.P. for an order amending the Board's order in Docket No. 2012-013, Cause No. 139-90 and the Board's Order in Docket No. 2014-035, Cause No. 139-124, and establishing overlapping 640-acre drilling units and overlapping 'lay down' 1,280-acre drilling units, for the production of oil, gas and associated hydrocarbons from the Lower Green River and Green River-Wasatch Formations in: (1) Sections 19-36, Township 2 South, Ranges 4 West through 5 West, U.S.M. and (2) Sections 3-10, 15-22 and 25-34, Township 3 South, Range 4 West, U.S.M., all in Duchesne County, Utah. 3. Docket No. 2018-007 Cause No. 166-10 - In the matter of the Request for Agency Action of WESCO OPERATING INC. for an order authorizing the flaring of gas in excess of the amounts allowed under Utah Admin. Code Rule R649-3-20(1.1) from the Threemile Unit 24-21D Well located in Sections 21 and 28, Township 29 South, Range 22 East, SLM, San Juan County, Utah. 4. Docket No. 2018-009 Cause No. 139-156 - In the matter of the Request for Agency Action of AXIA ENERGY II, LLC for an order pooling all interests, including the compulsory pooling of the interests of certain non-consenting and unlocatable owners, within three 1,280-acre drilling units (or substantial equivalent) established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of all of Sections 14 and 23 of Township 2 South, Range 2 West, U.S.M., Duchesne County; and Sections 27 and 28 and 35 and 36 of Township 2 South, Range 3 West, U.S.M., Duchesne County, Utah. (The Board will consider the recommended findings of fact and conclusions of law generated by the hearing examiner from the hearing on June 20, 2018).
