PUBLIC NOTICE OF MEETING Public notice is hereby given that the City Council of Price City, Utah, will hold a Regular Meeting in the Council Chambers, 185 East Main, Price, Utah, at 5:30 PM on 06/13/2018. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. AGENDA 1. OPENING REMARKS 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL 4. PUBLIC COMMENT 5. OATH OF OFFICE - Swearing in of Brittnie Arroyo as a Community Progress Committee member. 6. UNITED WAY OF EASTERN UTAH - Request for sponsorship. 7. REQUEST TO ACCESS THE 'CARBON HIGH C' FOR REPAINTING - Consideration and possible approval for a group of volunteer local residents to repaint the 'Carbon High C' on Wood Hill. 8. RESOLUTION 2018-08 - Consideration and possible approval of 'A Resolution Adopting the Public Entity Resolution Required By The Utah State Treasurer'. 9. RESOLUTION 2018-09 - Consideration and possible approval of a resolution to appoint a representative and an alternative representative to Utah Associated Municipal Power Systems ('UAMPS'). 10. TENTATIVE BUDGET - Authorization to adopt the Tentative Budget for Fiscal Year 2018-2019, and to set a Public Hearing on June 27, 2018, at 5:30 p.m. in the City Council Chambers located at 185 East Main, Price, Utah, to receive public comment on the Tentative Budget. 11. RESOLUTION 2018-10 - Resolution Adopting the Certified Tax Rate for 2018 of the Price Municipal Corporation. 12. 100 NORTH (SR-55) UDOT BRIDGE DECKING REPLACEMENT PROJECT-Consideration and possible approval of use of $40,000 of Option Sales Transportation Tax revenue for the addition of black power-coated chain link fencing as a betterment to the UDOT 100 North (SR-55) bridge decking replacement project. 13. 100 NORTH (SR-55) UDOT BRIDGE DECKING REPLACEMENT PROJECT-Consideration and possible approval of use of Heritage Park parking lot by UDOT and their contractor as a staging area for the 100 North (SR-55) bridge decking replacement project. UDOT's use of the park would aid in the construction project but would reduce the public's access to the park and its facilities. The estimated need for the park is approximately 5 months. Construction is expected to start in spring of 2019. PLANNING AND ZONING COMMISSION 14. Conditional Use Permit a. PRE-SCHOOL, ART/MUSIC LESSONS LAND USE - Consideration and possible approval of a pre-school and art/music lessons land use at 20 East Main Street within the Commercial 1 (C-1) zoning district, the Artz Center, Jennifer Perkins. CONSENT AGENDA 15. MINUTES a. May 23, 2018 City Council Meeting b. June 1, 2018 City Council Workshop 16. CAREER LADDER PROMOTION - Consideration and possible approval of a career ladder promotion for Grayson Tucker, per memo dated May 31, 2018. 17. CAREER LADDER PROMOTION - Consideration and possible approval of a career ladder promotion for Kelly Gilson, per memo dated June 5, 2018. 18. METER READER JOB CHANGES - Consideration and possible approval of a job change for Bob Whitten and replacing the second full time meter reader position with a part time laborer. 19. PUBLIC HEARING - Authorization to set an Enterprise Fund Public Hearing on June 27, 2018, at 5:30 p.m. in the City Council Chambers located at 185 East Main, Price, Utah, to discuss the budgeted transfer from the Electric Fund to the General Fund for Fiscal Year 2018-2019. 20. PUBLIC HEARING - Authorization to set a Public Hearing on June 27, 2018, at 5:30 p.m. in the City Council Chambers located at 185 East Main, Price, Utah, to receive public comment on the Fiscal Year 2017-2018 year-end budget revision. 21. ASSIGNMENT OF CONTRACT - Consideration and possible approval of an Agreement for Assignment of Public Defender Contract 2011, Amendment and Amendment 2. 22. SEASONAL CLEANING CONTRACT - Consideration and possible approval for contract cleaning with We Mean Clean, LLC every Thursday from June 2018 thru August 2018 to offset Culture Connection and International Days workload with the sound equipment. 23. LANTAS FIREWORKS & LASERS CONTRACT - Consideration and possible of a contract for fireworks for International Days scheduled for July 26-28, 2018. 24. LANTIS FIREWORKS & LASERS INVOICE - Consideration and possible approval for payment of an invoice for fireworks for International Days. 25. BUSINESS LICENSES - Consideration and possible approval of business licenses for: Intrynsik Ink LLC at 135 W Main St., Outkastics, LLC at 585 E Main St. and Innovative Harbor, Inc. at 35 W Main St. 26. EMPLOYEE TRAVEL REQUESTS - Consideration and possible approval of travel requests for: Debbie Worley, Victim's Advocate - SWAVO Training, (Grant funded training), June 6-8, 2018, Brigham City, UT Randy Salyer, Police Department - Forensic Interview Training (FIT), (Essential training approved by Mayor), June 19 - 21, 2018, Murray UT Mike Montoya, Police Department - Emergency Vehicle Operation (EVO), (Critical training approved by Mayor), June 11-15 and 18, 2018, Sandy UT 27.
