APPROVAL OF APRIL 24, 2018 MINUTES:
Councilmember Katrina Long moved to make a motion to accept the minutes of April 24, 2018 as corrected. Councilmember Frank Riding made a second to that motion. The vote was unanimous, motion carried. (1st Motion)
PLANNING AND ZONING:
Planning & Zoning Chair Lynn Ingram presented the agenda for their meeting on May 2nd, 2018 as follows: Russ Forsyth-Building Permit, location; 456 S 300 E, Lot#12. Ingram told the council they have everything that is required and recommend the council approve the building permit for the Forsyth's. Councilmember Jonathan Jones moved to make a motion to issue a building permit to the Forsyth's at the location stated above, with a second by Councilmember Frank Riding. Vote was unanimous, motion carried. (2nd Motion) Priority Homes- Building Permit High Meadows Subdivision 680 E, 505 S, Lot #9, everything is ready with the water dedicated by O'Sulivan. Councilmember Katrina Long moved to make a motion to approve the building permit for Priority Homes at the location stated above. A second was made by Councilmember Jonathan Jones. Vote was unanimous, motion carried. (Third Motion.)
Marlin Park, 300 E 450 S-Inquiry/Clarification & David Clark-Zoning Inquiry, no action. Work Session - Site Review/Plan Review Fee.

DELEGATIONS:
Juab County Sheriff Douglas Anderson presented a memo dated May 5, 2018 to the council, from Travis Kenison, Juab County Emergency Manager in references to upcoming training opportunities for elected officials.
The memo states in part: the Juab County Sheriff's Office, Utah Department of Emergency Management and Utah Fire Marshalls Office have several upcoming trainings, we would like to extend an invitation to all elected officials and department heads in your area to attend. The upcoming dates are: 6/18/18-6/19/18 and 07/05/2018 at 12:00 pm. The latter date will be a tabletop exercise that consists of a large hazmat spill and evacuation of the area.

Chet Ludlow LCSW, Team Leader for SHARPS 2019 Survey. Mr. Ludlow told the council they are seeking written support from their community leaders in an effort to advocate the Juab School district participation in this survey.
Because Chet was not on the agenda under action items for May 8, there cannot be a council decision until May 22 at which time the council will have all council members available to review, approve or disapprove the decision.
The information letter for this survey is attached and will become a permanent part of the minutes for public viewing.
Gage Mitchell came before the council to present an update on his library Eagle Project.
He presented a written list of Federal & State Grants that are available for the purchase of children's books, & library programs, Museum & Library Services, National Science Foundation, Kids in Need Foundation, Bill & Melinda Gates Foundation, USDA Rural Development Grant & Loans, Distribution to Underserved Communities Library Program & Barnes & Noble Booksellers. The Utah Grants include Community Library Enhancement Funds, Utah Library Association Rural & Small Libraries Committee & Utah.grantatch.com (this site list several grants).
Gage is still waiting for an answer from city council on the library location.
Mayor Mills did not have a definite answer for him, but said it seem positive.
Spencer McCutcheon along with Tanner Snow, UVU students presented an interactive digital cemetery map that they generated for the city and how it will help in locating grave sites quickly & effectively for those who have loved ones or ancestors buried in the Mona City Cemetery.
The results were projected on a screen so that council members could see them, and could view the possibilities for its uses by the community.
'We need to do a hyperlink with your website, said McCutcheon. This map is updateable. The map shows where the graves are located by lot number as well as by name.
The map is currently available through UVU, and hosted by their site.

DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT:
Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 04/28/2018 to 05/08/2018; Everd asked if there were questions on the disbursement report. There was no question on the report.
Everd presented the preliminary or tentative State Budget Report, telling the council the final budget will be presented and approved the first meeting in June. He encouraged the council to let him know what expenses they will need so he can add them to the upcoming budget.
There were six (6) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.

Secretary/Treasurer Michelle Dalton presented one new business license, and two fence permits

The blinds have been ordered through Colby Clark for the council chamber windows along with office shades.
City Recorder Lyla R Spencer gave a brief update on the Stanley Family Annexation.
COUNCIL BUSINESS:
Mayor Mills presented two fence permits and one new business license for the council to approve. Both Fence Permits are for Single Family Dwellings'. Laurie Payton (Chain Link) location 642 S 300 E, and Jason & Brittney Scott (vinyl) location, 642 S 200 E. Councilmember Jonathan Jones said he would like to see a map for the proposed fences. Councilmember Katrina Long moved to make a motion to approve fence permits for the homeowners above with the idea maps would be available for council review. A second was made by Councilmember Jonathan Jones. Vote was unanimous, motion carried.

Mayor Mills presented the minutes for the council work session held on April 24 for approval.

Councilmember Jones announced a Water Works Council Session at 6:00 p.m. June 12, prior to council; the committee will again focus and prioritize the 19 items on the agenda.
They held their first committee meeting for the Grand Marshall. Jennifer White will take Jennifer Christensen's place over the royalty this year.
Councilmember Katrina Long reported the flyers are ready and active on the cities website for the 5K. Paper work and flyers can be obtained at the city office. All the information is available on Face Book as well.
Councilmember Frank Riding: two picnic tables were donated by a church ward in Nephi.
The Cemetery will be ready for Memorial Day, preparation has begun. They are preparing the risers for plants.
Mayor William Mills announced the Amendment to Title 10-7-10 be tabled until the next council meeting at which a public hearing will be held prior to passage.
Mills told the council and those present there is a weed problem in the city. There are problems in certain neighborhoods where the grass is growing along the fence line, and in corners, there is a property on 200 E which needs attention.
Use a little tack in asking people to help cut their weeds, he added people can get a little offended; help them if necessary cut and clean their yards. The mayor added, there are service project that can help those in need.
He cautioned the council to be careful on the budget, and make sure they move forward cautiously.
Mayor thanked those who help with the yearly yard clean-up project, saying it went well. We need to be careful with glass spillage from the trash bins during hot weather glass can catch fire if not properly taken care of.

There were seven (7) motions voted upon and passed, a motion to approve the April 24, 2018 minutes, a motion to approve a building permit for the Russ Forsyth family, a motion to approve a building permit for Priority Homes, a motion to approve a business licenses for Practicut, LLC, located at 858 S 100 E a, motion to approve two fence permits with recommendation that a plan & map are in place & presented to the city council, a motion to approve the minutes of the Water Work Session on April 24, 2018 and a motion to adjourn this meeting of May 8, 2018, All motions are recorded and in the cities records.
PAY FINANCES ADJOURNMENT:
Councilmember Jonathan Jones moved to make a motion to pay the finances and adjourn, Councilmember Frank Riding made a second to that motion, all were in favor, the vote was unanimous, motion carried. (7th Motion)
The city council meeting was then adjourned at 8: 59 p.m., with no further comments.
