The council discussed the fact that the planning commission did not like the parking pass idea thinking that it would be difficult to manage. The council and public discussed the hazmat issue and reviewed some information from the federal government as well as some information from UDOT. Members of the Aurora City Planning Commission were in attendance at the meeting and discussed some of their thoughts concerning the proposed ordinance. The council decided to review some of the changes made to the ordinance and have it ready for the next meeting. Once the council is comfortable with the changes, a public hearing will be called and a vote on the ordinance will be taken. 4- ENTERPRISE ZONE DESIGNATION- Mayor Daven Quarnberg had invited Malcom Nash from the Sevier County Economic Development office to come and explain to the council the process in declaring Aurora City an Enterprise Zone. This designation will allow businesses in the community to obtain tax breaks for certain equipment and items purchased for their business. Mr. Nash did not attend the meeting as so the Mayor directed that it be placed on next month's agenda. 5- MOSQUITO ABATEMENT DISCUSSION- Branton Nielson from Sevier County Mosquito Abatement Services was in attendance at the city council meeting to answer any mosquito related questions and to receive funding for $2000.00 for larvicide. This larvicide will be placed in standing water around Aurora City in order to help control mosquitos for the upcoming summer. Ms. Barker explained the requirements and income, debt and interest qualifications. She gave the council some information and asked them to help locate qualified people to participate in the program. 7- JEFF ALBRECHT- CHANGE ORDER APPROVALS DISCUSSION - Jeff Albrecht from Savage/Albrecht Engineering attended the meeting to discuss the approval of the Aurora City change order applications. Mr. Albrecht expressed his surprise at the approval of the change orders with no reduction in water allocation. The council wanted to discuss what direction the city should go in order to help with culinary and irrigation water issues. Mr. Albrecht felt that a work session would be a better place to discuss the issues when the council would have more time to go over in detail some of the proposals. The council set up the work session for Monday May 21, 2018 at 5:30 pm. 8- EMERGENCY PLAN REVIEW- The City Council reviewed the current emergency plan and noted that a few things were out dated.
