'In accordance with the Americans with Disabilities Act, the City of West Jordan will make reasonable accommodations for participation in the meeting. Discussion of the character professional competence, or physical or mental health of an individual b. Strategy session to discuss pending or reasonably imminent litigation c. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares 2. CALL TO ORDER 3. PLEDGE OF ALLEGIANCE 4. COMMUNICATIONS a. City Manager comments/Reports b. Staff comments/Reports c. City Council comments/Reports 5. CITIZEN COMMENT Citizens are permitted to address the Council concerning any matter over which the Council has jurisdiction, including comments concerning an item on the agenda. The Council will allow 3 minutes to do so during this period. Written comments may be submitted if a citizen does not wish to speak. Any comments needing or requesting follow-up will be assigned to staff for further action as appropriate after the meeting. Please provide contact information on the sign-up sheet and state your name and phone number when speaking to the Council so later follow-up can take place. Persons who exceed the time or are otherwise disorderly may be expelled by the Council upon a two-thirds majority vote, as provided in Utah Code Annotated 10-3-608. The Council requires that citizens help maintain the decorum of the meeting by not applauding or booing, turning off electronic devices, not engaging in verbal attacks against others or being disrespectful during the proceedings of the meeting. 6. CONSENT ITEMS a. Approve the minutes of April 24, 2018, as presented (Melanie Briggs) b. Approve Resolution 18-92, confirming the appointment of members to various City Committees (David Brickey) c. Approve Resolution 18-93, authorizing the Mayor to execute a Multi-Jurisdictional Automatic Aid, Mutual Aid, Fire Training, Emergency Medical, and Other services agreement (Clint Petersen) d. Approve Resolution 18-94, authorizing the Mayor to execute a contract with Dry Creek Structures, LLC. for the New Bingham Highway 4 MG Water Storage Reservoir Project, for an amount not to exceed $5,518,600.00. (Brian Clegg) e. Approve Resolution 18-95, authorizing the Mayor to execute Amendment No. 1 to the Construction Engineering Management Agreement between the UDOT, West Jordan City and Aecom Technical Services Inc. for additional construction management services for the 5600 West - 7800 South to 8600 South Project, in an amount not-to-exceed $6,665.31. (Brian Clegg) f. Approve Resolution 18-96, amending the Streel Light Standard to permit an approved equal for residential street lights (Brian Clegg) g. Approve Resolution 18-97, approve the installation project of ballistic protection for the Justice Court and Finance Departments using the funds already in place in the Police Department budget (Richard Davis) h. Approve Resolution 18-98, authorizing the Mayor to execute Amendment No. 1 to the Professional Service Agreement with CRS Engineers for additional professional engineering services for the planning, design, and construction management of a new railroad crossing at 7000 South 4600 West, in an amount not-to-exceed $12,500.00 (Brian Clegg) i. Approve Resolution 18-99, authorizing the Mayor to execute an Agreement between the City of West Jordan and Peterson Development Company, LLC, authorizing the City to construct Fallwater Drive through the City procurement process with reimbursement of the Project through the County Transportation Fund and Peterson Development, LLC (Brian Clegg) 7. PUBLIC HEARING a. Receive public input regarding the Tentative Budgets for the General Fund, the Special Revenue Funds, the Capital Projects Funds, the Enterprise Funds, and the Internal Service Funds for Fiscal Year 2018-2019 (David Brickey) b. Receive public input and consider for approval Ordinance 18-17, amending the Future Land Use Map Amendment for 5.2 acres from Processional Office to Low Density Residential; P-C Zone, for property located at 8142 South 4800 West, for the Peterson Commons at Stone Creek, Peterson Development, LLC/Justin Peterson, applicant (Scott Langford) c. Receive public input and consider for approval an amendment to the Preliminary Development Plan, P-C Zone, for property located at 8142 South 4800 West, Stone Creek Master Plan - Stone Hollow Area E, Peterson Development, LLC/Justin Peterson, applicant (Scott Langford) d. Receive public input and consider for approval Ordinance 18-18, amending the Future Land Use Map for approximately 2 acres of property from High Density Residential to Professional Office designation; P-O Zone, for property located at 7540 South Redwood Road, for the BMP, LLC property, City of West Jordan, applicant (Scott Langford) e. Receive public input and consider for approval Ordinance 18-19, amending the Future Land Use Map for approximately 1 acre of property from High Density Residential to Parks and Open Land Designation, and Rezone from R-2 (Two-family Residential) Zone to PRO (Parks, Recreation and Open Space) Zone, for property located at 1105 West 7000 South, for the Utah Power R-2 property, City of West Jordan, applicant (Scott Langford) f. Receive public input and consider for approval Ordinance 18-20, amending the Future Land Use Map Amendment for approximately 1 acre of property from High Density Residential to Parks and Open Lands and Rezone from R-2 (Two-family Residential) Zone to PRO (Parks, Recreation and Open Space) Zone, for property located at 1095 West 7000 South; City of West Jordan (Scott Langford) 8. BUSINESS ITEMS a. Discussion and update from Judge Ronald Kunz regarding the status of the City's Justice Court and needs for the upcoming Fiscal Year 2018-2019 Budget (Judge Kunz) b. Discussion and possible action regarding Ordinance 18-21, amending Title 2, Chapter 4, 'General Plan Committee' regarding the Organization of Said Committee (Scott Langford/Rob Wall) c. Discussion and possible action regarding Resolution 18-100, approving the City of West Jordan Business License Study prepared by Zions Public Finance, Inc. (Bill Pyper) d. Discussion and possible action regarding request to remove 'No Parking' signs on Hidden Peaks Drive (1075 West) located in the River Oaks Suites & Apartments (Councilmember Burton & Jacob) 9.
