D. Discuss Alternative Repowering and Approval of the Fifth Amendment to Intermountain Power Association (IPA) Organization Agreement. The Mayor sent copies of the new documents to Dave Steele prior to the meeting. The Town Attorney has not had time to review this and it is not due until June so the Council has time to look at it further. The IPA is wanting to scale down the size of the project to 840 MW between the two units and have sent the wording for the new resolution that will need to be passed. Will plan on having this on the agenda for the May meeting unless the Town Attorney finds a problem.
E. Discussion of Ideas for Sesquicentennial Year Projects: Purchasing Benches for Main Street (through fundraisers and/or donations), Create and Sell Tie Pins, and Creation of Post Cards of the Lynn Anderson Painting to Sell/Sesquicentennial Committee Members Janet Lindquist and Marva Jean Anderson. Janet presented the idea of a commemorative tie pin and her son has created a sample. She discussed this with the Sesquicentennial Committee and they thought it was a good idea. They thought the pins should be about 2' in order to get all the detailing on the pin. She can buy them for about $2.00 and suggested selling them for about $10 or $15 for a fundraiser for benches on Main street. At the Sesquicentennial Committee Meeting, Tom Nielson had suggested doing coins also. Janet passed out a flyer showing samples of benches that could be purchased. The Mayor mentioned that there are grants available for beatification of main streets so this could be looked into. The Mayor will ask Craig Dutson about this as he just attended a meeting where this grant was discussed. The benches Janet is looking at range from $975.00 to $1,125.00 each and she is thinking about getting six benches for each side of main street.
Marva Jean would like to take the picture that Lynn Anderson painted for the Sesquicentennial Ball and get it done into post cards. They would cost .36 cents each if 500 were purchased. They could be sold for the fundraiser.
The Council was okay with looking into all of the project ideas including both coins and pins.
Will try to keep the price of both to $8.00.
F. Public Comment. There was no public comment.
G. Financial Report. The Financial Report was read and approved by Board Action.
H. Departmental Reports.
Warren Rogers.
The Mayor asked Nathan and Warren to go up and take a water sample this next week. Will have Dan Hawley of Jones and DeMille help them. Warren and Nathan did a water sample at the Hall.
Warren reported that Tom Nielson needed to install about a half dozen water meters for people at the South hills. Warren approved the use of these meters which belonged to Oak City. Might need to replace these meters. Will see how many are left.
The Mayor mentioned that he would like to advertise for a part-time maintenance helper for the Town. He will put up a notice this next week. Will have them work no more than 40 hours a week.
Dave Steele.
There were two outages on Monday, April 16th. A car hit a power pole in Fool Creek. They turned the power off so the accident could be dealt with safely then, turned it back on. The power went out again that afternoon. The wind caused this seven-hour outage.
Had Flowell Electric help him repair Morris Howard's power outage which was due to a cat on the line.
Got the agreement from Rocky Mountain Power to supply power to Parke Whiseant. Once the State Public Utility Commission approves it, the power can be installed. Got another request to supply power to Marion Ray Anderson. Will have to go through this process with Rocky Mountain Power again on this.
Craig and Dave attended an Intermountain Power Association (IPA) Meeting last month.
Utah Associated Municipal Power Systems (UAMPS) says there is a group called Uranium Watch that is sending information to Mayors and others requesting communities to not participate in the Carbon Free Project. UAMPS is letting participants know that this is out there but it has no solid basis. UAMPS would like the Town to take
action on the Carbon Free Project by May 1st but this is not feasible. This will probably not be a problem. Received a letter on a Plan of Finance and Budget for the Project which shows the cost to be between $45 to $65 per MW hour.
This is a pretty good price. The letter included a cost breakdown. He gave this information to the Mayor and will get clarification on some of the issues, especially power costs for Oak City Town. Might end up having to have a UAMPS representative come again to go over things. UAMPS gave the Town some power load and demand forecast information also, which Dave went through quickly.
Applied for the UAMPS $500 sponsorship for Oak City Days again.
Told Flowell to get the a new street light for Main Street. They will bring a meter for Gordon Shipley also.
Monica Niles.
Been working on getting a Lisa Nielson Memorial Playground sign. The one Monica has chosen will cost $995.00 and will be ready by Memorial Day.
The Hall electrical committee is in the middle of shut down at the power plant but will get the project done as soon as the outage is over.
Monica will talk to Caleb Dutson, who is trying to work off some of his power bill, and ask him to help weed the Hall flower beds and other odd jobs.
Craig Dutson.
Craig was not in attendance and left no report.
I. Miscellaneous. There were no miscellaneous items.
J. Adjournment.
Monica moved, seconded by Warren to adjourn. Roll Call Vote: Mayor Christensen-Aye. Dave-Aye. Monica-Aye. Warren-Aye.
The meeting adjourned at 9:32: pm.
