The agenda is as follows: 1. Welcome 2. Roll call 3. Opening ceremony 4. Approval of the agenda 5. Approval of the minutes of the previous meeting 6. Approval of accounts payable disbursements 7. Citizen input 8. Beginning at 6:10 p.m. conduct the following public hearing: a. The Council will receive public input, then consider for possible approval amending the City Code Title 8 Public Utilities, section 5 entitled 'Stormwater Drainage', to repeal the entire section as it currently reads and to adopt a new section 5. 9. Mitch Western-Discuss eagle project of fixing walking path on the South end of Wellsville Dam 10. Zach Maughan-Discuss U.S. Forest Service ideas for the 800 South trailhead project, and how Wellsville City possible could be involved with the project. 11. Andrew Stokes-present the preliminary plan for the Stokes Subdivision consisting of 2 lots (1 additional building lot) from 200 West to 300 West on 200 South. 12. Review bids for possible awarding of water project on 200 West from 500 South to 800 South. 13. Annual State of the City financial condition presented by the City Manager. 14. Review, discuss and possible approve the 2018/2019 tentative budgets for the General Fund, Capital Projects Fund, Water Fund, and Storm Water Fund for all operating and capital budgets. 15. Discuss for no more than (1) hour the Wellsville City Land Use Regulations, Article VI entitled 'Administration' beginning at Chapter 10.59 (Legally Existing Nonconformities) 16.
