Marysvale Town Board meeting minutes for March 13, 2018 at 7:00 p.m.
Attending: Mayor Janet Fautin, Council Members Kristie Dixon, Gloria Fox, Ann Kennedy, and Milo Medley.
Submitted by: Wendy Steed, Town Clerk
Mayor Fautin said that she was changing the agenda for the meeting tonight. There will not be an administrative meeting tonight and she is moving number 9 on the agenda to the top.
Milo would like to amend the minutes from last month that read 'Milo told him that he would have to petition for a variance', but it should read that he will need a conditional use permit. This change was made. Ann made a motion to accept the amended minutes, Gloria seconded, passed.
Mayor Fautin said that she had the opportunity to have breakfast with the other mayor's in the county, the county commissioners, the sheriff and the superintended. They met with Mitt Romney for about an hour and half. They got to ask him questions about how he could help the small communities. It was a very nice meeting
1. Topic-Planning and zoning board needs a new member
Discussion-Milo has been the chairman of the planning and zoning board for a number of years but now that he is on the town council he is no longer eligible to be the chairman so he is resigning. The town will need to advertise the opening.
Action- Wendy will post the opening for a new member. The board will fill the vacancy next month.
2. Topic-Dwight Broussard and Brett Buchanan-variance for placement of new home and time to remove old home.
Discussion-Milo reported that Dwight was looking to put a new home on the lot located at 770 West, the home that belonged to Diane Gordon. There is an existing house on the lot. They would like to put a new home on the lot. They would like to leave the old home on the lot until they get the new home placed and occupied. The issue is that you can't have two dwellings on the same lot. He would like to petition for a conditional use permit to be able to have 90 days to construct the new home and additional 90 days to demolish the old home. A total of 180 day to complete this project. Another issue is that he can only set the home back 15 feet from the road because of an existing irrigation ditch that runs through his property. The ordinance reads that the setback must be 30 feet. It was recommended that if he doesn't comply within the time frame that the town contracts someone to tear down the old trailer and bill Dwight for the expense. This was the recommendation from the planning and zoning board. The correction is that it is not a variance but rather a conditional use permit.
Action- Gloria made a motion that we give the Broussard's a conditional use permit and follow the recommendations that the planning and zoning board has set for them, Ann seconded, passed, Milo abstained from voting.
3. Topic-Paul Damron-Precision mapping
Discussion- Paul presented a presentation on having the town mapped. There are many different parts for his program. He would like to see what the town's needs are and build a quote for the town.
Action- Paul will get a quote for the town for the next town board meeting.
4. Topic-town garden-Mayor Fautin
Discussion-Mayor Fautin said that she and Nathan have been looking for a place for the garden. They found a place east of the horse stalls in the park. The water is assessable and it is out of the way of traffic. Commissioner Talbot is working with the DWR trying to get some deer fence donated.
Action-Milo made a motion that we continue pursuing the project, Ann seconded, passed.
5. Topic-Town clean up-Mayor Fautin
Discussion- Mayor Fautin said that the town hasn't had a cleanup day for a couple of years. She would like to set the date for May 19th to clean up Main Street. The town will not go door to door to pick up trash but if there were some people that needed some help they could contact Nathan to make special arrangements.
Mayor Fautin has someone that has a bush hog that would clean up the sage brush from our roads. She would like the council's approval to hire Wade Fautin to do this work for $30.00 per hour.
Action-Ann made a motion to accept the date for May 19th for a town clean up on Main Street, the dumpsters, and surrounding areas and also to hire Wade Fautin to clean up the sage brush alongside our roads, Kristie seconded.
6. Topic-Help with the elderly-Gloria Fox
Discussion-Gloria presented a flyer that Julie Goodrich has a program that she can provide money for people that are in need of help. It is a grant program and there is money available. It is not just for the elderly but anyone can get help for residents to stay safe and live independently in their homes. Gloria just needs some names of people that need help.
Action- If you know of someone that needs help get their names to Gloria.
7. Topic-stop sign at Center and Rio Grande Street-Milo Medley
Discussion- Milo would like to change the stop sign on Rio Grande where it connects with Center Street, to a yield sign. Then have another yield sign on Center Street so both roads have to yield the right of way. The board agreed that this would be a good idea.
Action- Milo made a motion to change the stop sign to a yield sign at the junction of Rio Grande and Center Street, and put an additional sign for west bound traffic on Center Street at that junction, Gloria seconded, passed.
8. Topic-Heritage Highway-Milo Medley
Discussion- Milo presented a check for $4,000.00 to the town for the dance hall restoration project. He is very optimistic that he can get the town another $46,000.00 toward this project. The mayor said that was wonderful news and we appreciate this money. Nathan reported that they poured a sidewalk along the side of the dance hall so people have a place to sit and also are able to see the fish rodeo.
Action- no action was taken
9. Topic-firehouse repair-Milo Medley
Discussion-Milo was inquiring if all the repairs have been made to the firehouse since the fire. Mayor Fautin talked to the fire chief and he told her that the door needs to be replaced and the insulation needs to be replaced. He is in the process of completing this project. Milo suggested that we get it fixed up and have an open house. The mayor agreed that this would be a good idea.
Action- no action was taken.
10- Topic- town roads-Mayor Fautin
Discussion- Mayor Fautin said that the previous mayor was in the
process of having Bullion Canyon road chip sealed. There is about
$70,000.00 that can be used to complete this project. She will
contact Layne Torgersen from Staker Parsons and get a bid. There
are several small projects that need to be completed. There is
about $26,000.00 that will be spent on the road in front of Kristie
Dixon 24 W 225 South.
Action- Ann made a motion that we use $65,000 of class c money to chip seal Bullion Canyon Road, Milo seconded, passed.
Discussion:
Mayor Fautin reported that there is light out on Main Street by the Old Pine Inn and it will cost the town about $550.00 to get this light repaired. The money can come out of class c money.
Gloria made a motion to approve the bills, Milo seconded, passed.
The meeting was adjourned at 8:15 p.m.
